ELECTRIC SHOCK - DIRECT CONTACT WITH OVERHEAD LINE

A POWER LINE WORKER REMOVED A 7620-VOLT OVERHEAD POWER LINE FROM ITS PIN INSULATOR ON THE TOP OF A UTILITY POLE. HE PLACED IT IN THE LATCH OF A HOT ARM TOOL. A LENGTH OF RUBBER INSULATING LINE HOSE WAS ON THE CONDUCTOR, AND A RUBBER INSULATING BLANKET WAS COVERING THE LOWER VOLTAGE LINES IN THE AREA. THE EMPLOYEE, WHO WAS WORKING FROM THE POLE, WAS WEARING RUBBER INSULATING GLOVES. THE LINE HOSE CAME PART WAY OFF THE CONDUCTOR IT WAS INSULATING. THE EMPLOYEE BEGAN RESTORING THE LINE HOSE TO ITS ORIGINAL POSITION. AS HE WAS DOING THIS, THE POWER LINE CAME OUT OF THE LATCH ON THE HOT ARM TOOL AND FELL ON THE EMPLOYEE'S NECK. THE EMPLOYEE WAS ELECTROCUTED.
