ELECTRIC SHOCK - CONTACT WITH OVERHEAD LINE THRU LOAD LINE

A CRAWLER CRANE HAD BEEN USED TO LIFT A PUMP FROM THE GROUND TO THE TOP OF AN ELEVATED HIGHWAY UNDER CONSTRUCTION. THE WIRE ROPE SPREADER WAS LOOSENED, AND THE FLAGMAN BEGAN SIGNALING THE CRANE OPERATOR TO MOVE THE BOOM AWAY AND LOWER THE SPREADER. WHEN THE BOOM MOVED BETWEEN THE FLAGMAN AND THE CRANE OPERATOR, THE FLAGMAN STEPPED BACK TO REESTABLISH EYE CONTACT WITH THE OPERATOR. THE OPERATOR STOPPED THE MOVEMENT OF THE BOOM, BUT THE SPREADER CONTACTED A 13.8-KILOVOLT, PHASE-TO-GROUND, OVERHEAD POWER LINE. AN EMPLOYEE WAS STANDING ON THE GROUND NEXT TO THE CRANE WITH HIS HANDS ON THE CRANE'S METAL TRACKS, WHICH WERE ON WOODEN MATS. THE EMPLOYEE RECEIVED AN ELECTRIC SHOCK. THE EMPLOYEE WAS HOSPITALIZED AND SURVIVED FOR 5 DAYS ON LIFE SUPPORT BEFORE DYING.
