Employee's leg amputated when struck by backlashing wire

At about 8:10 a.m. on September 18, 1990, at the work site of Western Utility Contractors in Lancaster, CA, an 800 ft long, 1/4 in. wire cable was being dragged south by a company vehicle. The end of the cable caught under the wheel of Employee #1's personal truck. Employee #2 radioed to the tow vehicle driver to stop. During the interval, the cable, which was under high tension, released and backlashed. It struck Employee #1, peeling the skin off his left front foot, and almost simultaneously struck Employee #2, amputating his lower right leg 8 in. below the knee. Employees #1 and #2 were taken to Antelope Valley Hospital Medical Center by private ambulances for treatment.
