This notice of proposed rulemaking contains proposed requirements for the management of hazards associated with processes using highly hazardous chemicals and establishes procedures for the management of the hazards. Establishes procedures for process safety management that would protect employees by preventing or minimizing the consequences of chemical accidents involving highly hazardous chemicals. Employees have been, and continue to be exposed to the hazards of toxicity, fire, or explosion from major industrial accidents.
This notice schedules hearings concerning the notice of proposed rulemaking which OSHA issued on 1/26/90 (55 FR 2776) on accreditation of training programs for hazardous waste operations for general industry. The notice also reopens the comment period for written responses to the proposed rule. Informal public hearings are scheduled for 10/2-5/90 in Washington, D.C. and 10/10-11/90 in Cincinnati, Ohio. 9/10/90 is deadline for receipt of notice of intention to appear at the hearings.
OSHA is announcing the re-opening of the rulemaking record on non- asbestiform tremolite, anthophyllite and actinolite to allow for the submission of comments and analyses on a recent document submitted to the Agency by the American Thoracic Society (ATS). OSHA is also re- convening the informal public hearing for one day to provide an opportunity for testimony to be presented by ATS. On 7/12/90, OSHA issued a Notice of Proposed Rulemaking on Occupant Protection in Motor Vehicles (55 FR 28728) and tentatively scheduled an informal public hearing for 1/8/91, in Washington, DC. This document announces the convening of that hearing and schedules a second one to be held in Chicago on 2/5/91. This document also corrects and extends to 12/14/90, the period for submission of written comments, and notices of intention to appear at the hearings. Hearings begin at 10:00 a.m. on the stated days.
OSHA proposes to revise its general industry standards for workplace walking and working surfaces (29 CFR part 1910, subpart D) in order to focus on the hazards that can result in trips, slips, and falls causing serious and fatal injuries.
OSHA is proposing a generic, performance-oriented regulation addressing the protection of employee occupants of motor vehicles to ensure the safe use of all classes of motor vehicles on the job. For motor vehicles that are equipped with safety belts or that are required by Federal regulation to have occupant safety belts installed, the proposed rule would mandate that employers require that each employee wear the safety belt when operating or riding in such motor vehicles for official business.

ACTION: Notice of limited reopening of rulemaking record
Due to the recent increase in the reported cases of ergonomic disorders in the workplace, OSHA is announcing the initiation of rulemaking under section 6(b) of the Occupational Safety and Health Act of 1970, and requesting information relevant to preventing, eliminating, and reducing occupational exposure to ergonomic hazards.
