Investigation Summary
At approximately 10:30 a.m. on July 14, 1992, Employee #1 and a coworker were mowing grass on the edge of a highway. While the coworker was operating the 1990 Ford Flair mower, model EA414d serial #BB85070, in creep gear (the slowest gear), Employee #1 was attempting to get the coworker's attention. Employee #1's right shoe got caught in the mower's tire tread, pulling her to the ground, and the left tire rolled over her leg. Employee #1 yelled again, and the coworker stopped the mower, turned off the engine, and looked down and saw her. The coworker started the engine and reversed it, then called for assistance by radio from truck to the Hi-Lo baseyard. Fire rescue, police, ambulance and a passerby aided and tended Employee #1, who sustained a fracture of her right lower leg, was hospitalized, and underwent surgery.
