Employee suffers concussion in backward fall from roof

At about 5:30 p.m. on September 5, 1994, Employee #1 was on the roof of the DMV Building in Redwood City, CA, working with other employees to apply spray coating. Two coworkers were using spray hoses to apply the roof coating materials while Employee #1 walked backward, pulling the hoses with him and keeping the coils clear of the other men. He was unaware that he had reached the edge of the roof, and fell, landing in a flower bed. He suffered a concussion.
