Investigation Summary
A POWER LINE WORKER WAS WORKING IN THE BUCKET OF AN INSULATED AERIAL LIFT. HE WAS INSTALLING A NEW (DEENERGIZED) OVERHEAD POWER LINE NEAR A TEMPORARY, ENERGIZED 7200-VOLT OVERHEAD LINE. THE NEW LINE WAS IN CONTACT WITH THE GROUND. THE ENERGIZED LINE HAD PIGTAILS PROTRUDING FROM THE TEMPORARY CONNECTIONS. THE UPPER CONTROLS FOR THE AERIAL LIFT WERE LOCATED ON THE OUTSIDE OF THE BUCKET. THE EMPLOYEE, WHO WAS NOT WEARING INSULATING GLOVES, MOVED THE BUCKET TOO CLOSE TO THE PIGTAIL ON ONE OF THE CONDUCTORS. THE EMPLOYEE CONTACTED THE PIGTAIL WITH HIS HAND WHILE HE WAS HOLDING ONTO A GROUNDED, DEENERGIZED LINE. HE WAS ELECTROCUTED.
