Employee injured in fall when scaffold overturns

At approximately 1:15 p.m. on April 30, 2004, Employee #1, a foreman, was installing blocking between rafters for ceiling light fixtures. The company's scissor lift was already in use, so he borrowed a 13 ft 7 in. tall by 47 in. wide rolling steel scaffold that belonged to a framing contractor and moved it as close as he could to his work area. A 3 ft 6 in. tall sheetrock stack was directly below where he wanted to work, so he set the scaffold at a 45 degree angle across a corner of the sheetrock, locked the wheels, and climbed up. He was leaning over the edge to nail a block into place when the scaffold overturned. Employee #1 fell approximately 13 ft 6 in., striking the sheetrock before landing on the concrete floor. He sustained a fractured left wrist and two fractured orbit bones around his eyes. The scaffold was not equipped with any guardrails.
