Abstract: This notice schedules an informal public hearing concerning the proposed revision of certain recordkeeping requirements in 29 CFR Parts 1910 and 1915 for tests, inspections and maintenance checks. Under the proposal, compliance with the substantive requirements would be certified by the employer instead of being documented with written records (51 FR 312, January 3, 1986).
Abstract: Recordkeeping requirements for tests, inspections, and maintenance checks. Existing recordkeeping requirements will be minimized by allowing the employer to certify that regulatory requirements have been met. Revises 1926.550(b)(2), Cranes and Derricks; 1926.552(c)(15), Material Hoists, Personnel Hoists and Elevators; 1926.903(e), Underground Transportation of Explosive. Written comments, objections, and requests for a hearing must be postmarked by March 4, 1986.
Abstract: Revision of the electrical safety standards for construction in Subpart K of 29 CFR Part 1926. National Electrical Code (NEC) requirements will no longer be incorporated by reference since those requirements which directly affect employee safety in construction workplaces have been placed in the text of the standard. Relevant requirements in the text of Subpart K, which supplemented the NEC, have been integrated into the new format. Superfluous detailed specifications have been omitted by writing the requirements in performance language.
Abstract: Safety standards for fall protection in the Construction Industry. The standards proposed for revision regulate the design and use of fall protection systems and procedures used in construction to prevent employees from falling into or through working levels, falling to lower levels, and to protect employees from falling objects. Written comments and requests for hearings should be postmarked by February 23, 1987.
Abstract: Application for a variance by Zurn Industries, Inc. from the standards prescribed in 1926.451(1)(5) concerning boatswain's chairs and 1926.552(c)(1), (c)(2), (c)(3), (c)(4), (c)(8), (c)(13), (c)(14)(i) and (iii) and (c)(16) concerning personnel hoists. Comments and requests for hearings must be received by February 2, 1987.
Abstract: Safety standards for scaffolds used in the Construction Industry. The standards proposed for revision regulate the design, construction and use of all scaffolds in construction. The proposed revisions would continue to address employee exposure, but would do so using performance criteria, where possible, rather than specifications standards. Appendix A to Subpart L provides scaffold specifications. Comments and hearing requests must be postmarked by February 23, 1987.
