Overview

Through the Alliance, OSHA and CMAA are working together to promote safe and healthful working conditions for membership club employees especially in the areas of Hazard Communication (HAZCOM), recordkeeping and respiratory protection. OSHA and CMAA are developing and making available training courses, education programs and "tool box talks" in English and Spanish and electronic assistance tools for youth workers. In addition, the groups are participating in forums, roundtable discussions and conferences on youth worker outreach in the membership club industry.

   Training and Education Goal
    
   • Develop and make available training courses, education programs, and "tool box talks" in English and Spanish on HAZCOM, recordkeeping and respiratory protection.
     
     The OSHA and CMAA Alliance Implementation Team has not started work on programs or projects to address this goal.

   Outreach and Communication Goals

   • Develop electronic assistance tools for youth workers and other membership club employees on HAZCOM and respiratory protection and disseminate through print and electronic media and links from OSHA's and CMAA's Web sites.

   Forklift Safety Packet

   The CMAA distributed a packet of information to its members on powered industrial truck safety prepared by OSHA, the National Institute for Occupational Safety and Health (NIOSH), and the Department of Labor's Wage and Hour Division. The information packet, designed to increase awareness of the hazards of powered industrial truck use by young workers, includes: OSHA's Safety and Health Information Bulletin on "Protecting Young Workers: Prohibition Against Young Workers Operating Forklifts"; NIOSH's "Forklift Alert"; the Wage and Hour Division's "Forklift Stop Sticker" (to be affixed to forklifts as a warning to young workers); and a DOL Compliance Assistance Fact Sheet.

   OSHA Motor Vehicle Safety and Health Topics Page

   The following member of the OSHA and CMAA implementation team, reviews and shares comments with OSHA's SLTC regarding the content of OSHA's Safety and Health Topics page; Motor Vehicle Safety:

   CMAA Leadership/Legislative Conference, September 15, 2003, Arlington, VA

   On September 15, 2003, at the CMAA Leadership/Legislative Conference in Arlington, Virginia, Gary Visscher, Deputy Assistant Secretary, USDOL-OSHA, updated CMAA members on OSHA's activities and the signing of the OSHA/CMAA national Alliance.

   2004 OSHA Compliance Assistance Training Sessions, June 14-18, 2004, Falls Church, Vienna, VA

   CMAA was an exhibitor at the 2004 OSHA Compliance Assistance Training Sessions, held June 14-18 in Falls Church, Virginia.

   Products

   OSHA and CMAA Website

   OSHA developed an OSHA and CMAA Alliance Website on the Agency's Webpage that includes the OSHA and CMAA Alliance agreement, news releases, and milestones and successes. This Website is kept up-to-date on a regular basis.

   CMAA's Website has a safety and health section that includes links to a number of OSHA's electronic assistance tools and compliance assistance resources.

   Publications and Newsletters

   Information and news releases on the OSHA and CMAA Alliance signing and the activities of the Alliance have appeared in a number of publications produced by OSHA and CMAA. In addition, information on the OSHA and CMAA Alliance has been published in a number of safety and health publications. Please see the chart in this report under "Alliance Program Reach" for additional information.

   • Share information with and contribute to CMAA's publications including Outlook and Chapter Digest newsletters regarding safety and health issues, including HAZCOM, recordkeeping and respiratory protection.
     
     The OSHA and CMAA Alliance Implementation Team has not started work on programs or projects to address this goal.
      
   • Promote and encourage CMAA's members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and SHARP.

   Products

   CMAA Publications

   CMAA included an information box in the June 2004 edition of its Chapter Digest, The Official Publication for CMAA Chapter Leaders entitled "Looking for a Free Chapter Education Program?." The box contains information on the availability of OSHA's Compliance Assistance Specialists (CAS) to make presentations to CMAA's chapters on safety and health issues. The association also published information on OSHA's CAS in the December 2003 edition of its Legislative Report entitled "Participate in the CMAA/OSHA Alliance: Bring in a Recommended OSHA Speaker."

   • Work with other Alliance participants on specific issues and projects on HAZCOM, recordkeeping and respiratory protection that are addressed and developed through the Alliance Program.
     
     The OSHA and CMAA Alliance Implementation Team has not started work on programs or projects to address this goal.
      
   • Encourage CMAA's chapters, student chapters, and colonies at colleges and universities to build relationships with OSHA's Regional and Area Offices to address health and safety issues and to increase Spanish-speaking employee's access to and understanding of safety and health information and available training resources, including HAZCOM and respiratory protection.

   CMAA Chapter List

   Through the OSHA and CMAA Implementation Team, CMAA shared its Chapter List with OSHA. The list is posted on the OSHA and CMAA Website on OSHA's Limited Access Page. OSHA's staff, including Regional and Area Offices and Compliance Assistance Specialists, can contact the CMAA members if they have any questions or need additional expertise to address club-related safety and health issues and concerns.

   Promoting the National Dialogue on Workplace Safety and Health Goal

   • Participate in forums, roundtable discussions and conferences on youth worker outreach and HAZCOM, recordkeeping and respiratory protection issues, to help forge innovative solutions to raising safety awareness in the membership club industry.
     
     The OSHA and CMAA Alliance Implementation Team has not started work on programs or projects to address this goal.
2. Executive Summary

   The OSHA and CMAA Alliance has led to a greater awareness by both organizations of the safety and health issues and hazards that impact the employees, including young workers, at country, city, athletic, faculty, yacht, town and military membership clubs. Through speeches, OSHA has been able to inform and educate CMAA's members about the Agency and its Strategic Management Plan. In addition, the CMAA has updated its Website with links to OSHA's electronic assistance tools and compliance assistance recourses and informed its membership about OSHA's resources through articles its publications. The articles that have appeared in the association's Legislative Report include "New OSHA Forms for Recording Work-Related Injuries and Illnesses Now Available," "OSHA Provides Useful Tips for Employees Working in Cold Weather," and "OSHA Announces Two New Online Compliance Assistance Tools."

   The goals of the Alliance have encouraged the CMAA to inform its membership about OSHA's cooperative programs, including the availability of OSHA's free on-site Consultation Program to evaluate the safety and health of workplaces. CMAA has also informed its membership about the availability of OSHA's Compliance Assistance Specialists to share compliance assistance information and resources with membership clubs.

   The association is also providing its small business perspective and is providing comments to OSHA on its compliance assistance tools, including the Motor Vehicles Safety and Health Topics page and Emergency Exit Routes Quick Card.

3. Alliance Program Reach

IV. Upcoming Milestones

During the Alliance's next year, OSHA and CMAA will participate in and are planning a number of activities to continue promoting safety and health for membership club employees certification and professionalism, including:

• On October 18, 2004, Paula White, Director, Directorate of Cooperative and State Programs will update CMAA's members on compliance program initiatives during the association's Leadership/Legislative Conference in Arlington, Virginia.
   
• OSHA will exhibit in CMAA's Membership Pavilion during the association's 78th Annual World Conference on Club Management and 28th Annual Exposition, February 27 - March 3, 2005, in New Orleans, Louisiana.
   
• CMAA is planning to take part in the Alliance Program's Hazard Communication Roundtable on February 15, 2005. The purpose of the roundtable is to give Alliance Program participants an opportunity to learn about the status of OSHA's Hazard Communication Initiative; share information about their own Alliances, including any activities related to hazard communication; and learn about what other Alliances are doing to address hazard communication issues.
   
• OSHA is writing a story on its free on-site Consultation Program for a CMAA publication.

In addition, the implementation team is committed to continuing to provide expertise and input on appropriate OSHA publications and electronic assistance tools, and reviewing the Safety and Health Topics pages as needed.
