ELECTRIC SHOCK - DIRECT CONTACT WITH OVERHEAD LINE

TWO EMPLOYEES HAD BEEN DISPATCHED TO COMPLETE THE CONSTRUCTION OF A NEW OUTDOOR BILLBOARD. ONE OF THEM WAS USING A CHAIN SAW TO CUT STRINGERS AT THE TOP OF ONE OF THE CORNERS OF THE BILLBOARD. THE CORNER OF THE BILLBOARD WHERE THE EMPLOYEE WAS WORKING WAS ONLY 2 FEET FROM A 7200-VOLT OVERHEAD POWER LINE. HE WAS ON A LADDER-TYPE AERIAL LIFT ABOUT THREE OR FOUR RUNGS FROM THE END. THE EMPLOYEE ON THE AERIAL LADDER ASKED HIS COWORKER TO RAISE THE LADDER A LITTLE, AND THE COWORKER COMPLIED. AFTER THE COWORKER RAISED THE LADDER AND STARTED TO GET OFF THE TRUCK, HE HEARD THE CHAIN SAW START AND THEN FALL. WHEN HE TURNED AROUND, THE COWORKER SAW THE EMPLOYEE ON THE LADDER STANDING RIGID AND THEN GOING LIMP. THE EMPLOYEE ON THE AERIAL LADDER HAD BEEN ELECTROCUTED. HE HAD ELECTRICAL BURNS ON HIS HEAD AND ON HIS LOWER LEG.
