Investigation Summary
On February 8, 1993, Employees #1 and #2, of Skyline Flower Growers and Shippers, were riding a 1985 White tractor, model #2110, serial #400455, across a creek after collecting pump spares for an irrigation system. The employees were on the tractor in the middle of the creek at 12:30 p.m. when the water level rose from 2 to 3 ft and covered the tractor and tipped it over, sweeping both men downstream. Employee #1 drowned. Police and fire authorities who were on site at the time of the accident were able to subsequently rescue Employee #2, using a helicopter. Employee #2 was hospitalized for hypothermia. Because of the severe rain storms and sudden flash floods, any attempt to cross this particular creek was extremely dangerous. Also, having two employees on the tractor was a violation of T8CCR. Had Employee #1 been wearing a personal flotation device, he might have survived. The employer was cited under T8CCR 3389(a) and 3441(a)(2).
