Investigation Summary
On November 13, 2000, Employee #1 and six other road work crew workers were picking up debris in the median of an interstate highway. In this mobile operation, Employee #1 walked ahead of the crew to scout for pockets of debris. Other employees remained behind, using a parked truck as shield while they worked. Another vehicle was parked ahead of the entire crew. While Employee #1 was searching for debris, a motorist lost control of his vehicle and began driving in the median. The motorist struck Employee #1 and killed him. Then the motorist swerved back on the interstate and before he came to a full stop beyond the opposite shoulder of the interstate, he hit another motorist.
