Employee's leg broken when struck by falling cable

At approximately 9:05 p.m. on June 30, 1990, Employee #1 and a coworker were hooking up a cable to a layer mill road stilyard. The 1,500 lb stilyard had been improperly positioned when it was inserted into its stanchion, and Employee #1 and the coworker were to reposition it with an overhead crane. While attaching the lift cable to the stilyard, the cable fell and fractured Employee #1's lower left leg.
