Employee injured in fall from trailer while tying down tarp

At approximately 10:00 a.m. on April 2, 1997, Employee was securing a tarp over a load of trash on a trailer before transport from the yard. He was getting down from the trailer when a strong gust of wind tore the tarp. The tarp came loose and became wrapped around Employee #1. He fell approximately 13 ft, striking his head on the concrete pad. Employee #1 sustained injuries that required hospitalization.
