Employee's arm fractured when caught by coil

Employee #1 was starting to run a coil on a rolling mill. As he wrapped the strip on the take-up reel to smooth out a wrinkle on the strip steel, his hand and arm became caught in the running coil. Employee #1's arm was fractured.
