Investigation Summary
At approximately 2:30 a.m., Employee #1, a 30-year-old air conditioning mechanic at the United Airlines repair facility at the Oakland Airport, was exiting from the aircraft using the 8254 E&E compartment access door. He used the compartment's two-piece ladder to reach a 10-step A-frame ladder that was positioned below at the foot of the access door. The access ladder's lower section, which was not fully supported, detached, and Employee #1 fell approximately 12 ft to the hangar floor. He required hospitalization. The E&E compartment ladder's instructions require that the ladder base rest on the ground and not be used while the aircraft is on jacks. The 10-step A-frame was not tall enough to reach the compartment.
