    Overview

    The OSHA and Crane Manufacturers Association of America (CMAA), Hoist Manufacturers Institute (HMI), and Monorail Manufacturers Association (MMA), Alliance (known as the OSHA and Crane, Hoist, and Monorail Alliance) is providing crane, hoist and monorail systems owners and operators in general industry and construction with information, guidance, and access to training resources that will help them protect employees' health and safety, including Spanish-speaking, and other high-risk or vulnerable "hard-to-reach" employees, particularly in reducing and preventing exposure to safety and health issues such as electrical hazards, falls from elevations or being struck by moving equipment.

      Through the OSHA and CHM Alliance, CMAA, HMI, and MMA developed a fact sheet, which was posted to the MHIA Web site during the reporting period, and linked to from the OSHA and Crane, Hoist, and Monorail Alliance Web page on the Agency's Web site:

      OSHA updates the OSHA and CHM Alliance Web page on the Agency's Web site. The page includes information about the Alliance, including agreements, news releases, and activities and events. The page also includes links to Alliance-developed products such as safety tips sheets and fact sheets, which are posted to the MHIA Web site.

      The Alliance-developed products, such as fact sheets and safety tips sheets, are posted to the page and linked to from the OSHA and CHM Alliance Web page on the Agency's Web site.

      ProMat , March 21-24, 2011, Chicago, Illinois

      On March 21-24, 2011, Bill Coulehan, Compliance Assistance Specialist, Region V, Calumet City, Illinois Area Office, USDOL-OSHA, staffed an Alliance Program exhibit booth at ProMat 2011 in Cleveland, Ohio.

      MHIA 2011 Annual Membership Meeting, September 25-28, 2011, Cambridge, Maryland

      On September 26, 2011, Hal Vandiver, Executive Vice President, MHIA, delivered an update on the OSHA and CHM Alliance to 35 people at the MHIA 2011 Annual Membership Meeting in Cambridge, Maryland.

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the CMAA, HMI, and MMA Web sites) to employers and employees in the industry.

        • Speak, exhibit, or appear at OSHA's or CMAA, HMI, and MMA conferences, local meetings, or other events such as the NA2008 (North American Material Handling & Logistics Show and Conference), ProMat 2009 and the Material Handling Industry of America (MHIA) Annual Membership Meetings.

        The OSHA and CHM Alliance Implementation Team has not started work on programs or projects to address this goal.

        • Promote and encourage CMAA, HMI, and MMA members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.
        • Work with other Alliance Program participants on specific issues and projects on the safe use of crane hoist and monorail equipment that are addressed and developed through the Alliance Program.

      The OSHA and CHM Alliance Implementation Team has identified potential MHIA member case studies and success stories but has not completed projects to address this goal.

      2011 NAOSH Week, May 1-7, 2011, Washington, DC

      On May 1-7, 2011, the CHM Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focused on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety."

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
      • Convene or participate in forums, round table discussions, or stakeholder meetings on safety issues related to the use of crane, hoist and monorail equipment to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    2. Executive Summary

      During the sixth year of the OSHA and CHM Alliance, CMAA, HMI, and MMA continued to advance a culture of prevention in the material handling industry while sharing technical knowledge, especially in the areas of electrical hazards, falls from elevations, or being struck by moving equipment. To meet the goals of the Alliance, OSHA and CMAA, MMA, and HMI continued a number of Alliance-related projects such as developing products, making presentations, and exhibiting at conferences.

      For example, the Alliance developed "Fact Sheet No. 3: Proper Inspection of Wire Rope Used on Hoists and posted it to the MHIA Web site, and linked to it from the OSHA and Crane, Hoist, and Monorail Alliance Web page on the Agency's Web site:

      Additionally, OSHA staff maintained an Alliance Program exhibit booth at ProMat, March 21-24, 2011, in Chicago, Illinois.

      MHIA also supported and promoted 2011 NAOSH Week, "Celebrating a Century of Safety," by adding information about the Week on its Web site and in publications.

      In addition, Hal Vandiver delivered an update on the OSHA and Crane, Hoist, and Monorail Alliance at a number of meetings, including the MHIA Annual Membership Meeting on September 26, 2011, in Cambridge, Maryland.

  4. Upcoming Milestones

    In the upcoming year, the OSHA and CHM Alliance's positive relationship will continue to grow and the Implementation Team will undertake a number of projects and activities to meet the goals of the cooperative agreement. For example, representatives from OSHA Region IV will staff an Alliance Program exhibit booth at MODEX, February 6-9, 2012, in Atlanta, Georgia. OSHA will distribute copies of the OSHA- and Alliance-developed compliance assistance and cooperative program materials, and answer questions.

    The OSHA and CHM Alliance is also working to develop more products focusing on material handling and crane and hoist operations, including safety tips sheets focusing on competent vs. qualified persons, radio cab control, and optional safety features on cranes.

    At the same time, CHM is working to make existing Alliance developed products available in Spanish through the Alliance. The Alliance is also working to develop case studies and success stories focusing on topics addressed through the OSHA and CHM Alliance.

    MHIA will deliver an update on the OSHA and CHM Alliance at the 2012 MHIA Annual Membership meeting in San Antonio, Texas. In addition, the CHM Alliance will also support 2012 NAOSH Week.

    Lastly, OSHA will work with MHIA to renew the OSHA and the CHM Alliance in the spring of 2012.
