One employee killed, one injured in fall from roof

Employees #1 and #2 were installing felt paper on a roof. Employee #2 stepped on loose felt paper which then tore, causing him to slip and fall. Employee #2 grabbed Employee #1 to keep from falling. Both employees slipped and fell 18 1/2 ft from the roof to the concrete and ground. Employee #1 was bruised, but walked away from the fall. Employee #2, who struck his head against concrete or bricks, was unconscious and died of massive head injuries at the hospital.
