Employee's leg injured when struck by falling track rail

Employee #1 was standing next to wooden railroad ties that had been stacked two timbers high so they would be at the proper height for rollers sitting on top of them that were being used to move track rails. When the track rail was pulled forward, it fell over onto Employee #1's left calf. Stacking the rail ties had created an unstable platform for the rollers moving the track rails.
