GCCA - Alliance Renewal Agreement - July 31, 2019

GCCA - Alliance Renewal Agreement - July 31, 2019

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
GLOBAL COLD CHAIN ALLIANCE

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the Global Cold Chain Alliance (GCCA) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and GCCA hereby renew the Alliance signed July 30, 2010 and renewed July 28, 2014 with a continued emphasis on ammonia refrigeration system safety. Specifically, both organizations are committed to providing OSHA personnel, GCCA members, and the public with information, guidance, and access to training resources that will help them protect the health and safety of workers, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will work to reduce and prevent exposure to hazards related to chemical releases from ammonia refrigeration systems, and improve the Process Safety Management (PSM) programs for these systems.

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, OSHA and GCCA will use relevant injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and GCCA recognize that OSHA’s State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort to ensure that employers provide safe and healthful workplaces, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA’s Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA’s National Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Develop information on the recognition and prevention of workplace hazards related to ammonia refrigeration and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the GCCA websites) to employer and workers in the industry.
  • Develop information on emergency preparedness and response, and communicate such information (e.g., via print and electronic media, electronic assistance tools, and OSHA and the GCCA websites) to employers and workers in the industry
  • Speak, exhibit, or appear at OSHA and GCCA conferences, meetings, or other events.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on ammonia safety to help forge innovative solutions in the workplace or to provide input on safety and health issues. Examples include the Global Cold Chain Expo and the Cold Chain Policy Forum.
  • Share information among OSHA personnel and industry safety and health professionals regarding ammonia system safety good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop and deliver effective training and education programs for OSHA personnel regarding ammonia refrigeration and applicable industry consensus standards.

OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to discuss the responsibilities of the participants, share information on activities, and track results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs, Directorate of Enforcement Programs, and any other appropriate office. OSHA will encourage State Plans’ and OSHA On-Site Consultation programs’ participation on the team.

This agreement will remain in effect for five years. Either signatory may terminate it for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the written concurrence of both signatories.

Signed this 31st day of July, 2019.

CMAA - Alliance Renewal Agreement - July 28, 2004

CMAA - Alliance Renewal Agreement - July 28, 2004

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND THE
CONSTRUCTION MANAGEMENT ASSOCIATION OF AMERICA

The Occupational Safety and Health Administration (OSHA) and the Construction Management Association of America (CMAA) hereby renew the Alliance signed on October 3, 2002. OSHA and CMAA continue to recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. Both groups are committed to sharing their collective expertise to help advance a culture of prevention while sharing best practices and technical knowledge. In renewing this Alliance, OSHA and CMAA recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

NATA-ASC - Alliance Close-out Report - February 1, 2006

OSHA and the National Air Transportation Association - Airline Services Council (NATA-ASC)
Close-Out Report
as of February 1, 2006

On February 9, 2005, OSHA and the National Air Transportation Association - Airline Services Council (NATA-ASC) formed an Alliance to provide NATA-ASC members and others with information, guidance and access to training resources to protect employees' health and safety. The Alliance focused on reducing and preventing exposure to inclement/severe weather hazards (e.g. electrical storms, extreme cold, extreme heat/humidity, tornados and hurricanes) on the Airport Operating Area (AOA) ramp areas, cargo and mail ramp areas, and ramp areas associated with aircraft maintenance operations.

However, after the Alliance was signed, NATA-ASC focused its efforts and resources on launching the ASC, increasing membership in the Council and developing programs and projects for the NATA's Safety 1st Toolkit. As a result, the goals of the Alliance were not addressed and the Alliance will be concluded as of February 9, 2006.

By entering into an Alliance with a party, OSHA and NIOSH are not endorsing or promoting, nor do they intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Directorate of Cooperative and State Programs, the Directorate of Construction, and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.Signed this 19th day of April, 2012.

BCSP-CCHEST - Close-Out Report - September 26, 2007

BCSP-CCHEST - Close-Out Report - September 26, 2007

OSHA and the Board of Certified Safety Professionals (BCSP) and the
Council on Certification of Health, Environmental and Safety Technologists (CCHEST)

On September 26, 2003, OSHA and BCSP formed an Alliance to focus on providing information and guidance and access to training resources regarding the value of safety and health professionalism and accredited certifications. In addition, the organizations used their collective expertise to help enhance safety professionals' education and professional expertise and promote the value of increasing safety competency in the workplace. An addendum was signed on September 13, 2004 that added the Council on Certification of Health, Environmental and Safety Technologists (CCHEST) to the agreement and the Alliance was renewed on July 12, 2006.

OSHA and BCSP/CCHEST are working together to sign a new Alliance agreement with additional signatories including American Board of Industrial Hygiene (ABIH). As a result, OSHA and BCSP/CCHEST agreed to conclude the Alliance signed September 26, 2003 as of September 26, 2007.

During the implementation of the OSHA and BCSP/CCHEST Alliance, the following successes resulted from the organizations' work together to meet the agreements' goals:

  • Through the OSHA and BCSP/CCHEST Alliance, BCSP developed the Certified Safety Professional and the Value of Certification Fact Sheet. The fact sheet discusses the value of professional certification, including the benefits to employers, salaries, professionalism, and accreditation.

  • The OSHA and BCSP/CCHEST Alliance also developed a brochure, "Career Paths in Safety," that includes information on education, experience needed and the types of professional certification. OSHA, BCSP, and CCHEST representatives are distributing the brochure during presentations at safety and health-related events including, the National Safety Congress and Expo, Construction Safety Conference, and Associated General Contractors Conference.<

  • On May 17, 2006, Dr. Roger Brauer, Executive Director, BCSP gave a presentation on the value of certification and provided information on the OSHA and BCSP/CCHEST Alliance to over 100 international attendees at the Safety in Action Conference in Melbourne, Australia.

  • Stew Burkhammer, Director, Office of Construction Services, Directorate of Construction, USDOL-OSHA gave several presentations during the term of the Alliance that included information on the OSHA and BCSP/CCHEST Alliance and distributed the Alliance-developed fact sheet, Certified Safety Professional and the Value of Certification and the brochure, Career Paths in Safety, at the following conferences and events:
    • Construction Safety Conference
    • Dival/Region II Safety Summit
    • National Asphalt Pavement Association Annual Meeting
    • IBEW Training and Education Conference
    • Associated General Contractors Conference
    • The Washington Group Safety Summit
  • BCSP created a BCSP and OSHA Alliance Web page on the organization's Web site that includes the goals of the Alliance, links to the Alliance agreement, news releases, OSHA, BCSP/CCHEST Alliance Web page, and a slide presentation, "Certified Safety Professional," that can be used by OSHA representatives and others when giving speeches on the value of certification.

  • BCSP and CCHEST helped to support and promote the 2006 and 2007 North American Occupational Safety and Health (NAOSH) Week. NAOSH Week is sponsored by the American Society of Safety Engineers, another Alliance Program participant, and the Canadian Society of Safety Engineering. Linda Tapp, Director, BCSP represented the organizations at the 2006 NAOSH Week's kick-off event, May 1, 2006 at the Department of Labor in Washington, DC.

  4. Upcoming Milestones

During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE PDC, Safety 2011, June 12-15, in Chicago, Illinois, a number of senior level OSHA staff from OSHA's National and Regional Offices and Alliance Program participants are planning to speak during workshop sessions:

    • A representative from the Office of the OSHA Assistant Secretary will be invited to present during an occupational safety and health panel plenary discussion.
    • Representatives from DEP, DSG, and DCSP will present "OSHA Current Activities Update."
    • A representative from DOC will present "OSHA Construction Update."
    • Representatives from the Regional Area Office and ASSE Safety and Health Professionals will present "Meet the Inspectors."

OSHA representatives will staff an exhibit booth during the conference and distribute copies of the Agency's compliance assistance and cooperative program materials, including QuickCards. During the conference, representatives from OSHA will also deliver an update on the Agency's Hispanic outreach activities at the ASSE SPALW Annual Workgroup meeting. SPALW is continuing to work with OSHA to translate Alliance Program developed products (developed in cooperation with ASSE) into Spanish, including safety alerts focusing on safety and health issues in shipyard employment and to vet other Alliance Program participant Spanish-translated products.

Further, ASSE representatives will continue to participate in the OSHA Alliance Program Construction Roundtable meetings to develop compliance assistance and training materials for workers and employers in the construction industry. John Mroszczyk, ASSE, is developing three Design Workplace Solutions focusing on ladders, floor openings, and beam columns.

ASSE representatives will also continue to serve on the editorial boards of the Agency's Making the Business Case for Safety and Health and the Motor Vehicle Safety, Safety and Health Topics pages.

The OSHA and ASSE Alliance is working with other Alliance Program participants to promote and support 2011 NAOSH Week, May 1-7. The theme for the Week is "Celebrating a Century of Safety." ASSE will host a number of events to commemorate the Week, including recognizing the winners of the ASSE Kids' "Safety on the Job" poster contest. ASSE will also continue to support OSHA's Distracted Driving Initiative with special emphasis during NAOSH Week.

ASSE will continue to work with the Shipbuilding and AIHA Alliances to develop safety alerts focusing on maritime-related safety and health issues.

Finally, through the Alliance, OSHA will host the ASSE National Capitol Chapter and AIHA Potomac Section Joint Chapter meeting at DOL on March 25, 2011 in Washington, D.C. Senior level staff from DCSP, DSTM, DSG, DEP, and the Office of the Assistant Secretary will be invited to deliver presentations focusing on the Agency's compliance assistance, cooperative program, and enforcement-related activities. Dave Heidorn and David Hicks, AIHA, will deliver updates on the ASSE and AIHA national Alliances.
