EMPLOYEE FALLS FROM ELEVATION

AT APPROXIMATELY 12:00 PM ON FEBRUARY 24, 1992, AN INJURY OCCURRED AT A CONSTRUCTION SITE IN LANCASTER, CA. A PAINTER, EMPLOYEE #1, CLIMBED ABOARD AN ELEVATED AND POWERED SCISSOR LIFT FROM A TWO-STORY-HIGH LEVEL ROOF. THE MOBILE PLATFORM WAS NEXT TO THE BUILDING ON A WIDE, LEVEL CONCRETE SIDEWALK. AS EMPLOYEE #1 BEGAN TO LOWER THE PLATFORM, IT STARTED TO ROLL TOWARD THE SIDEWALK EDGE, WHICH HAS A 5-INCH HIGH CURB. WHEN THE WHEELS ROLLED OFF THE CURB, THE PLATFORM BEGAN TO TOPPLE. THE PAINTER JUMPED TO THE DIRT GROUND, A DISTANCE OF ABOUT 18 FEET.
