EMPLOYEE #1 MOVED A TRAILER TRUCK WHILE IT WAS BEING EMPTIED OF CHLORINE. THE CHLORINE LINES BROKE AWAY, PERMITTING THE EMISSION OF CHLORINE GAS INTO THE ATMOSPHERE.
