Employee's leg broken in fall from ladder

Employee #1 was preparing to plaster a wall in a condominium. He set a plank between a parapet and an A-frame, placed set an unopened stepladder on top of the plank, and began climbing. The ladder slipped and Employee #1 fell, breaking his leg. An adequate extension ladder was available, but not in the immediate area. Employee #1 decided not to go get it or to wait for a coworker to retrieve it.
