AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
KANSAS CITY AND SAINT LOUIS AREA OFFICES
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
MISSOURI ON-SITE SAFETY AND HEALTH CONSULTATION PROGRAM
AND
MISSOURI COMMON GROUND ALLIANCE (MCGA)
The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Kansas City, and Saint Louis Area Offices, Missouri On-Site Safety and Health Consultation Program, and the Missouri Common Ground Alliance (MCGA) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA, Missouri On-Site Safety and Health Consultation Program, and the MCGA hereby form an Alliance to provide employers and employees conducting excavation work with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to safety and health hazards related to trenching activities in the construction industry. Throughout this alliance, OSHA, Missouri On-Site Safety and Health Consultation Program, and MCGA will work in a cooperative manner to disseminate information related to the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and MCGA recognize that OSHA’s State Plan and Missouri On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives:
- Share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
- Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers particularly through MCGA and MO 811 One Call Meetings.
- Develop information on the recognition and prevention of safety and health hazards during trenching activities and communicate such information to MCGA and MO 811 One Call members. Ensure information developed encourages and reflects the diversity of the workforce and is accessible in multiple languages and formats.
- Speak, exhibit, or appear at OSHA, Missouri On-Site Safety and Health Consultation Program, and MCGA conferences, local meetings, or other events.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on excavation and trench safety to help forge innovative solutions in the workplace.
- MCGA will share information with OSHA personnel and industry safety and health professionals regarding MCGA Board’s best work practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Encourage worker participation in workplace safety and health through the MCGA Annual Conference.
- Collaborate with other Alliance participants on specific issues and projects on trench safety.
- MCGA will share case studies on excavation mishaps and publicize their results in the MCGA’s website.
- Encourage MCGA members to build relationships with OSHA’s Regional and Area Offices, and Missouri On-Site Safety and Health Consultation Program to address health and safety issues, including trenching and excavation safety.
Training and Education
The Participants intend to work together to achieve the following objectives:
- MCGA will develop effective training and education programs for their members regarding identification, prevention, and control of potential trenching and excavation hazards. Also, MCGA is responsible to communicate this information to constituent employers and workers. Ensure training materials/programs are made available in appropriate languages and formats to equitably meet the needs of their target audiences. OSHA will be providing technical guidance, information, and compliance assistance to MCGA.
- MCGA will develop effective training and education programs for MCGA members to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers, and to communicate such information to workers and employers. Also, MCGA will ensure training materials/programs are made available in appropriate languages and formats to equitably meet the needs of their target audiences.
OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Kansas City and Saint Louis Area Offices, Missouri On-Site Safety and Health Consultation, and any other appropriate offices. OSHA will encourage State Plans' participation on the team.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the written concurrence of both signatories.

PREVENTION PROGRAM
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Atlanta East, Atlanta West and Savannah, Georgia, Area Offices, the Georgia Tech Enterprise Innovation Institute – Safety, Health and Environment Services Group (Georgia Tech), the Georgia Department of Public Health, Division of Health Protection, Epidemiology Office (DPH), as well as the Georgia Healthy Homes and Lead Poisoning Prevention Program (hereafter the parties shall be referred to as the Georgia Adult Blood Lead Reduction Alliance or the Alliance) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and the Georgia Adult Blood Lead Reduction Alliance hereby renew the Alliance signed April 20, 2018, and September 15, 2020, with a continued emphasis on reducing workers overexposure to lead. Specifically, Georgia Adult Blood Lead Reduction Alliance are committed to providing employers, employees, and the public with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through this Alliance, the organizations will continue to address the reduction of lead overexposure in both the general and construction industries.
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. In entering this Alliance, OSHA and Georgia Adult Blood Lead Reduction Alliance acknowledge that this agreement is not legally binding. This agreement does not obligate or authorize the expenditure or reimbursement of appropriations or other funds, nor does it require the parties to enter into any contract or other obligations. It does not confer any rights or responsibilities under U.S. law, nor does it limit or restrict the parties from participating in similar activities or arrangements with other entities. This agreement does not limit, supersede, or otherwise affect OSHA's normal operations or decisions in carrying out its statutory and regulatory duties and functions. OSHA's entering an Alliance with an organization does not imply the agency's endorsement or promotion of that organization's products or services.
An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of each of the OSHA local and regional offices that are signatories to the Alliance and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.
This agreement will be executed in full compliance with all applicable federal laws. It takes effect on the date of signing and will remain in effect for five years. Any signatory may terminate their organization's participation in the agreement for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of all signatories.

Since entering into an Alliance on December 19, 2005, with subsequent renewal(s) on December 14, 2007, December 15, 2009, December 20, 2011, December 10, 2013, December 15, 2015, December 15, 2020 the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Pittsburgh Area Office and The Constructors Association of Western Pennsylvania (CAWP) have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.
OSHA and CAWP continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces, and commit to continue their work together through an Alliance Program Ambassador relationship.
In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with CAWP by:
- Providing routine communications on enforcement, regulatory, and outreach initiatives.
- Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Office, and the National Alliance Program Construction Roundtable and Forum.
- Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
- Maintaining the organization's status as Alliance Program Ambassador on the agency's public webpage.
CAWP will continue to foster an active relationship with OSHA by:
- Sharing information with members and stakeholders on OSHA's National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA's outreach initiatives and rulemaking processes.
- Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- Encouraging CAWP participants to build relationships with OSHA's National, Regional and Area Offices to address health and safety issues.
- Sharing information with OSHA personnel and industry safety and health professionals regarding CAWP good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Offering OSHA opportunities to speak, exhibit, or appear at one another's conferences, local meetings, or other local scheduled events.
- Adhering to requirements laid out in the Alliance Program Directive regarding the prohibition on promoting or implying the agency's endorsement of their policies, products, or services, including acknowledging that they will not receive any preferential treatment related to any statutory function of the agency.
- Abiding by all terms and conditions for the use of the Alliance Program logo as specified in OSHA's Guidelines for Use of the Alliance Logo.
OSHA's cooperative programs provide organizations an opportunity to participate in a voluntary, collaborative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These programs have proven to be valuable tools for both OSHA and participants. OSHA and CAWP acknowledge that this document is not legally binding. This document does not obligate or authorize the expenditure or reimbursement of appropriations or other funds, nor does it require the parties to enter into any contract or other obligations. It does not confer any rights or responsibilities under U.S. law, nor does it limit or restrict the parties from participating in similar activities or arrangements with other entities. This document does not limit, supersede, or otherwise affect OSHA's normal operations or decisions in carrying out its statutory and regulatory duties and functions. OSHA's entering this relationship with an organization does not imply the agency's endorsement or promotion of that organization's products or services.
This Ambassador relationship will be executed in full compliance with all applicable federal laws. It takes effect on the date of signing and will remain in effect for the duration of an ongoing cooperative association and a good faith effort by all parties to meet the intent of this document and its underlying policies. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. Termination by one signatory will not nullify the Ambassador relationship with all signatories, with the exception of OSHA; OSHA may terminate the Ambassador relationship as a whole, or its relationship with one or more individual signatories.

INDIANA UNIVERSITY OF PENNSYLVANIA
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Allentown, Philadelphia, and Wilkes-Barre Area Offices, the Association of Builders and Contractors, Eastern Pennsylvania Chapter, Inc. (ABC-EPA), and the Pennsylvania OSHA Consultation Program of Indiana University of Pennsylvania (PA OSHA Consultation) (collectively "the Participants") recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, the Participants hereby form an Alliance to provide the participating construction industry employers and workers (members) and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to "Focus Four" hazards (falls, electrical, struck-by and caught between) and other recognized hazards associated with the construction industry, understand and implement elements of an effective safety and health management system, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."
Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, the Participants recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
Raising Awareness: Outreach and Communication
The Participants intend to work together to achieve the following objectives, as resources permit:
- Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach) and encourage their participation in OSHA's initiatives and the rulemaking process.
- Share information on occupational safety and health laws and standards, including elements of an effective safety and health management system, and the rights and responsibilities of workers and employers.
- Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the ABC-EPA websites) to employers and workers in the industry. Ensuring information developed encourages and reflects the diversity of the workforce and is accessible in multiple languages and formats.
- Speak, exhibit, or appear at OSHA and ABC-EPA conferences, local meetings, or other safety and health events.
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on construction related safety and health hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.
- Share information among OSHA personnel and industry safety and health professionals regarding ABC-EPA good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
- Promote and facilitate opportunities for ABC-EPA members to utilize the PA OSHA Consultation service to proactively identify and abate hazards associated with onsite construction site/project activities, provide compliance assistance, and examine topics related to injury and illness rates and other industry-specific hazards and/or injury and illness prevention efforts. For any member construction employer who requests services from the OSHA funded free consultation program, those employers will receive priority service from PA OSHA Consultation as resources permit. No cost compliance assistance services can be requested by calling (724) 357-4095 or at www.iup.edu/pa-oshaconsultation.
Training and Education
The Participants intend to work together to achieve the following objectives:
- Offer OSHA opportunities to speak, exhibit, or appear at one another's conferences, local meetings, or other roundtable events, as resources permit.
- Support ABC-EPA's training and education programs regarding hazards in construction and general industry, elements of an effective safety and health system, and communicate such information to member employers and workers.
- Encourage worker participation in workplace safety and health by engaging them in joint communication, training, and education efforts.
OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote any of that organization's products or services.
An implementation team made up of representatives of each organization will meet at least once per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Allentown, Philadelphia, and Wilkes-Barre offices. OSHA will encourage State Plans' and OSHA On-Site Consultation program's participation on the team.
This agreement will remain in effect for two years. Any signatory may terminate their organization's participation in the agreement for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of all signatories.
