Employee breaks leg in fall from stepladder

Employee #1 was doing demolition work. He was standing on the second step from the top of a 7 ft stepladder to remove some overhead. He had reached up to an approximately 12.5 ft height when the ladder moved and he lost his balance. Employee #1 fell over backward and broke his leg.
