      The Occupational Safety and Health Administration (OSHA), the Southeastern Line Constructors Chapter of the National Electrical Contractors Association (SLCC/NECA), the International Brotherhood of Electrical Workers (IBEW) 5th and tenth districts, and the Southeastern Line Constructors Apprenticeship and Training (SELCAT) work cooperatively to provide workers and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution equipment hazards.

  2. Implementation Team Members and Meetings:

    Representatives from OSHA, SLCC/NECA, IBEW, and SELCAT communicated regarding the Alliance during the following periods:

    • August 15, 2024
    • February 27, 2025

    Alliance meetings were conducted in-person and by telephone. The Alliance coordinators from each group maintained regular contact throughout the reporting period to monitor the Alliance's progress and results. Please note the OSHA Alliance members were not available for the February meeting.

NORTHERN MARIANAS TECHNICAL INSTITUTE

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Honolulu Area Office and Commonwealth of the Northern Mariana Islands Department of Labor OSHA Onsite Consultations and Northern Marianas Technical Institute continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and Commonwealth of the Northern Mariana Islands Department of Labor OSHA Onsite Consultations and Northern Marianas Technical Institute hereby renew the Alliance signed August 21, 2023 with a continued emphasis on education and training. Specifically, each organization is committed to providing Northern Mariana Technical Institute members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address a variety of safety and health topics based upon regional worker and industry needs.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and Commonwealth of the Northern Mariana Islands Department of Labor OSHA Onsite Consultations and Northern Marianas Technical Institute recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA initiatives, campaigns, and emphasis programs and opportunities to participate in OSHA activities and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the Northern Marianas Technical Institute websites) to employers and workers in the industry.
  • Speak, exhibit, or appear at OSHA and Northern Marianas Technical Institute conferences, local meetings, or other related events.
  • Encourage constituent participation in workplace safety and health by providing information on Northern Marianas Technical Institute programs and other safety and health resources available through OSHA and the State plans.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Collaborate with other Alliance participants on national and regional campaigns, safety stand-downs, and other events developed through the Alliance.
  • Share information among OSHA personnel, State Plans, and industry safety and health professionals regarding Northern Marianas Technical Institute support of OSHA's mission through training, workshops, seminars, and lectures (or any other applicable forum).
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Assess employer/employee training needs and trends in the San Francisco Region and communicate those needs and trends to OSHA Area offices, State Plans, and Northern Marianas Technical Institute.
  • Develop effective training and education programs for safety and health in construction, general industry, maritime, agriculture, and disaster sites. Promote safety and health management programs and OSHA initiatives through training and education programs.
  • Develop effective training and education programs to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • Deliver or arrange for the delivery of training in support of OSHA initiatives, campaigns, and emphasis programs at in-person or virtual events.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Honolulu Area Office and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate their organization's participation in the agreement for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of all signatories.

Las oficinas de áreas de Eau Claire y Madison de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado de México en Saint Paul, Minnesota ("el Consulado") en adelante denominados conjuntamente "los Participantes";

RECONOCIENDO el compromiso conjunto de proteger los derechos de las personas mexicanas que laboran en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Secretaría de Relaciones Exteriores de los Estados Unidos Mexicanos y la Administración de Seguridad y Salud Ocupacional del Departamento de Trabajo de los Estados Unidos de América relativa a las Protecciones de Seguridad y Salud en el Lugar de Trabajo Aplicables a las Personas Mexicanas que Trabajan en los Estados Unidos, firmada en Washington, D.C., el 23 de agosto de 2024; y

RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a las personas mexicanas y a otros en en las áreas de Wisconsin donde el Consulado y OSHA tienen jurisdicción información, orientación y acceso a recursos de capacitación y educación para promover los derechos de trabajadores y trabajadoras a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de las personas trabajadoras y las responsabilidades de empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para empleadores y personas mexicanas que laboran en las áreas de Wisconsin donde el Consulado y OSHA tienen jurisdicción sobre la seguridad y la salud en el lugar de trabajo.
  • Elaborar programas de capacitación y educación para empleadores y personas mexicanas que laboran en las áreas de Wisconsin donde el Consulado y OSHA tienen jurisdicción a fin de promover el entendimiento de los derechos de trabajadores y trabajadoras, y las responsabilidades de empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.
Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a las personas mexicanas que laboran en las áreas de Wisconsin donde el Consulado y OSHA tienen jurisdicción y a sus empleadores.
  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
  • Participar en las actividades y los eventos del "Consulado Móvil".
Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de trabajadores y trabajadoras, siempre que las personas funcionarias principales de los Participantes se dirijan al público.
  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a las personas mexicanas que laboran en las áreas de Wisconsin donde el Consulado y OSHA tienen jurisdicción para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento de los derechos de trabajadores y trabajadoras, y las responsabilidades de empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Eau Claire and Madison Area Offices in Wisconsin and The Consulate of Mexico in Saint Paul, Minnesota (the Consulate), hereinafter referred to collectively as "the Participants;"

RECOGNIZING the joint commitment to protect workers' rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the Department of Labor of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, concerning Workplace Safety and Health Protections Applicable to Mexican Workers in the United States, signed at Washington, D.C., on August 23, 2024; and

RECOGNIZING that OSHA's Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican Nationals in the areas of Wisconsin where the Consulate and OSHA have jurisdiction and others information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in the areas of Wisconsin where the Consulate and OSHA have jurisdiction regarding workplace safety and health.
  • To develop training and education programs for Mexican workers and Mexican employers in the areas of Wisconsin where the Consulate and OSHA have jurisdiction to promote understanding of workers' rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.
Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA's Web site from the Consulate's Web site) to Mexican Nationals working in and their employers.
  • To speak, exhibit, or appear at the Participants' conferences, local meetings, or other events.
  • To participate in "Mobile Consulate" activities and events.
Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican Nationals working in the areas of Wisconsin where the Consulate and OSHA have jurisdiction to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers' rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Oklahoma City Area Office, the Oklahoma Department of Labor OSHA Consultation Division (OSHA Consultation), and Metro Technology Center (Metro Tech) continue to recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces.   • Convene or participate in forums, roundtable discussions, or stakeholder meetings on occupational safety and health to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Share information among OSHA personnel and industry safety and health professionals regarding occupational safety and health good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Ensure Alliance activities are informed by the perspectives of non-managerial workers employed in workplace safety and health by forwarding emails with OSHA outreach information to stakeholders.
  • Collaborate with other Alliance participants on specific issues and projects on occupational safety and health.
  • Develop and disseminate case studies on occupational safety and health and publicize their results.
  • Encourage Metro Tech students and partners to build relationships with OSHA’s Regional and Area Offices to address health and safety issues.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for the general industry and construction sectors regarding occupational safety and health and communicate this information to constituent employers and workers. Ensure training materials/programs are made available in appropriate languages and formats to meet the needs of their target audiences.
  • Develop effective training and education programs for employers and employee representatives to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers, and to communicate such information to workers and employers. Ensure training materials/programs are made available in appropriate languages and formats to meet the needs of their target audiences.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. In entering this Alliance, OSHA, OSHA Consultation, and Metro Tech acknowledge that this agreement is not legally binding. This agreement does not obligate or authorize the expenditure or reimbursement of appropriations or other funds, nor does it require the parties to enter into any contract or other obligations. It does not confer any rights or responsibilities under U.S. law, nor does it limit or restrict the parties from participating in similar activities or arrangements with other entities. This agreement does not limit, supersede, or otherwise affect OSHA's normal operations or decisions in carrying out its statutory and regulatory duties and functions. OSHA's entering an Alliance with an organization does not imply the agency's endorsement or promotion of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Oklahoma City Area Office, OSHA Consultation, Metro Tech, and any other appropriate offices.

This agreement will be executed in full compliance with all applicable federal laws. It takes effect on the date of signing and will remain in effect for three (3) years. Any signatory may terminate their organization's participation in the agreement for any reason at any time, provided they give 30 days’ written notice. This agreement may be modified at any time with the written concurrence of all signatories.

AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE WILKES-BARRE AREA OFFICE OF
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
NORTHEASTERN PENNSYLVANIA INDUSTRIAL RESOURCE CENTER (NEPIRC)

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Wilkes-Barre Area Office and the Northeastern Pennsylvania Industrial Resource Center (NEPIRC) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and NEPIRC hereby renew the Alliance signed July 1, 2023, with a continued emphasis on reducing and preventing exposure to emerging general industry hazards and addressing hazard recognition and control programs, injury and illness prevention programs, effective safety training issues. Specifically, both organizations are committed to providing NEPIRC stakeholders and the public with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address the wide range of Industrial and Manufacturing hazards such as machine guarding, lockout/tagout, electrical, hazard communication, forklifts, ladders, and walking/working surfaces hazards (slips, trips and falls).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects.”

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and NEPIRC recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Speak, exhibit, or appear at OSHA and NEPIRC conferences, local meetings, and safety day events, and share information on OSHA special initiative outreach campaigns such as Safe + Sound.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on general industry hazards, work and life wellness programs, and emergency preparedness to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Develop pathways to communicate information regarding the recognition and prevention of workplace hazards to employers and workers in the industry.
  • Encourage worker participation in workplace safety and health by training employers on how to involve employees in JHAs and hazard identification initiatives in the workplace to include the effectiveness of employee-based workplace safety committees.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for NEPIRC stakeholders and others regarding hazards such as machine guarding, lockout/tagout, electrical, hazard communication, forklifts, ladders, and walking/working surfaces hazards (slips, trips and falls), and communicate such information to constituent employers and workers. Ensure training materials/programs are made available in appropriate languages and formats to meet the needs of their target audiences.
  • Deliver or arrange for the delivery of courses as: Forklift Safety, Hazard Identification/Job Hazard Analysis, Conducting Safety Audits, Personal Protective Equipment, and Safety Committee operations.
  • Deliver effective training and education programs for NEPIRC stakeholders to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers. Ensure training materials/programs are made available in appropriate languages and formats to meet the needs of their target audiences.

Las oficinas de las Áreas de Toledo y Cleveland de la Administración de Seguridad y Salud Ocupacional (“OSHA”) del Departamento de Trabajo de los Estados Unidos de América y el Consulado de México en Detroit, Michigan (“el Consulado”), en adelante denominados conjuntamente “los Participantes”;

RECONOCIENDO el compromiso conjunto de proteger los derechos de las personas mexicanas que laboran en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Secretaría de Relaciones Exteriores de los Estados Unidos Mexicanos y la Administración de Seguridad y Salud Ocupacional del Departamento de Trabajo de los Estados Unidos de América relativa a las Protecciones de Seguridad y Salud en el Lugar de Trabajo Aplicables a las Personas Mexicanas que Trabajan en los Estados Unidos, firmada en Washington, D.C., el 23 de agosto de 2024; y

RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a las personas mexicanas y a otros en Michigan y Ohio información, orientación y acceso a recursos de capacitación y educación para promover los derechos de trabajadores y trabajadoras a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de las personas trabajadoras y las responsabilidades de empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para empleadores y personas mexicanas que laboran en Michigan y Ohio sobre la seguridad y la salud en el lugar de trabajo.

  • Elaborar programas de capacitación y educación para empleadores y personas mexicanas que laboran en Michigan y Ohio a fin de promover el entendimiento de los derechos de trabajadores y trabajadoras, y las responsabilidades de empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.

Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a las personas mexicanas que laboran en Michigan y Ohio y a sus empleadores.

  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.

  • Participar en las actividades y los eventos del “Consulado Móvil”.

Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de trabajadores y trabajadoras, siempre que las personas funcionarias principales de los Participantes se dirijan al público.

  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a las personas mexicanas que laboran en Michigan y Ohio para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento de los derechos de trabajadores y trabajadoras, y las responsabilidades de empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Toledo, and Cleveland Area Offices and the Consulate of Mexico in Detroit, hereinafter referred to collectively as "the Participants";

RECOGNIZING the joint commitment to protect workers' rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the Department of Labor of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, concerning Workplace Safety and Health Protections Applicable to Mexican Workers in the United States, signed at Washington, D.C., on August 23, 2024; and

RECOGNIZING that OSHA's Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican Nationals in Michigan and Ohio and others information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in Michigan and Ohio regarding workplace safety and health.

  • To develop training and education programs for Mexican workers and Mexican employers in Michigan and Ohio to promote understanding of workers' rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA's Web site from the Consulate's Web site) to Mexican Nationals working in Michigan and Ohio and their employers.

  • To speak, exhibit, or appear at the Participants' conferences, local meetings, or other events.

  • To participate in "Mobile Consulate" activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.

  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican Nationals working in Michigan, Ohio to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers' rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

Signed at Detroit, Michigan in duplicate, this 30 day of August in the English and Spanish languages.
