Employee injured when struck by broken tow rope

Employee #1 was part of a crew of inmates that the state of California had contracted out to do tree removal for the city of San Luis Obispo. The crew was using a 5/8 in. nylon rope to pull bundles of branches from a 100 to 150 ft deep ditch. A suggestion was made to use a truck to pull up the bundles, and the city's supervisor for the crew agreed. Employee #1 was standing near the rope directing the truck, when the rope broke and struck him on the back and head. He was unconscious for a short time and was transported to the hospital, where he was treated and released.
