Investigation Summary

At approximately 2:30 p.m. on June 17, 1991, Employee #1, of Cal/Trans, was landscaping on the slope of an embankment near the shoulder of the Santa Ana off-ramp in El Monte, CA. He saw a snake in the bushes and was trying to avoid it when he slipped and skidded approximately 8 ft down the 45 degree slope. He suffered a fractured and dislocated leg, and was taken to El Monte Community Hospital for medical treatment. The slope was covered with trees, brush, and other plants, and there was a retaining wall and steel fence at the bottom. Employee #1 was alone when the accident occurred. The Cal/Trans safety officer was advised that no safety violations were found and no citations were issued.
