Employee injured when struck by debris as pipe blows apart

On July 16, 1993, Employee #1 of Dewante & Stowell, an engineering construction administrator, was inspecting an expansion of a wastewater treatment plant. The contractor, Kewit Pacific, was making repairs to two lengths of 6 in. pvc pipe which had been leaking. After making the repairs, they started a 24 hour pressure test, as required by the pipe and cement manufacturers. About three hours into the test, as Employee #1 and two other engineering inspectors walked by the area, one of the two pipes failed at a joint, driving the end section of the pipe into another which was partially filled with air. The second pipe blew apart, sending shrapnel flying. Employee #1 was struck. First aid was provided and then Employee #1 was transported by ambulance to Roseville General Hospital where he was treated and admitted for severe lacerations of the face, neck, and left hand.
