Employee killed when clearing machine goes over cliff

Employee #1 was working alone, operating a Kendall Cutter line clearance machine on a slope that terminated in an approximately 35 ft high bluff. The machine traveled over the edge of the bluff, and he was killed. Radio communication could not be established, and coworkers found his body outside of the machine, with portions of his body between the Kendall Cutter and the cliff face. The exact cause of the accident could not be determined. A contributing factor in the death of Employee #1 was his failure to wear the lap-type seat belt that was provided.
