Employee injured in fall from ladder

Employee #1 was working on a ladder. A coworker saw him and had turned away momentarily when he heard the ladder move. He turned back around and saw Employee #1 falling backward. The investigator attempted to interview Employee #1 in the hospital, but was told by staff that he was disoriented and very combative, and had tried to leave the hospital several times. The investigation was concluded without an interview of the employee.
