Overview:
The MCEPS Alliance was initially established in September, 2007 to improve and promote awareness of safety, health and environmental issues in the Energy industry. With renewal of the alliance in September 2010 to include the Oklahoma Department of Labor/Consultation (ODOL/CON) as participant organization, the goals and objectives of the alliance continued to focus on improvements in work site conditions and reduction in work site fatalities and injuries through the delivery of safety training and education and the development and sharing of accident prevention programs.

Overview
OSHA, Oklahoma Department of Labor (ODOL), and the Oklahoma City and the Tulsa chapters of the American Society of Safety Professionals (ASSP) formed an Alliance to provide ASSP members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to occupational hazards, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA, ODOL and ASSE recognize that OSHA’s State On-site Consultation is an integral part of the OSHA national effort.

Evaluations
Alliance activities during this period effectively communicated the need for safety and health training and safety and health management programs in the workplace to hundreds of employers, safety professionals, and college students. ASSE, ODOL and OSHA will explore additional ways to increase cooperation between the two ASSP Oklahoma chapters, federal OSHA and state OSHA Consultation.
Upcoming Milestones
The alliance will be renewed on July 11, 2019.

Specifically, both organizations are committed to providing OKAIHA members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address occupational safety and health issues.
This renewal agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.
Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and OKAIHA recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

The Participants intend to work together to achieve the following objective related to raising awareness of OSHA’s rulemaking and enforcement initiatives:
To encourage worker participation in workplace safety and health by participation in professional conferences, and technical presentations at lunch or dinner meetings.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.
An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of OSHA, OSHA Consultation and OKAIHA and any other appropriate offices. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.
This agreement will remain in effect for three years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

Evaluations
This alliance has resulted in a very close relationship and cooperation between OSHA and members of OKAIHA that encompass representatives of academia, industry and other federal agencies.
The Fall Conference provides valuable information to attendees regarding emerging issues in industrial hygiene and the various aspects of OSHA activities. The conferences provide certification maintenance points for members with the Certified Industrial Hygienist and the Certified Safety Professional credentials.
Dinner and lunch meetings with guest speakers provided continued education outreach to members, students and other Environmental Health and Safety professionals.
