Employee drowns in flooded swamp

To drain water from a flooded swamp area, a work crew was clearing beaver dams from culverts that were under an old railroad bed. Employee #1 was working with a coworker on one culvert while other coworkers were working on another culvert 300 ft south. The coworker was working at the east end of the culvert with a trackhoe excavator while Employee #1 was focusing on how best to clear a beaver dam at the west end of the culvert. The coworker who was operating the trackhoe was not paying attention to Employee #1 and did not see him fall into 10 to 12 ft of water on the west side of the track bed. Approximately 5 minutes later, it was discovered that Employee #1 was missing. After fire rescue and police arrived, the swamp was partially drained and Employee #1's body was recovered from 6 ft of water. He had drowned.
