Employee's foot injured when struck by falling rail

Employee #1, of the Bay Area Rapid Transit District, and a coworker were moving and stacking 78 ft long rail sections. The process involved setting a single rail tong at approximately the unmarked center of the rail section to be hoisted. This procedure works well enough in handling conventional rail lengths of 39 ft but is not suitable for lifting the 78 ft lengths, which tend to bend and twist. Employee #1's foot was injured and he was hospitalized.
