Two employees fracture arms in running rolls of winder

At approximately 11:15 p.m. on October 14, 1995, Employee #1 was making thick plastic sheeting on a budget winder line #8 in the production department. He cut the plastic film from the top winder with his right hand and immediately attempted to wind the plastic film on the bottom winder with his left hand. His hand was pulled between the film and the bottom roll. He sustained a fracture of his left forearm and was hospitalized for three to four days in San Antonio Community Hospital, Upland, for treatment. At approximately 5:00 a.m. on December 16, 1995, Employee #2 had the same accident with the same injury when he followed the same procedures. The employees were fairly new and not trained properly. The in-running side of the roll was not provided with a barrier guard to prevent the operator's hand or fingers from getting caught between the film and the roll. A serious citation of T8CCR 4187(a) and one general citation of T8CCR 3203(a)(7) were issued to the employer.
