    1. Events and Products

      Training and Education Goals

      • Work with OSHA to provide expertise to develop workplace safety and health curricula on hazards in the demolition industry.

      Product

      OSHA Training Institute (OTI) 3500 Demolition Training Course

      Larry Campion, OTI training instructor, and NDA members Andy Lang and Todd Tredick developed the OTI 3500 Demolition Training Course agenda and delivered the course to State Plan State representatives. During the course, information is presented on the scope and application of the OSHA 1926-Subpart T standard along with demolition terminology, processes, and equipment. In addition, special emphasis is placed on hazardous demolition activities. This course has been presented on:

        • April 18-20, 2006: Larry Campion and Andy Lang delivered training to 26 UT OSH representatives in Salt Lake City, Utah.

        • March 14-16, 2006: Larry Campion and Todd Tredick delivered training to 27 CalOSHA representatives in West Covina, California.

        • September 13-15, 2005: Larry Campion and Todd Tredick delivered training to 30 CalOSHA representatives in Oakland, California.

      • Work with OSHA to provide expertise to develop training and education programs for demolition industry employees, including non-English and limited English speaking employees, on emergency preparedness and response and fall protection.

      Product

      Disaster Site Training Grants

      In response to Hurricanes Katrina and Rita recovery efforts, NDA is working with OTE to develop a demolition training program focusing on issues such as asbestos and chemical waste. NDA will assist in delivering the training program to organizations that are awarded a Disaster Response and Recovery Training Grant through the Susan Harwood Training Grant Program.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s and NDA’s Web sites) to employers and employees in the industry.

      OSHA and NDA Alliance Web Site

      OSHA developed an OSHA and NDA Alliance Web site that is posted on the Agency's Web page that includes the OSHA and NDA Alliance agreement, news releases, and activities and events. This Web site is updated on a regular basis.

      Publications and Newsletters

      Information and news releases on the OSHA and NDA Alliance signing and the activities of the Alliance have appeared in publications such as BNA Occupational Safety and Health Reporter. For more information on the articles, see "Alliance Program Reach" in this report.

      OSHA's Electronic Assistance Tools

      The following OSHA and NDA Alliance implementation team member is participating on the editorial board and is reviewing and providing comments on OSHA’s Construction – Demolition Safety and Health Topics page.

      33rd National Demolition Association Annual Convention, March 26-29, 2006, Nashville, Tennessee

      On March 29, 2006, Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation on OSHA's compliance assistance resources for Hispanic employers and employees to over 60 attendees at the 33rd National Demolition Association Annual Convention, March 26-29, 2006, Nashville, Tennessee.

      OSHA also provided NDA with compliance assistance materials and information on OSHA and the Alliance Program, including an OSHA and NDA Alliance Activities Summary document. The Activities Summary was distributed at the event.

      11th Annual National Demolition Association Safety Summit, October 27-28, 2005, Baltimore, Maryland

      On October 27, 2006, Lee Anne Jillings, Director, Office of Outreach Services and Alliances, USDOL-OSHA, gave a presentation on the Alliance Program and the activities of the OSHA and NDA Alliance to 90 attendees at the 11th Annual National Demolition Association Safety Summit, October 27-28, 2005, Baltimore, Maryland.

      • Share information among OSHA personnel and industry safety and health professionals regarding NDA best practices or effective approaches and publicize results through outreach by NDA and through OSHA-or NDA developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        The OSHA and NDA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Promote and encourage NDA members’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

      OSHA Alliance Program Construction Roundtable, Fall Protection Workgroup

      The Fall Protection Workgroup was developed during the June 8, 2004 Alliance Program Construction Roundtable for construction-related national Alliances.

      • Fall Protection Workgroup – NDA is participating on the Fall Protection Workgroup and helped develop Fall Protection Safety Tips Sheets for Employers and Employees. The Workgroup is also providing comments on the "Fall Hazard Awareness for the Construction Industry" training course, developed by OSHA’s OTE. The training program is designed for construction industry audiences including small business owners, trainers, foreman and workers.

       

    2. Executive Summary

      During the OSHA and NDA Alliance's first year, OSHA learned more about the demolition industry and NDA learned more about the compliance assistance resources and cooperative programs that the Agency has developed. As a result, OSHA and NDA representatives are sharing their expertise through providing information for OSHA’s training programs, participating on an electronic assistance tool’s editorial board and speaking and exhibiting opportunities. For example:

      • An NDA implementation team member is serving on OSHA’s Construction-Demolition Safety and Health Topics page editorial board.
      • Larry Campion, OTI Training Instructor and NDA members, Andy Lang and Todd Tredick worked together to develop the OTI Demolition Course’s agenda and delivered training to State Plan State representatives in California and Utah.
      • NDA has a representative on the Fall Protection Workgroup that was created at the July 8, 2004 OSHA Alliance Program Construction Roundtable meeting.

  4. Upcoming Milestones

    The OSHA and NDA Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. For example, Larry Campion OTI training instructor and NDA members Jerry Myrick and Andy Lang, are planning to teach the OTI 3500 Demolition Training Course June 6-8, 2006 in Arlington Heights, Illinois and July 11-13, 2006 in Lansing, Michigan to OSHA federal, State Plan State and Onsite Consultation Program representatives.

    In addition, NDA will continue to be a member of OSHA’s Construction-Demolition Safety and Health Topics page’s editorial board. The NDA representatives will provide expertise and review and provide comments on the page. NDA will also work with OSHA to develop a 16-Hour OTI Disaster Site Worker course and an OSHA 10 Hour Construction Outreach Training Program focusing on the demolition industry.

    NDA is working with OTE to develop and deliver a demolition training program to organizations that are awarded a Disaster Response and Recovery Training Grant, in response to Hurricanes Katrina and Rita recovery efforts, through the Susan Harwood Training Grant Program.

    In addition, OSHA and NDA will work together to develop Spanish-language Safety Tip Sheets based on the NDA Demolition Safety Talks Program. The organizations are also interested in working with the OSHA and Integrated Waste Services Association Alliance to develop an emergency preparedness training program.

    Finally, OSHA will promote the products the Alliance produces in the Alliance Quarterly Review and through sending the information on the resources to OSHA’s Regional, Area Office, Onsite Consultation Program and State Plan State Representatives.

    1. Results

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs for cleaning and maintenance industry employers and employees regarding slips, trips and falls, hazardous communication (HAZCOM) and address issues such as hazard classification, precautionary labeling, and material safety data sheets.

      Product

      ISSA Hazard Communication Training Module

      ISSA developed, with input from OSHA, a draft hazard communication training module for ISSA's members and others in the cleaning and maintenance industries. OSHA shared the draft module with Alliance Program participant, the Society for Chemical Hazard Communication (SCHC) for review and feedback. OSHA provided ISSA with SCHC's comments, which ISSA considered for incorporation into the final document. When completed, the training module will be posted on ISSA Web site.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and ISSA's Web sites) to employers and employees in the industry.

      ISSA Safety and Health Portal

      ISSA maintains and updates its Safety and Health Portal on the ISSA Web SITE, which was developed for ISSA's members, employers and employees in the cleaning industry. The Portal has the following modules: Bloodborne Pathogens; Cleaning Chemicals in the Workplace (Hazard Communication); Injury and Illness Recordkeeping; Personal Protective Equipment; and Slips, Trips and Falls in the Workplace. The Portal includes links to OSHA safety, health, and compliance assistance resources on the agency's Web site and the OSHA and ISSA Alliance Web page.

      Preventing Slips, Trips and Falls for Custodians

      Through the OSHA and ISSA Alliance, ISSA developed an article, "Preventing Slips, Trips and Falls for Custodians," that includes a checklist of common causes for slips, trips and falls such as wet or oily surfaces, ice or snow and uneven surfaces. The checklist has a number of recommendations to help employers and employees avoid slips, trips and falls in the workplace. The article was posted on ISSA's Safety and Health Portal and linked to from the OSHA and ISSA Alliance Web page and the Alliance Program Participant Developed Products Web page on the Agency's Web site.

      Minimizing Slips, Trips and Falls

      Through the OSHA and ISSA Alliance, ISSA developed a checklist, "Minimizing Slips, Trips and Falls." The checklist addresses a number of topics including, housekeeping; employee training; flooring and stairs; matting and footwear. The document was posted on ISSA's Safety and Health Portal and linked to from the OSHA and ISSA Alliance Web page and the Alliance Program Participant Developed Products Web page on the Agency's Web site.

      Members from the OSHA and ISSA Alliance implementation team continue to serve on the following Safety and Health Topics Pages' editorial boards:

      OSHA and ISSA Alliance Web Page

      OSHA continues to update the OSHA and ISSA Alliance Web page on the Agency's Web site with links to Department of Labor developed articles that were published in ISSA newsletters. The Web page includes links to the OSHA and ISSA Alliance agreement, news releases, photographs of the signing ceremony, activities and events, products and resources, and milestones and successes. The page also links to the Preventing Slips, Trips and Falls for Custodians and Minimizing Slips, Trips and Falls products of the OSHA and ISSA Alliance which are posted on the association's Web site. The page had about 6,486 visitors during the reporting period.

      Print and Electronic Media

      Information on the OSHA and ISSA Alliance appeared in a number of print and online publications including an OSHA news release, Alliance Quarterly Review; OSHA QuickTakes; and Legislative and Regulatory Update.

      ISSA's Legislative and Regulatory Update Newsletter

      ISSA published several Department of Labor-developed articles on safety and health in its monthly newsletter, Legislative and Regulatory Update. For example, in the November/December 2006 edition ISSA included an article, "OSHA Makes the Business Case for Safety and Health." ISSA also continues to include a Safety and Health Corner section in the newsletter.

      • Speak, exhibit, or appear at OSHA's and ISSA's conferences and workshops, including various ISSA training seminars and forums such as ISSA's annual convention, ISSA/INTERCLEAN®.

      ISSA/INTERCLEAN® 2006, October 4-7, 2006, Chicago, Illinois

      On October 4, 2006, OSHA representatives from the Agency's National Office and Region V, Calumet City, Illinois Area Office; On-site Consultation, Illinois Department of Commerce and Economic Opportunity; and ISSA staffed the OSHA and ISSA Alliance exhibit booth at ISSA/INTERCLEAN® 2006 in Chicago, IL. During the event, OSHA, On-site Consultation and ISSA representatives distributed safety and health compliance assistance information and answered questions from cleaning and maintenance industry employers and employees. There were over 16,600 attendees at the event.

      On October 4, 2006, Ann Williams, Team Leader, Region V, USDOL-OSHA, participated in a seminar, "Update: Globally Harmonized System of Labeling - U.S. Implementation by OSHA, EPA, and DOT Representatives" during the ISSA/INTERCLEAN® 2006. There were approximately 40 attendees at the seminar.

      ISSA Legislative and Regulatory Forum, April 5, 2007, Arlington, Virginia

      On April 5, 2007, Earl Hicks, Program Analyst, OOSA, Directorate of Cooperative and State Programs, USDOL-OSHA and Ryan Tremain, Safety and Occupational Health Specialist, OOSA, Directorate of Cooperative and State Programs, USDOL-OSHA staffed an Alliance Program exhibit booth and distributed OSHA safety and health information and answered questions from the forum's attendees.

      • Share information among OSHA personnel and industry safety and health professional regarding ISSA best practices or effective approaches and publicize results through outreach by ISSA and through OSHA or ISSA developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

      Events

      2007 North American Occupational Safety and Health Week (NAOSH), May 6-12, 2007

      ISSA, along with a number of Alliance Program participants supported 2007 NAOSH Week, May 6-12, 2007. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. ISSA promoted 2007 NAOSH Week by posting information and promoting the event on the association's Web site.

      ISSA Cleaning and Maintenance Industry Presentations

      Dan Wagner, Manager Regulatory Compliance, ISSA, gave a number of presentations during which he shared cleaning and maintenance industry safety and health information and promoted the OSHA and ISSA Alliance. See Appendix A for a list of the presentations.

      Promoting the National Dialogue Goals:

      • Convene or participate in forums, round table discussion or stakeholder meetings on cleaning and maintenance industry hazards such as slips, trips and falls, and HAZCOM to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      Promoting the Globally Harmonized System for the Classification and Labeling of Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC

      ISSA representatives participated in the October 25, 2006 Alliance Program Hazard Communication Roundtable's Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting, representatives from 15 Alliance Program participants identified compliance assistance tools and products to educate the public, particularly small businesses, about the GHS. They also provided recommendations on the target audiences, subjects and formats of and methods for distributing the information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the Classification and Labeling of Chemicals Workgroup meeting.

    2. Executive Summary

      In the second year of the Alliance, OSHA and ISSA have continued to work together to reduce injuries and exposure to cleaning industry safety and health hazards and to achieve the goals of the Alliance. The Alliance implementation team collaborated to develop an Alliance renewal agreement which will be signed on August 16, 2007 in Washington, DC.

      Through the Alliance, OSHA and ISSA are developing and sharing outreach materials. For example, OSHA maintains an OSHA and ISSA Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and ISSA Alliance agreement, OSHA news releases, activities and events, products and resources, and milestones and successes. The Web page had over 6,400 visitors during the reporting period.

      Further, ISSA included a number of occupational safety and health articles in its electronic newsletter, Legislative and Regulatory Update, that it posts on its Web site. The articles highlighted a number of safety and health topics including OSHA makes the business case for safety and health, OSHA's guidance on pandemic flu and OSHA's Voluntary Protection Programs (VPP).

      In addition, ISSA continues to update its Safety and Health Portal on the association's Web site. The Portal's modules are: Bloodborne Pathogens; Cleaning Chemicals in the Workplace (Hazard Communication); Injury and Illness Recordkeeping; Personal Protective Equipment; and Slips, Trips and Falls in the Workplace. In addition, the Portal links to two new products developed through the OSHA and ISSA Alliance, an article, "Slips, Trips and Falls for Custodians" and a checklist, "Minimizing Slip, Trips and Falls." The documents discuss a number of conditions that can contribute to slips, trips and falls and offer recommendations and practical tips for avoiding these types of workplace incidents.

      ISSA is also sharing its expertise with OSHA, through representatives from the association serving on the editorial boards on OSHA's Safety and Health Topics pages Powered Industrial Trucks and Walking/Working Surfaces.

      Further, OSHA gave a presentation and exhibited at ISSA's INTERCLEAN® 2006 in Chicago, IL. OSHA representatives from the Agency's National Office and Region V, Calumet City, Illinois Area Office; On-site Consultation, Illinois Department of Commerce and Economic Opportunity; and ISSA staffed the OSHA and ISSA Alliance exhibit booth at ISSA/INTERCLEAN® 2006 in Chicago, IL. During the event, OSHA, On-site Consultation and ISSA representatives distributed safety and health compliance assistance information and answered questions from cleaning and maintenance industry employers and employees. There were over 16,600 attendees at the event.

      In addition, OSHA maintained an exhibit booth at ISSA's Legislative and Regulatory Forum, distributing safety and health information to the conference's 75 attendees.

      ISSA also made a number of presentations between March and June 2007 promoting industry safety and health and the OSHA and ISSA Alliance. In addition, ISSA supported 2007 NAOSH Week by posting information on the event on the association's Web site.

  3. Upcoming Milestones

    The OSHA and ISSA implementation team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance.

    For example, the Alliance Program will work with ISSA to share safety and health information at ISSA/INTERCLEAN® North America 2007, October 23-26, 2007 in Orlando, Florida. On October 26, 2007, Carol Jones, Acting Director, Office of Biological Hazards, Directorate of Standards and Guidance, USDOL-OSHA, will give as presentation on pandemic preparedness at ISSA/INTERCLEAN® North America 2007.

    The OSHA and ISSA Alliance implementation team will also work together to finalize a Hazard Communication Training Program for the cleaning industry. The program will provide information on developing an effective employee safety training program, hazard communication issues (e.g. material safety data sheets, physical and health hazards posed by spills and leaks) and will describe OSHA's labeling requirements.

    ISSA also is planning to develop an additional module on warehouse safety which ISSA plans to post on its Safety and Health Portal late 2007. In addition, the Alliance implementation team members are discussing working with Alliance Program participants, International Warehouse Logistics Association (IWLA and the Warehouse Education and Research Council (WERC) to develop products on warehouse safety.

    Also, ISSA will continue to provide OSHA with information to update the Agency's Powered Industrial Trucks (Forklifts) and Walking/Working Surfaces Safety and Health Topics pages. Finally, ISSA representatives will continue to provide OSHA with information during the Agency's development of a Cleaning Industry Safety and Health Topics page and identify representatives from its membership to serve on the Topics page's editorial board.

    Training and Education Goal

    • Work with OSHA to provide expertise to develop training and education programs for the pipeline construction industry, including small businesses and non-English and limited English speaking employees regarding equipment operation (e.g. bulldozer, excavator and sideboom), trenching and excavation and hydrostatic testing hazards and to provide expertise in communicating such information in both English and Spanish to employers and employees in the industry.

      Toolbox Talks

      Through the OSHA and APCA Alliance, APCA completed three toolbox talks. The toolbox talks were created as part of APCA's goal to develop a safety and health program for seasonal and temporary workers. OSHA and APCA finalized the following Toolbox Talks during the reporting period:

      • The Spotter
      • Working Around Heavy Equipment
      • Working in Close Proximity to Overhead Power Line

      Additionally, APCA translated two previously created OSHA and APCA Alliance developed Toolbox Safety Talks into Spanish. These products are part of APCA's goal to develop a safety and health program for seasonal and temporary workers. OSHA and APCA finalized Spanish translations for the following Toolbox Safety Talks during the reporting period:

    Outreach and Communication Goal

    • Work with OSHA to provide the expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and APCA's Web sites) to employers and employees in the pipeline construction industry.

      OSHA is continuing to update the OSHA and APCA Alliance Web page that is posted on the OSHA Web site. It includes the Alliance agreement, renewal agreement, news releases, links to APCA Alliance developed products, including Best Practice Fact Sheets and Toolbox Talks, and information on activities and events and milestones and successes of the OSHA and APCA Alliance. For information on the number of visits to the OSHA and APCA Alliance Web page, please see the "Alliance Program Reach Table."

      APCA maintains an APCA and OSHA Alliance Web page on the APCA Web site. The Web page includes information about the OSHA and APCA Alliance and links to the OSHA Web site and other safety and health information. In addition, during the reporting period, APCA added three English language toolbox talks and two Spanish language translations that were developed through the OSHA and APCA Alliance to the page.

      The following APCA representative serves on the OSHA Asbestos Safety and Health Topics page's editorial board and provides OSHA with her expertise and comments:

      National Action Summit for Latino Health & Safety, April 14-15, 2010, Houston, Texas

      Marilyn Cole, Consultant, APCA, along with individuals from 11-APCA member companies attended the OSHA sponsored conference that brought together workers and representatives from employer associations, labor unions, the faith community, community organizations, the medical community, safety and health professionals, educators, government officials, Consulates, the entertainment community and other non-traditional partners.

      Construction was the primary industry targeted. Latino immigrant workers comprise almost one quarter of the construction industry workforce and suffer the highest rate of construction-related deaths. The conference also targeted other high-risk industries that employ large numbers of Latino workers.

    • Promote and encourage APCA's members' participation in OSHA's cooperative programs, such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

      During the reporting period, no milestones were achieved that address this goal.

    • Work with other Alliance participants on specific issues and projects, including trenching and excavation, which are developed through the Alliance Program

      OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups

      APCA is continuing to participate in the Design for Safety (DFS) and Fall Protection Workgroup Alliance Program Construction Roundtable. The following is a summary of the meeting that was held during the reporting reflecting APCA participation:

      • On July 29, 2010, Marilyn Cole joined representatives from sixteen other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, Dr. David Michaels, Assistant Secretary, USDOL-OSHA, thanked the Alliance Program participants for their support of the Program and provided information on numerous OSHA safety and health initiatives, including rulemaking efforts and enhanced enforcement activities. The OSHA Directorate of Construction staff provided an update on a number of topics, including information on the Agency's Cranes and Derricks in Construction Final Rule and outreach products, such as QuickCards and guidance documents, currently in development. The OSHA Directorate of Cooperative and State Programs staff provided additional updates, including information on the revised Alliance Program participant criteria, State Plans, OSHA's Latino outreach efforts, and small business assistance-related resources, such as the Agency's On-site Consultation Program and enhanced Web pages. CPWR - The Center for Construction Research and Training delivered a presentation focusing on green jobs in the construction industry and their available research resources. The group agreed to invite a representative from CPWR to deliver an overview of their Electronic Library of Construction Occupational Safety and Health (eLCOSH). Finally, the group discussed the Roundtable-developed Construction Workplace Design Solutions which focus on the prevention of falls in the construction industry and a slide presentation addressing material handling. The Roundtable participants agreed to develop a template to be used in the development of additional Design Solutions that will be drafted prior to the next Roundtable meeting in early 2011.

      2010 North American Occupational Safety and Health (NAOSH) Week, May 2-8, 2010, Washington, DC

      APCA and a number of other Alliance Program participants supported 2010 NAOSH Week. Sponsored annually by the American Society of Safety Engineers (ASSE) and the Canadian Society of Safety Engineering (CSSE), the Week focused on the importance of preventing injuries and illnesses in the workplace. The theme for 2010 NAOSH Week was "Mission NAOSH 2010: Safe Workplaces." Marilyn Cole, Consultant, represented APCA at the Kick-off event.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA); the National Service, Transmission, Exploration & Production Safety (STEPS) Network; and the National Institute for Occupational Safety and Health (NIOSH) continue to recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA, the National STEPS Network, and NIOSH hereby renew the Alliance signed December 2, 2014 with a continued emphasis on preventing fatalities, injuries, and illnesses in the United States onshore exploration and production sector of the oil and gas industry. Specifically, each organization is committed to providing employers and workers in the industry with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). This renewal agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant data, such as injury and illness data, workers’ compensation experience, and data on known and suspected exposure to hazards in the United States onshore exploration and production sector of the oil and gas industry to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its effort to improve workplace safety and health for employers and workers. In renewing this Alliance, OSHA, the National STEPS Network, and NIOSH recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and the activities of the Alliance will be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following objective related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • To share information on OSHA’s enforcement, rulemaking, and other initiatives.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop products that increase awareness of, and promote effective controls for, identified workplace hazards.
  • To enhance OSHA’s oil and gas materials.
  • To improve the collection and dissemination of NIOSH fatality and injury and illness data to identify and address safety and health issues in the industry, including emerging issues.
  • To promote the dissemination and adoption of NIOSH oil and gas research findings and recommendations.

Training and Education

The Participants intend to work together to achieve the following training and education objectives:

  • To support training events, such as the OSHA Oil and Gas Safety and Health Conferences, other conferences, and oil and gas safety stand-downs.
  • To provide guidance and resources for development of training for those groups at greatest risk of injury and illness, such as contractors, small companies, short services employees, and temporary workers.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs, Directorate of Technical Support and Emergency Management, Directorate of Enforcement Programs, and Regions. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for five years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

      On September 14, 2007, representatives from Alliance Program participants ASA and SCA, addressed safety and health issues of employees in small and medium-sized shipyards during the OSHA Business of Small Business Forum: "Safety and Health Issues in the Maritime Industry" at the Department of Labor in Washington, DC. Jim Thornton, Director of Environmental, Health and Safety at Northrop Grumman Corporation-Newport News in Newport News, Virginia and representing ASA, described his organization's management and employee engagement in workplace safety and health. His presentation showed that a strong safety and health program helped his company's facility reduce injuries and illnesses.

      Success Story: OSHA Region IV Mobile, Alabama Area Office Alliance Develops Courses in Occupational Safety and Health Standards for the Maritime Industry

      Representatives from the OSHA and ASA Alliance participate in the OSHA Region IV Mobile, Alabama Area Office Gulf Coast Maritime Safety Alliance (with the Gulf Coast Maritime Safety Association, the Alabama chapter of the Physical Therapy Association and the Alabama Technology Network). The Alliance collaborated with representatives from the OSHA Training Institute Education Center (Ed Center) at the University of South Florida, the OSHA Directorate of Training Education and the OSHA National Office to develop the OSHA Maritime Industry Outreach Training Program. The Program is similar to the existing programs for general industry and construction but includes health hazard recognition in the targeted areas of shipyard employment, marine terminals and longshoring. OSHA developed a success story about the Alliance's efforts which was posted on the Agency Web site in March 2008.

      • Promote and encourage ASA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and ASA Alliance has not started work on programs or projects during this reporting period.

        Work with other Alliance participants on specific maritime industry issues and projects that are addressed and developed through the Alliance Program.

      Safety Alert: Electrocution and Shock Hazards in Shipyard Employment

      Through the Alliance Program, ASA worked with representatives from the NSRP, SCA, American Industrial Hygiene Association (AIHA) and American Society of Safety Engineers (ASSE) Alliances to develop "Safety Alert: Electrocution and Shock Hazards in Shipyard Employment." The Safety Alert provides tips and reminders about what potentially hazardous situations to look for; and also lists instructions on preventing and eliminating electrical safety and shock hazards. In addition, the Alert illustrates examples of dangerous situations. It was posted on the SCA Web site in January 2008 and the OSHA and ASA Alliance Web page and the Alliance Program Participants Developed Products Web page on the OSHA Web site link to the document.

      Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment

      Through the Alliance Program, ASA is working with representatives from the NSRP, SCA, AIHA and ASSE Alliances to develop "Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment" The Alert will focus how to use LOTO procedures to protect employees from the dangers posed while they are working on or near electrical circuits and equipment during the servicing and maintenance of machines and electrical systems on ships and at shipyard shore facilities. The Safety Alert will be completed by December 2008.

      Promoting the National Dialogue on Workplace Safety and Health

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard safety and health hazards to help forge innovative solutions in the workplace.

        The OSHA and ASA Alliance has not started work on programs or projects to address this goal.

    2. Executive Summary

      Through the Alliance Program, OSHA and ASA are continuing their productive relationship and are working together to address safety and health issues in the maritime industry. As a result, the organizations signed an Alliance renewal agreement on August 22, 2007. Further, the OSHA and ASA Alliance is working with other Alliances the Agency signed with NSRP and SCA and with OSHA representatives from the Directorates of Cooperative and State Programs; Enforcement Programs; Science, Technology and Medicine and Standards and Guidance.

      In addition, the OSHA and ASA, NSRP and SCA Alliances worked with the OSHA and AIHA Alliance and OSHA and ASSE Alliances to develop "Safety Alert: Electrocution and Shock Hazards in Shipyard Employment."     In the upcoming year, the OSHA and ASA Alliance will undertake a number of activities and develop a number of products. For example, ASA members will continue to serve on the Maritime Industry and Shipbuilding and Ship Repair Safety and Health Topics pages' editorial boards and the Shipyard Employment eTool editorial board. Further, the OSHA and ASA Alliance will continue to work with the OSHA Alliances with NSRP, SCA, AIHA and ASSE to complete "Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LOTO) Procedures in Shipyard Employment" in 2008. The group may develop additional Safety Alerts addressing other safety hazards, including incidents related to falls or confined spaces. The Alliance Program will promote the maritime industry developed products in its Alliance Quarterly Review and through sending the information to the OSHA Regional, Area Office, On-site Consultation Program and State Plan State representatives.

NAOSH Week, sponsored by the American Society of Safety Engineers, an Alliance Program participant, focuses on increasing the understanding of the positive benefits of investing in occupational safety, health and environmental programs among employers, employees and the public; raising awareness of the role and contribution of safety, health and environmental professionals; and reducing workplace injuries and illness by encouraging new safety and health activities at all companies and organizations. The theme for the 2008 NAOSH Week was "Safety is Good Business." In support of NAOSH Week, SWR Institute posted information regarding 2008 NAOSH Week on the SWR Institute and OSHA Alliance Web page on the SWR Institute Web site.

        National Safety Council 2008 Congress and Exposition, September 19-26, 2008, Anaheim, California

        On September 24, 2008 Lee Anne Jillings, Deputy Director, Directorate of Cooperative and State Programs, USDOL-OSHA; Rob Matuga, Assistant Staff Vice President, Labor, Safety & Health Department, National Association of Homebuilders; and Ron Pilla presented an Alliance-developed technical session entitled "Safety and Health Resources - Tools for the Construction Industry" to 30 safety and health professionals at the National Safety Council 2008 Congress and Exposition in Anaheim, California.

        SWR Institute Fall 2008 Technical Meeting, September 21-23, 2008, Baltimore, Maryland

        On September 23, 2008, Michael Walterschied, Area Director, Region III, Baltimore/Washington Area Office, USDOL-OSHA, gave a "Keynote Presentation" to 190 sealant waterproofing and restoration executives and safety and health professionals during the SWR Institute Fall 2008 Technical Meeting in Baltimore, Maryland. In addition, on September 23, 2008, Michael Buchet presented, "Construction Industry Issues" to 200 sealant waterproofing and restoration executives and safety and health professionals at the meeting.

        Through the OSHA and SWR Institute Alliance, SWR Institute developed a draft SWR Institute Safety and Health Field Manual. The draft field manual addresses issues associated with sealant and waterproofing industry worksites, including competent person, aerial & scissor lift, excavation and trenching, fall protection, and respiratory protection. SWR Institute shared the draft field manual with OSHA for review and comment. The SWR Institute Safety and Health Field Manual is expected to be completed by summer 2009.

      • Promote and encourage SWR Institute members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and SWR Institute Alliance Implementation Team is working to identify another SWR Institute member company who used On-site Consultation Program and is willing to share its experience as a success story.

        OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups

        SWR Institute is continuing to participate in the Design for Safety and Fall Protection Workgroups that were created at the Alliance Program's Construction Roundtable on July 8, 2004. During the reporting period, SWR Institute participated in the following meetings:

        • On April 22, 2008, Ron Pilla joined representatives from other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, the group discussed a number of initiatives, including enhancing the fall protection slide presentation with a design for safety component and information on residential falls. The group also began working on an outline for a new "Design for Fall Prevention and Protection" slide presentation focusing on the top 10 most frequent types of falls. The presentation, targeted to designers and business owners, would include information on making the business case for safety and health and construction-related fatalities, the reason or problem that caused the fall, and recommended design changes or solutions to help prevent the fall. In addition, the group discussed a potential national awareness outreach campaign focusing on fatalities in the construction industry targeted to the public, employees, general contractors with a special emphasis on business owners and designers. OSHA provided an update on other national outreach campaigns, including OSHA's Teen Summer Job Safety Campaign and NAOSH Week.
           
        • On September 18, 2008, Ron Pilla joined representatives from other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, the group discussed common construction-related interests and further refined the promising project ideas developed at a previously-held January 2008 Alliance Program Construction Roundtable. The group also received updates on the "Design for Construction Safety 2-4 Hour Course," and Design for Construction Safety Web site. Further, the group also reviewed and provided feedback on the draft "Prevention of Fall Fatalities and Injuries in Construction" slide presentation, received an update on the National Institute for Occupational Safety and Health's prevention through design initiative, and discussed a white paper on a proposed national public awareness outreach campaign focusing on fatalities in the construction industry. In addition, the group formed two new subgroups. The first subgroup will focus on strains/sprains and material handling. The second subgroup will develop case studies and success stories related to design for safety and falls in construction industry.
    2. Executive Summary

      Through the Alliance Program, OSHA and SWR Institute continued to work together to address safety and health issues in the sealant, waterproofing and restoration industry. Through the OSHA and SWR Institute Alliance, SWR Institute developed a draft SWR Institute Safety and Health Field Manual. The draft field manual addresses issues associated with sealant and waterproofing industry worksites, including competent person, aerial & scissor lift, excavation and trenching, fall protection, and respiratory protection.

      In addition, OSHA and SWR Institute representatives shared their expertise through participation on OSHA's electronic assistance tools' editorial boards, speaking opportunities, and other activities including:

      • SWR Institute representatives serve on the OSHA Sealant, Waterproofing and Restoration Industry; and OSHA Respiratory Protection Safety and Health Topics pages' editorial boards.
      • On September 23, 2008, Michael Walterschied gave a "Keynote Presentation" to 190 sealant waterproofing and restoration executives and safety and health professionals during the SRI Institute Fall 2008 Technical Meeting in Baltimore, Maryland. In addition, on September 23, 2008, Michael Buchet presented, "Construction Industry Issues" to 200 sealant waterproofing and restoration executives and safety and health professionals at the meeting.
      • On September 24, 2008, Lee Anne Jillings, Ron Pilla and Rob Matuga presented an Alliance-developed technical session entitled "Safety and Health Resources - Tools for the Construction Industry" to 30 safety and health professionals at the National Safety Council 2008 Congress and Exposition in Anaheim, California.
      • SWR Institute joined with more than 50 other Alliance Program participants to support 2008 NAOSH Week.
      • Ron Pilla joined representatives from other construction-related Alliances and participated in joint meetings of the Fall Protection and Design for Safety Workgroups in Washington, DC on April 22, 2008 and September 18, 2008.

  4. Upcoming Milestones

    The OSHA and SWR Institute Alliance implementation team has discussed a number of activities that will be undertaken in the upcoming year. OSHA and SWR Institute plan to renew the Alliance agreement for an additional two years on the same terms as the current Alliance. Through the Alliance, SWR Institute will finalize the Safety and Health Field Manual. The manual will address over twenty topics including aerial & scissor lifts, fall protection, ladders, and respiratory protection.

    In addition, members of the SWR Institute will continue to serve on OSHA's Sealant Waterproofing and Restoration Industry, and Respiratory Protection Safety and Health Topics pages editorial boards and will review and provide comments on the pages. SWR Institute members will also attend meetings of the Alliance Program Construction Roundtable, Design for Safety Workgroup and Fall Protection Workgroup meetings when scheduled.

    Finally, SWR Institute will support 2009 NAOSH Week and invite OSHA representatives to speak at the SWR Institute Fall 2009 Technical Meeting in October 2009 in Baltimore, Maryland.

      Articles on the OSHA and AOHP Alliance have appeared in a number of printed and online publications, including: OSHA and AOHP news releases, OSHA's QuickTakes, the AOHP Journal, and Scienceblog.com.       OSHA's Safety and Health Topics pages and eTools

      Representatives from the OSHA-AOHP Alliance serve on the editorial boards for OSHA's Safety and Health Topics pages and eTools, including: Bloodborne Pathogens, Health Care Facilities and OSHA's Hospital eTool.

      • Encourage AOHP chapters and AOHP worksites to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including patient handling hazards, bloodborne pathogen hazards and bioterrorism.

      The Colorado AOHP Chapter has agreed to provide speakers for OSHA's Region VI Consultants Seminar.

      • Cross-train OSHA personnel and industry safety and health professionals in AOHP's best practices or effective approaches, as jointly determined by OSHA and AOHP.

      AOHP is in the process adding speaker notes to PowerPoint® presentations on Patient Handling in the Acute Care Setting and Bloodborne Pathogens to share with OSHA's Compliance Assistance Specialist. Once the notes have been added OSHA will post the presentations on its Limited Access Page.

      • Promote and encourage AOHP members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and SHARP.

      AOHP agreed to disseminate information on OSHA's Cooperative Programs at their local Chapter meetings.

      • Work with other Alliance participants on specific issues and projects related to the healthcare setting that are addressed and developed through the Alliance Program.

      The OSHA and AOHP Alliance implementation team has not started work on programs or projects to address this goal.

      • Speak, exhibit, or appear at conferences such as AOHP's national and chapter events.

      Ms. Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA gave the keynote address to over 400 attendees on OSHA's Cooperative Programs. In addition, representatives from the OSHA-AOHP Alliance staffed an exhibit booth.

      Promoting the National Dialog Goals

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      The OSHA and AOHP Alliance implementation team has not started work on programs or projects to address this goal.

      • Convene or participate in forums, round table discussions, or stakeholder meetings on healthcare workplace safety and health issues to provide input and help forge innovative solutions in the workplace.

      AOHP has agreed to participate on an ergonomic roundtable which OSHA is planning for the summer or fall of 2005.

    2. Executive summary

      Through the Alliance Program, OSHA and AOHP are working together to address important safety and health issues including, patient handling, bioterrorism, and bloodborne diseases in healthcare. During the past year, the organizations have established effective lines of communication and a successful working relationship.

      Through the Alliance, OSHA and AOHP increased awareness of the programs and resources that are offered by both organizations. AOHP has demonstrated their committed to the Alliance Program by supplying information and resources as requested by the Agency including, providing expertise on OSHA's Safety and Health Topics pages and eTools and document review. In addition, AOHP agreed to share the following PowerPoint® presentation with OSHA, Patient Handling in the Acute Care Facility and Bloodborne Pathogens with OSHA, once the speaker notes have been added. OSHA agreed to post the presentations on its Limited Access Page.

      The speaking and exhibiting opportunities are invaluable to the success of the OSHA-AOHP Alliance, as was proven in 2004. Paula White's presentation during the 24th AOHP Annual National Conference in October, 2004 provided an excellent vehicle for speaking directly to occupational health professionals regarding the Agency's outreach efforts and members of the OSHA-AOHP Alliance provided information products and resources from the Alliance exhibit booth. In addition, AOHP has agreed to provide speakers for OSHA's Region VI Compliance Seminar, March 28 – April 1, 2005 in Dallas, Texas.

  4. Upcoming Milestones

    During the upcoming year the OSHA-AOHP Alliance is planning a number of activities to continue promoting healthy and safe workplaces, particularly in the areas bioterrorism, bloodborne diseases and patient handling hazards.

    The OSHA-AOHP Alliance will continue its focus on patient handling hazards in the workplace by updating information on the OSHA-AOHP Alliance Web page and on the AOHP Web site as new information becomes available. AOHP is discussing developing an AOHP-OSHA Alliance Web page on the AOHP Web site, similar to the OSHA-AOHP Web page. Additionally, representatives from AOHP have agreed to continue serving as editorial board members for OSHA's Safety and Health Topics pages, Health Care Facilities and Bloodborne Pathogens and OSHA's Hospital eTool. AOHP members have also agreed to continue reviewing and providing expert input on OSHA safety and health documents, as requested.

    The OSHA – AOHP implementation team is developing plans to promote the Alliance through a number of speaking and exhibiting opportunities including, the AOHP 2005 Annual Conference, October 12-15, 2005 in San Antonio, Texas.

    The OSHA and AOHP Alliance implementation team members will look for opportunities to work with other Alliance Program participants on projects related to a number of occupational safety and health issues, including an Alliance ergonomic roundtable which is expected to be held in the summer or fall of 2005.

On August 12, 2003, OSHA and the American Textile Manufacturers Institute (ATMI) formed an Alliance promoting safe and healthy working conditions for the textile industry's employees. Through the Alliance, OSHA and ATMI agreed to provide information and guidance to reduce and prevent exposure to cotton dust, noise, and the unintended release of mechanical, electrical, or other energy hazards and by reaching out to members who may benefit from mentoring or guidance in developing, implementing, or improving safety and health management systems.

At the time of the Alliance signing, ATMI was the national trade association for the textile mill products industry. Its members manufactured yarns, fabrics, home furnishings and other textile products and the industry employed approximately 425,000 workers. The association's Safety and Health Committee, which served as members of the Alliance's implementation team, addressed a number of workplace safety and health issues including cotton dust, personal protective equipment and ergonomics.

After OSHA and ATMI began working together to implement the goals of the Alliance, the textile industry experienced a sharp economic downturn which resulted in many textile firms closing their facilities or severely cutting back their production. This decline had a very serious impact on ATMI's membership and resources; resulting in the association's dissolution on March 31, 2004.

However, the groups' initial work together to meet the Alliance goals resulted in some successes:

  • On February 25, 2003, Lee Anne Jillings, Director, Office of Outreach Services and Alliances, USDOL-OSHA, presented an overview of OSHA's cooperative programs to textile industry safety and health professionals. During her presentation, she also discussed the OSHA and ATMI Alliance goals and activities. Ms. Jillings spoke during the Early Bird Session at the 2003 ATMI-North Carolina Manufacturers Association Environmental, Safety and Health Conference on February 24-25, 2003: at the Sheraton Greensboro at Four Seasons in Greensboro, North Carolina.
     
  • OSHA staff had an exhibit booth at the 2003 ATMI-North Carolina Manufacturers Association Environmental, Safety and Health Conference and distributed over 100 copies of a CD developed specifically for the textile industry by OSHA's Salt Lake Technical Center.
     
  • Through the Alliance, members of ATMI provided review and comment on OSHA's Cotton Dust Safety and Health Topics page. The page provides links to resources that provide safety and health information relevant to cotton dust. Members of ATMI also participated on the page's editorial board.
