AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
U.S. DEPARTMENT OF LABOR
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA)
KANSAS CITY AND THE SAINT LOUIS AREA OFFICES
AND
MISSOURI ASSOCIATION OF MANUFACTURERS (MAM)


The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Kansas City and the Saint Louis Area Offices and Missouri Association of Manufacturers (MAM) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and MAM hereby form an Alliance to provide the MAM Members (including, Current Members, Prospective Members, and MAM’s Partners, Alliances, and Affiliates) with information, guidance, and access to training resources that will help them protect and address workers by reducing and preventing exposure to hazards including, but not limited to: amputations, lacerations or punctures, lockout/tagout hazards, machine guarding, heat stress, falls, struck-by, caught-in/between, ergonomics and electrical hazards), and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides framework and objectives for the Alliance’s activities. Alliance participants also agree to meet the “Fundamental Requirements for OSHA Alliance Program Participants” and the “Guidelines for OSHA’s Alliance Program Participants: Alliance Products and Other Alliance Projects.”

Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and MAM recognize that OSHA’s State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach, Communication

The Participants intend to work together to achieve the following objective(s):

  • Share information on OSHA’s National/Regional/Local Initiatives (Emphasis Programs, Regulatory Agenda, and Outreach) and opportunities to participate in initiatives and the rulemaking process.
  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • Develop information on the recognition and prevention of workplace hazards and communicate such information (e.g., print and electronic media, electronic assistance tools, OSHA and MAM’s website and social media pages) to employers and workers in the industry as appropriate.
  • Speak, exhibit, or appear at OSHA and MAM conferences, summits, webinars, virtual meetings, local and regional meetings, or other MAM hosted/sponsored meetings and events.
  • OSHA will attend MAM’s public safety, and health annual conferences, to provide compliance assistance information focused on the manufacturing hazards to help them to reduce fatalities, injuries and illnesses in the manufacturing professional organizations.
  • Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety, health, and environmental topics and hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • Share information among OSHA personnel and industry safety and health professionals regarding MAM’s good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum).
  • Encourage worker participation in workplace safety and health by providing messaging, education, and training through communication channels.
  • MAM with OSHA’s assistance will be working in a collaborative manner with other Alliance participants on specific issues or challenges related to safety, and health, including manufacturers and manufacturing professional organizations, as described in the work plan.
  • MAM will develop and disseminate case studies on safety health and environmental topics and publicize their results with the alliance members.
  • Encourage MAM’s members and prospective members to build relationships with OSHA’s Regional and Area Offices to address safety, and health issues.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • MAM with OSHA’s assistance are going to work in a collaborative manner to develop effective training and education through programs and events for manufacturers and/or related industries regarding safety, and health hazards and risks, and to communicate such information to constituent employers and workers, as described in the work plan.
  • MAM with OSHA’s assistance are going to develop effective training and education programs for manufacturers and/or related industries to promote understanding of workers’ rights, including the use of the OSHA complaint process, the responsibilities of employers, and communication of such information to workers and employers.
  • Participate in MAM events, programs, and other workshops as applicable:
    • Events which include, but not limited to: MAM’s annual events: Mid-America Safety Health & Environmental Conference (MASHE), Gearing Up Conference & Annual Meeting, Manufacturing Summit, and Manufacturing for Women Conference.
    • Programs which include but not limited to: MAM’s Innovation Teams and OneSource Programs (i.e. PROTECTSource, SUPPORTSource)
    • Development of messaging opportunities to include, but not limited to: website, blog, onsite or virtual training, social media, newsletters, and other applicable communication methods.

OSHA’s Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s initiatives, outreach, communications, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization’s products or services. An implementation team made up of representatives of each organization will meet one to two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Kansas City and the Saint Louis Area Offices. OSHA will encourage State Plan and OSHA On-Site Consultation program participation on the team. This agreement will remain in effect for two years. Either signatory may terminate for any reason at any time, provided 30 days written notice is provided. This agreement may be modified at any time with the written concurrence of both signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Kansas City Region VII (including the Regional Office, and the Des Moines, Kansas City, Omaha, St. Louis, and Wichita Area Offices) and Great Plains OSHA Education Center (a consortium comprised of Metropolitan Community College (Kansas City, MO), St. Louis University College for Public Health and Social Justice (St. Louis, MO), Barton Community College (Grandview Plaza, KS), and various host sites) continue to recognize the value of maintaining a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA Region VII and the Great Plains OSHA Education Center hereby renew the Alliance signed May 5, 2018. Specifically, the Great Plains OSHA Education Center and OSHA Region VII are committed to providing OSHA Education Center students and others with information, guidance, and training to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address and provide access to training resources that will help them protect workers, particularly by reducing and preventing exposure to prevalent health and safety hazards in general industries and construction.

Brandenburg Industrial Service Company Completes Demolition of the Bannister Federal Complex in Kansas City


Project Overview:

The Brandenburg Industrial Service Company-Demolition of the Bannister Federal Complex project was comprised of approximately 4.5 million square feet, and located on 300 acres, at 2000 East 95th Terrace, Kansas City, MO. Originally, the site was used for agricultural purposes until the early 1920’s, when the Kansas City Racetrack was constructed, and briefly operated. In 1943, during World War II, Pratt & Whitney began manufacturing airplane engines at the site and did so until 1948, when the production of jet engines commenced.
