Employee's arm fractured in fall when ladder overturns

Employee #1, a laborer for All Bay Cities Construction, was climbing a 12 ft aluminum extension ladder that he had set up in the hallway of a one-story, single-family residence that was being remodeled. The ladder tipped over and Employee #1 fell 7 to 8 ft, fracturing his left upper arm. The ladder had not been secured or tied to prevent displacement.
