AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE WISCONSIN AREA OSHA OFFICES OF
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
WISCONSIN AGRI-BUSINESS ASSOCIATION

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Appleton, Eau Claire, Madison and Milwaukee Area offices and the Wisconsin Agri Business Association (WABA) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and WABA hereby renew the Alliance signed May 20, 2020, with a continued emphasis on Grain Handling Safety. Specifically, both organization(s) are committed to providing WABA members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address exposure to hazards associated with engulfment, falls, auger entanglement, struck by, combustible dust and electrocutions.

This agreement provides a framework and objectives for the Alliance’s activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and WABA recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the WABA websites) to employers and workers in the industry.
  • Speak, exhibit, or appear at OSHA and WABA conferences, local meetings, or other related events.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on recognizing common hazards associated with the grain and feed industry and ways to minimize exposure, help implement innovative solutions in the workplace and to provide input on site-specific safety and health issues. These hazards may include machine guarding, lock-out, powered industrial vehicle operation, grain bin entry and rescue procedures, housekeeping programs, combustible dust, fall protection, personal protective equipment, hazard communication, confined space entry programs and procedures, electrical safety-related work practices and other safety and health programs.
  • Share information among OSHA personnel and industry safety and health professionals regarding WABA’s good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Encourage worker participation in a site-specific workplace safety and health program.
  • Collaborate with other Alliance participants to share outreach goals, projects and educational materials, which will provide an effective and consistent industry wide approach to safety and health as well as further enhance each Alliance participant's effectiveness.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop and deliver effective training and education programs for the grain and feed industry addressing OSHA's grain handling, combustible dust, walking working surfaces, fall protection, lockout, electrical safety-related work practices, confined space entry, hazard communication, personal protective equipment, respiratory protection, and other safety and health hazards as well as effective recognized industry controls associated with the industry.
  • Develop effective training and education programs for grain and feed industry employees at all levels to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Appleton, Eau Claire, Madison and Milwaukee Area Offices and any other OSHA Area Office representatives that may contribute to the success of the Alliance. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.

This agreement will remain in effect for five years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.

    April 11 – 15, 2022, construction jobsites across Georgia were encouraged to cease work and participate in a Safety Stand-down led by the AGC Georgia. Struck-by Alliance members promoted this Stand-Down through a variety of venues, as well as the organization’s contact list.

    GA Struck-By Stand-Down participants for 2021 included the following: 73 companies, 236 jobsites, and over 2,200 workers. During previous years the event had the following level of support:

    - 2013 – 21 Companies, 104 Worksites and 1,435 Workers
    - 2014 – 25 Companies, 500 Worksites and 17,000 Workers
    - 2015 – 25 Companies, 400 Worksites and 15,000 Workers
    - 2016 - 16 Companies, 837 Worksites and 6,496 Workers
    - 2017 - 60 companies, 430 worksites and 25,400 Workers
    - 2018 - 21 companies, 442 worksites and 19,824 Workers
    - 2019 - 25 companies, 1,426 jobsites, and 20,695 workers

      The Occupational Safety and Health Administration (OSHA) and the Suncoast Utility Contractors Association, Inc. (SUCA) agreed to establish an Alliance to reduce and prevent exposure to hazards during trenching and excavation procedures, confined space entry and other imminent dangers in the underground utility construction industry. The goal will be achieved by developing and sharing information, guidance, and training resources.
