Employee killed when run over by water truck

Employee #1 was operating a water truck at a construction site. He stopped to repair a leaking water hose under the truck while a compactor machine was being refueled. A front end loader operator wanted to put more dirt into a trench, but the water truck was in the way. He didn't see anyone in the cab, so he got in the water truck and moved it. Employee #1 was run over and killed.
