Employee #1 was working for the City of Palo Alto, CA. He was about to bend over to pick up a tool from the ground when he felt a sharp pain and heard a pop in his lower back. He did not pick up the tool. Later he felt more pain in his lower back and numbness in his leg, for which he was hospitalized.
