The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Denver Regional Office, Denver Area Office, Englewood Area Office, Billings Area Office, and Lamar Advertising Company continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and Lamar Advertising Company hereby renew the Alliance signed October 13, 2022, with a continued emphasis on providing Lamar Advertising Company's members and others with information, guidance, and access to training resources that will help them protect workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Administration Act (OSH Act). Through the Alliance, the organization will continue to address hazards inherent to the outdoor advertising industry including falls, personal protective equipment (PPE), safe use of ladders, electrical hazards, control of hazardous energy (lockout/tagout), bloodborne pathogens, whistleblower protection laws.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In renewing this Alliance, OSHA and Lamar Advertising Company recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • To share information on OSHA's National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, Outreach) and opportunities to participate in initiatives and the rulemaking process.
  • To deliver site specific training to employees as determined through an alliance­ developed training needs assessment. The alliance will explore employee training needs during Lamar Advertising Company's bi-annual training events.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print, and electronic media, electronic assistance tools, and OSHA's and the Lamar Advertising Company Web sites) to employers and workers in the outdoor advertising industry.
  • To speak, exhibit, or appear at OSHA's or Lamar Advertising Company's conferences, local meetings, or other safety and health events.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on falls, PPE, safe use of ladders, electrical hazards, lockout/tag out, and bloodborne pathogens to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To share information among OSHA personnel and industry safety and health professionals regarding Lamar Advertising Company's safety meetings, which will be attended by Lamar personnel and others in the outdoor advertising industry to share good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • To encourage worker participation in workplace safety and health by notifying them of other training opportunities and collaborating with other Alliance participants on specific issues and projects on hazards specific to the outdoor advertising industry.
  • To develop and disseminate case studies on accidents and near misses and publicize the results within the outdoor advertising industry.
  • To encourage Lamar Advertising Company to build relationships with OSHA's Regional and Area Offices to address health and safety hazards, including best practices for its industry.
  • To share information about the OSHA Whistleblower Protection Program, including the rights and responsibilities of workers and employers.
  • To disseminate information to workers regarding national and regional safety stand-downs and summits through the use of Lamar Advertising Company media.
Training and Education

The Participants intend to work together to achieve the following objectives:

  • To develop effective training and education programs for Lamar Advertising Company and others in the outdoor advertising field regarding falls, PPE, safe use of ladders, electrical hazards, lockout/tagout, bloodborne pathogens, first aid, CPR, other hazards in their industry, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for Lamar Advertising Company and others in the outdoor advertising field to promote understanding of workers' rights, including the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of safety and health training including but not limited to: falls, PPE, safe use of ladders, electrical hazards, lockout/tagout, bloodborne pathogens, first aid, and CPR.
  • To provide training and education related to OSHA's Whistleblower Protection Program.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the regional management team and any other appropriate offices. OSHA will encourage State Plans' and OSHA On-Site Consultation programs' participation on the team.

This agreement will remain in effect for two (2) years. Any signatory may terminate their organization's participation in the agreement for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of any signatories.

Since entering into an Alliance on July 17, 2013, with subsequent renewals on July 27, 2017 and August 15, 2019, the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Denver Area Office and the Western Colorado Contractors Association (WCCA) have worked together to improve workplace health and safety by sharing information, guidance, and access to training resources that address occupational hazards, and promoting understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act.

OSHA and WCCA continue to recognize the value of maintaining a collaborative relationship to improve safety and health practices and programs in American workplaces and commit to continue their work together through an Alliance Program Ambassador Relationship.

In recognition of this ongoing commitment, OSHA will continue to foster an active relationship with WCCA by:

  • Providing routine communications on enforcement, regulatory, and outreach initiatives.
  • Sharing invitations to and offering opportunities to speak at OSHA Alliance Program and other agency stakeholder meetings or events, such as outreach and training activities through the National, Regional, or Area Offices.
  • Engaging in information sharing and technical discussions, as appropriate, including completing special projects of mutual interest that align with agency priorities and as resources allow.
  • Maintaining the organization's status as Alliance Program Ambassador on the agency's public webpage.

WCCA will continue to foster an active relationship with OSHA by:

  • Sharing information with members and stakeholders on OSHA's National Initiatives (Enforcement, Regulatory, and Outreach), and encouraging their participation in OSHA's outreach initiatives and rulemaking processes.
  • Sharing information with members and stakeholders on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

Este acuerdo proporciona un marco y unos objetivos para las actividades de la Alianza. Los participantes en la Alianza también se comprometen a cumplir los "Requisitos fundamentales para los participantes en el Programa de la Alianza de la OSHA" y las "Directrices para los participantes en el Programa de la Alianza de la OSHA: Productos de la Alianza y Otros Proyectos de la Alianza".

A través de la Alianza, las organizaciones utilizarán los datos disponibles sobre lesiones, enfermedades y exposición a peligros, cuando proceda, para ayudar a identificar áreas de énfasis para las actividades de sensibilización, divulgación y comunicación de la Alianza. La Alianza también explorará y aplicará opciones seleccionadas, incluidas, entre otras, encuestas a los miembros, para evaluar la Alianza y medir el impacto en la mejora de la seguridad y la salud en el lugar de trabajo. En el desarrollo de esta Alianza, OSHA y EL CENTRO reconocen que el Plan Estatal de OSHA y los socios del Programa de Consulta en Sitio son una parte integral del esfuerzo nacional de OSHA, y que la información sobre los productos y actividades de la Alianza puede ser compartida con estos socios para el avance de metas comunes.

Concienciación: Alcance y Comunicación

Los Participantes se proponen trabajar juntos para lograr los siguientes objetivos:

  • Compartir información sobre las Iniciativas Nacionales/Regionales/Locales de OSHA (Programas de Énfasis, Agenda Reguladora, Divulgación), y oportunidades para participar en iniciativas y en el proceso de elaboración de normas.

  • Compartir información sobre las leyes y normas de seguridad y salud en el trabajo, incluidos los derechos y responsabilidades de trabajadores y empresarios.

  • Desarrollar información sobre el reconocimiento y la prevención de riesgos laborales y comunicar dicha información, por ejemplo, a través de medios impresos y electrónicos, herramientas de asistencia electrónica y sitios web de OSHA y de EL CENTRO a empresarios y trabajadores del sector.

  • Hablar, exponer o aparecer en OSHA y conferencias de EL CENTRO, reuniones locales u otros eventos. OSHA realizará presentaciones y/o talleres al menos tres veces cada año.

  • Alentar la participación de los trabajadores en la seguridad y salud en el lugar de trabajo reservando tiempo en cada reunión de EL CENTRO para abordar temas de seguridad y salud, y para discutir incidentes y cuasi accidentes.

  • Colaborar con otros participantes de la Alianza en temas y proyectos específicos relacionados con la extensión a la fuerza laboral latina en Colorado.

Formación y educación

Los Participantes se proponen trabajar juntos para alcanzar los siguientes objetivos:

  • Desarrollar programas efectivos de capacitación y educación para los miembros de EL CENTRO. OSHA proporcionará información sobre oportunidades de capacitación relevantes.

  • EL CENTRO impartirá o gestionará la impartición de cursos de formación aplicables a sus trabajadores afiliados y demás partes interesadas.

  • Desarrollar programas eficaces de formación y educación para los trabajadores afiliados a EL CENTRO a fin de promover la comprensión de los derechos de los trabajadores, incluido el uso del proceso de quejas de la OSHA, las responsabilidades de los empleadores, y comunicar dicha información a los trabajadores y empleadores.

Las Alianzas de la OSHA ofrecen a las organizaciones la oportunidad de participar en una relación de cooperación voluntaria con la OSHA con fines tales como la sensibilización sobre las iniciativas de la OSHA, la divulgación, las comunicaciones, la formación y la educación. Estas Alianzas han demostrado ser herramientas valiosas tanto para la OSHA como para los participantes en la Alianza. Al entrar en una Alianza con una organización, OSHA no está endosando o promoviendo, ni tiene la intención de endosar o promover, cualquiera de los productos o servicios de esa organización.

Un equipo de implementación formado por representantes de cada organización se reunirá una o dos veces al año para realizar un seguimiento y compartir información sobre las actividades y los resultados en la consecución de los objetivos de la Alianza. Los miembros del equipo de la OSHA incluirán representantes de las oficinas de área de Denver y Englewood, y de cualquier otra oficina apropiada. OSHA alentará la participación en el equipo al programa de Consulta en- situ de OSHA.

Este acuerdo permanecerá en vigor durante dos años. Cualquiera de los firmantes podrá rescindirlo por cualquier motivo y en cualquier momento, siempre que lo notifique por escrito con 30 días de antelación. Este acuerdo podrá ser modificado en cualquier momento con el consentimiento por escrito de todos los firmantes.

AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
DENVER AND ENGLEWOOD AREA OFFICES
AND
CENTRO HUMANITARIO PARA LOS TRABAJADORES (EL CENTRO)

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Denver and Englewood Area Offices and EL CENTRO recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and EL CENTRO hereby form an Alliance to provide EL CENTRO clients, stakeholders, and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to workplace hazards, addressing health & safety issues applicable to their members, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and EL CENTRO recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • Share information on OSHA's National Initiatives (Emphasis Programs, Regulatory Agenda, Outreach).

  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  • Develop information on the recognition and prevention of workplace hazards and communicate such information on print and/or electronic media, such as OSHA's and EL CENTRO's websites to reach employers and workers in the industry.

  • Speak, exhibit, or appear at OSHA and EL CENTRO conferences, local meetings, or other events. OSHA will provide presentations and/or workshops to EL CENTRO at least three times per calendar year.

  • Encourage worker participation in workplace safety and health by setting aside time at each EL CENTRO meeting to address safety & health issues, and to discuss incidents and near misses.

  • Collaborate with other Alliance participants on specific issues and projects regarding outreach to the Latino workforce in Colorado.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for day laborer workers. OSHA will provide information on relevant training opportunities.

  • EL CENTRO will deliver or arrange for the delivery of training courses applicable to their workers and other stakeholders.

  • Develop effective training and education programs for EL CENTRO's workers to promote understanding of workers' rights, including the use of the OSHA complaint process, the responsibilities of employers and to communicate such information to workers and employers.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Denver and Englewood Area Office and any other appropriate offices. OSHA will encourage OSHA On-Site Consultation programs to participate on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.
