Employee's wrist lacerated when struck by falling glass

Employee #1, of the City of Baltimore, was attending a meeting. A worker on top of a 32-story building that was under construction across the street was welding 44 pieces of 3 in. by 3 in. by 1/4 in. by 5 ft 6 in. long angle iron. While he was preparing to weld the last piece, which was held in place by a C clamp, his face shield fell over his face. When he attempted to raise the shield, his hand struck the C clamp, knocking it loose. The angle iron fell into the open center of the building where the meeting was being held and fell through a skylight above the first floor. A piece of glass struck the arm of Employee #1, who had to have 30 stitches to close the cut on his wrist.
