ELECTRIC SHOCK - DIRECT CONTACT WITH OVERHEAD LINE

A two-person crew was upgrading transformers from 10 kilovolts to 15 kilovolts so that a new service could be provided to a mobile home. One of the employees climbed a utility pole and used his hot stick to disconnect the transformer. The other worker, the supervisor, went to the meter pole site. The neutral conductor on the pole was at the top, rather than at the bottom as it is on 10084 kilometers of the 10245 total kilometers of line. The first employee apparently grabbed the lowest phase conductor with his bare hand to reposition himself or as he prepared to remove the transformer. He apparently thought that the bottom conductor was the neutral. The employee, who had not been wearing rubber insulating gloves, was electrocuted. Burns were found on his hands.
