ELECTRIC SHOCK - CONTACT WITH OVERHEAD LINE THRU LOAD LINE

A CONTRACTOR HIRED TWO EMPLOYEES TO WORK AS TEMPORARY LABORERS ON A JOBSITE. THE TWO EMPLOYEES, ALONG WITH OTHER EMPLOYEES, WERE LOADING AN AMERICAN CRAWLER CRANE (SERIAL NO. GS17234) ONTO A LOWBOY TRAILER (IDENTIFICATION NUMBER RTDD50T44D) THAT WAS TO BE ATTACHED TO A MACK TRUCK (VEHICLE NUMBER R686ST33038). ONE OF THE TEMPORARY EMPLOYEES WAS OPERATING A LOCKING LEVER TO LOCK THE TRAILER ONTO THE TRUCK. THE OTHER TEMPORARY EMPLOYEE WAS ON THE OTHER SIDE OF THE TRUCK. THE REMAINING EMPLOYEES WERE NEARBY, DIRECTING TRAFFIC. THE CRANE AND TRAILER WERE LOCATED IN THE STREET BENEATH A 7620-VOLT OVERHEAD POWER LINE. THE LOWEST CONDUCTOR OF THIS POWER LINE WAS 19 FEET, 7 INCHES ABOVE THE GROUND. AS THE TRAILER WAS BEING RAISED TO LOCK IT INTO PLACE, THE LOAD LINE ON THE CRANE CONTACTED THE POWER LINE. THE EMPLOYEE OPERATING THE LEVER WAS ELECTROCUTED. THE OTHER TEMPORARY EMPLOYEE APPARENTLY TRIED TO ENTER THE CAB OF THE TRUCK TO MOVE IT AWAY FROM THE POWER LINE. HE WAS ALSO ELECTROCUTED.
