    Overview

    OSHA's Alliance with the ACPA focuses on providing ACPA members and others in the industry with information, especially in reducing and preventing exposure to confined space hazards by developing, implementing, or improving confined space programs. OSHA and ACPA are working together to develop and disseminate outreach materials, identify topics that can be addressed in eTools and other electronic assistance products, cross train OSHA and ACPA personnel in confined space hazards specific to the concrete pipe industry, explore opportunities to establish forums for discussion, and encourage ACPA members to participate in OSHA's cooperative programs.

      Outreach and Communication

      • Develop and disseminate information through print and electronic media that serve the concrete pipe industry, including, as applicable, links to selected pages on OSHA's and ACPA's web sites.

        OSHA and ACPA Webpage

        The OSHA and ACPA Webpage contains links to the Confined Space Safety and Health Topics page and the Confined Space Advisor. For more information on the number of hits to the OSHA and ACPA Web page, please see the Alliance Program Reach table on page 5.

        Print and Electronic Media

        An article on the OSHA and ACPA Alliance appeared in Alliance Quarterly Review and BNA Occupational Health and Safety Reporter. For more information on the articles, please see the Alliance Program Reach table on page 4.

      • ACPA will assist OSHA in identifying safety and health issues specific to the concrete pipe industry that can be addressed in eTools and other electronic assistance products for the OSHA Web site.

        OSHA and the ACPA are working together to develop a Safety and Health Topics page for Concrete and Concrete Products Safety for the OSHA website. ACPA members of the Concrete and Concrete Products Safety and Health Topics page Editorial Board include:

        OSHA Publications

        Through the Alliance Program, ACPA reviewed and provided comments on the draft version of an OSHA Pocket Guide series publication titled, Worker Safety Series: Concrete Manufacturing.

      • Speak, exhibit, or appear at conferences such as the annual ACPA conference, local meetings, or other events that serve the concrete pipe industry to promote the effectiveness of confined space programs in preventing injury or workplace illness.

        Manufacturers Concrete Products Expo (MCPX) 2004, February 6-8, 2004, Atlanta, GA

        February 5, 2004 - Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, gave a presentation at the National Precast Concrete Association Safety Committee meeting on the OSHA Alliance Program and the status of the OSHA and ACPA Alliance.

        February 6, 2004 - Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, gave a presentation at the ACPA Safety Task Force meeting on the status of the OSHA and ACPA Alliance.

      • Cross train OSHA personnel and ACPA safety and health professionals in confined space entry hazards specific to the concrete pipe industry and best practices, as jointly determined by OSHA and ACPA.

        Tour of Rinker Materials’ Hydro Conduit Concrete Pipe Plant, January 12, 2004, Frederick, MD

        January 12, 2004 - Officials from the State of Maryland and OSHA toured the Rinker Materials' Hydro Conduit Concrete Pipe Plant in Frederick, Maryland. The OSHA personnel who toured the facility included: Salt Lake Technical Center representatives along with Paula White, Director, Directorate of Cooperative and State Programs; Lee Anne Jillings, Director, Office of Outreach Services and Alliances; and Jess McCluer, Program Analyst, Office of Outreach Services and Alliances. They were joined by Commissioner Keith Goddard and Assistant Commissioner Cheryl Kammerman of the State of Maryland's Division of Labor and Industry. During the tour, the group observed a pipe pit, which is a permit-required confined space area located beneath pipe-forming machinery. Rinker discussed the pipe pit as a good example of how a confined space program can be developed and implemented for a specific industry hazard.

      • Explore opportunities to establish forums at ACPA conferences and regional or state chapter meetings to discuss injuries and illnesses relating to confined space issues that frequently occur in ACPA member's plants in order to help forge innovative solutions to these problems in the workplace.

      • Promote to ACPA members the potential benefits of their participation in OSHA's cooperative programs such as Compliance Assistance, the Voluntary Protection Program, Consultation, and SHARP.

    2. Executive Summary

      The OSHA and ACPA Alliance has helped OSHA staff increase their understanding of confined space issues within the concrete manufacturing industry. This has been accomplished by ACPA arranging for a tour of the Rinker Materials' Hydro Conduit Concrete Pipe Plant in Frederick, Maryland for Officials from the State of Maryland and OSHA's National Office. During the tour, the group observed a pipe pit, which is a permit-required confined space area located beneath pipe-forming machinery. An article about the tour was posted in the March 2004 edition of Alliance Quarterly Review.

      During 2004, the Alliance Program was promoted at the Manufacturers Concrete Products Expo (MCPX) 2004, February 6-8, 2004 in Atlanta, GA. On February 5, Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, gave a presentation during the National Precast Concrete Association, ACPA's sister organization, Safety Committee meeting on the OSHA Alliance Program and the status of the OSHA and ACPA Alliance. On February 6, Mr. McCluer gave a presentation at ACPA's Safety Task Force meeting on the status of the OSHA and ACPA Alliance.

      Through the Alliance Program, ACPA has provided its expertise and reviewed and commented on OSHA's draft Pocket Guide titled, Worker Safety Series: Concrete Manufacturing.

      Finally, ACPA representatives are working with OSHA to develop the Concrete and Concrete Products Safety and Health Topics page. This page will help concrete manufacturing workers improve their awareness of common safety and health issues, such as confined spaces, that exist in today's concrete manufacturing industry. The page is expected to be completed and posted by Spring 2005.

  4. Upcoming Milestones

    The OSHA and ACPA Alliance Implementation Team has discussed a number of activities that will be undertaken in the upcoming year. This includes the development and posting of the Concrete and Concrete Products Safety and Health Topics page and the distribution of the OSHA Pocket Guide, Worker Safety Series: Concrete Manufacturing. The association has asked for copies of the OSHA Pocket Guide, Worker Safety Series: Concrete Manufacturing, when it is completed and published, so it can be distributed during the MCPX 2005 and 2005 Spring Production Short Course.

    The Concrete and Concrete Products Safety and Health Topics page will help concrete manufacturing workers improve their awareness of common safety and health issues, such as confined spaces, that exist in today's concrete manufacturing industry. The page is expected to be completed and posted by Spring 2005.

    ACPA has invited the Alliance Program to exhibit and OSHA representatives to speak at the 2005 Manufacturers Concrete Products Expo (MCPX), February 11-13, 2005 at the Indianapolis Convention Center in Indianapolis, Indiana. In conjunction with the MCPX, ACPA will hold their 2005 Spring Production Short Course February 12-14. At the 3-day training course, industry experts will discuss concrete pipe production including leadership, management, production and quality. ACPA would like for an OSHA representative to make a presentation on the OSHA Consultation Program and the Safety and Health Achievement Recognition Program during the 2005 Short Course.
