AGREEMENT ESTABLISHING AN ALLIANCE

AND
NORTHEAST WASHINGTON EDUCATIONAL SERVICE DISTRICT CAREER CONNECTED LEARNING (CCL/CTE)

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Washington Area Office and Northeast Washington Educational Service District Career Connected Learning (CCL/CTE) recognize the value of establishing a collaborative relationship to foster good safety and health practices and programs to improve American workplaces. To that end, OSHA and CCL/CTE hereby form an Alliance to provide CCL/CTE members, students, and the public with information, guidance, and access to training resources. The Alliance aims to reduce and prevent worker exposure to occupational workplace safety and health hazards, address youth employment issues related to safety and health, and educate students on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). CCL/CTE offers a selection of career technical classes for approximately 104,000 students, 59 public school districts, 45 state-approved private schools and four charter schools. CCL/CTE collaborates with seven northeastern counties of the state, providing cooperative services in Adams, Ferry, Lincoln, Pend Oreille, Spokane, Stevens and Whitman counties.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and CCL/CTE recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort and that OSHA may share information about the products and activities of the Alliance with these partners for the advancement of common goals.

The goals and objectives of this Alliance are to form a collaborative network to accomplish the following objectives:

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Improve training and education for the faculty and student body of CCL/CTE by collaborating to build a program to provide OSHA 10-hour courses in construction and/or general industry. The long-term goal for CCL/CTE faculty to become authorized trainers to teach the OSHA 10-hour course to students.

  • Create a framework with representatives from the Pacific Northwest OSHA Education Center based at the University of Washington, and authorized trainers in OSHA Region 10 to develop the OSHA 10-hour courses.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, and Outreach) and opportunities to participate in initiatives and the rulemaking process.

  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  • Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and CCL/CTE websites) to employers and workers in the industry.

  • Speak, exhibit, or appear at OSHA and CCL/CTE conferences, local meetings, or events as invited.

  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on youth-worker safety and health topics to help forge innovative solutions in the workplace or to provide input on safety and health issues.

  • Share information among OSHA personnel and industry safety and health professionals regarding CCL/CTE good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).

  • Encourage student participation in workplace safety and health by asking for their input on the progress of the Alliance and the development of specific OSHA 10-hour courses.

  • Collaborate with other Alliance stakeholders such as SkillsUSA Washington on specific issues and projects related to developing OSHA 10-hour courses and delivering training in occupational safety and health to students.

  • Encourage CCL/CTE to build relationships with OSHA's Regional and Area Offices, the Pacific Northwest OSHA Education Center based at the University of Washington, and local chapters of the American Industrial Hygiene Association (AIHA) and the American Society of Safety Professionals (ASSP) to address health and safety issues affecting youth employment.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Washington Area OSHA Office and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation program' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Boise Area Office and any other appropriate offices. OSHA will encourage State Plan States and OSHA On-Site Consultation Programs to participate on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Portland Area Office and U.S. Coast Guard Sector Columbia River recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and Sector Columbia River hereby form an Alliance to provide MSU Portland members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to maritime industry hazards and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Recognizing the joint commitment to protect worker safety and health acknowledged in the Portland Area Office and Sector Columbia River Memorandum of Understanding dated [date signed] the parties intend to form an alliance to achieve the following:

Overall Objective

The parties will cooperate and assist each other within their respective areas of responsibility and improve maritime worker safety and health. While the USCG and OSHA have two MOUs that outline jurisdiction, December 19, 1979 concerning personnel working on the Outer Continental Shelf (OCS), and March 17, 1983 concerning authority over seamen on inspected and uninspected vessels, this agreement seeks to specifically facilitate cooperation between MSU Portland and OSHA that will enhance agency cooperation and provide a solid framework and working relationship that is unaffected by frequent billet rotations and changes-of-command.

Cooperation and Communication

Through the Alliance, the organizations will maintain an updated list of primary and secondary points of contact to ensure a seamless channel of communication. In addition, Sector Columbia River and the Portland Area Office will conduct joint inspections where there is concurrent jurisdiction and will ensure that appropriate referrals are made where there is not. Both parties will provide technical assistance to the other in their specific areas of expertise.

Training and Resources

The parties will participate in cross-training. Sector Columbia River will annually provide training to OSHA on topics of maritime law including investigation levels of effort, marine casualty investigation requirements, and vessel inspection requirements. OSHA will annually provide training to MSU Portland on shipyard hazards, hazards in the marine terminal and longshoring industries, commercial diving, marine construction, and other worker safety and health topics. The parties will work together to provide training to maritime industry workers and ship's crew. The Portland Area Office will provide support to Sector Columbia River for site safety inspections.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Seattle Regional Office, the Oregon Department of Consumer and Business Services Occupational Safety and Health Division (Oregon OSHA), and Lamar Advertising Company offices of Washington, Oregon, and Idaho recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces.  To that end, OSHA, Oregon OSHA and Lamar Advertising Company hereby establish an Alliance, with an emphasis on hazards inherent to the outdoor advertising industry including falls, personal protective equipment (PPE), safe use of ladders, electrical hazards, control of hazardous energy (lockout/tagout), bloodborne pathogens, whistleblower protection laws.  Specifically, both organizations are committed to providing management and employees of Lamar Advertising Company with information, guidance, and access to training resources that will help protect workers and help employers understand the rights of workers and the responsibilities under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities.  Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities.  The Alliance will also explore and implement selected options, including but not limited to participant surveys, to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety and health.  OSHA and Lamar Advertising Company recognize that OSHA's State Plan and On-Site Consultation Project partners are an integral part of OSHA’s efforts, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • To share information on Oregon OSHA and OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach) and opportunities to participate in initiatives and the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers. 
  • To speak, exhibit, or appear at OSHA, Oregon OSHA, or Lamar Advertising Company's conferences, local meetings, or other safety and health events as appropriate.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on falls, PPE, safe use of ladders, electrical hazards, lockout/tag out, and bloodborne pathogens to help forge innovative solutions in the workplace or to provide input on safety and health issues. 
  • To share information among OSHA personnel and industry safety and health professionals regarding Lamar Advertising Company’s safety meetings, which will be attended by Lamar personnel and others in the outdoor advertising industry to share good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • To encourage worker participation in workplace safety and health by notifying them of training opportunities and collaborate with other Alliance participants on specific issues and projects on hazards specific to the outdoor advertising industry.
  • To encourage Lamar Advertising Company to build relationships with OSHA's Regional and Area Offices to address health and safety hazards, including best practices for its industry.
  • To share information about the Whistleblower Protection Program, including the rights and responsibilities of workers and employers.
  • To disseminate information to workers regarding Whistleblower Protections, Heat Illness Prevention Campaign, Safe and Sound Campaign, fall hazards, and trenching hazards in Idaho, Oregon, and Washington. through the use of Lamar Advertising Company media billboards.  
Training and Education

The Participants intend to work together to achieve the following objectives: 
 

  • To deliver or arrange for the delivery of information for Lamar Advertising Company and others in the outdoor advertising field regarding falls, PPE, safe use of ladders, electrical hazards, lockout/tagout, bloodborne pathogens, first aid, and other hazards in their industry, and to communicate such information to constituent employers and workers.
  • To deliver effective training and education programs for Lamar Advertising Company and others in the outdoor advertising field to promote understanding of workers' rights, including the OSHA and Oregon OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To provide training and education related to OSHA's Whistleblower Protection Program.  

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education.  These Alliances have proven to be valuable tools for both OSHA and its Alliance participants.  By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.
