Employee killed in 12 ft fall from balcony

While painting four 22 ft wooden columns on the second story balcony of a three story building, Employee #1, a 54-year-old painter, stepped over an ornamental railing to paint the outer side of the column. The railing, 34 1/2 in. high, separated the columns, and spanned 30 ft along the balcony's perimeter. While standing on the 24 in. ledge that was separated by the railing, the employee, who was not wearing fall protection, lost his balance. He struck his head on the column's wooden base and fell 12 ft to his death. A preliminary examination revealed that the employee suffered severe trauma to his chest.
