    April 15, 2012 Alliance Overview: OSHA and the Mexican Consulate of Philadelphia (Consulate) formed an Alliance to establish a collaborative relationship to provide Mexican Nationals and other Hispanic workers in the Philadelphia Metropolitan Area information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational health and safety, particularly with regards to hazards associated with the Construction, Restaurant and Migrant Farming Industries such as fall hazards, struck-by hazards, amputations, and electrical hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSHA Act).

    • Training and Education
    April 15, 2011 - OSHA's Philadelphia Area Office and the Consulate of Mexico in Philadelphia signed a formal OSHA Alliance Agreement as part of the OSHA Region III Greater Philadelphia Summit for Latino/Immigrant Worker Summit. The Consulate assisted in the planning of the Summit and promoted the event through their weekly radio show. A representative for the Mexican Consulate of Philadelphia also participated in the event's “Working Cooperatively with OSHA- Taking Action” panel. The event was attended by approximately 125 representatives of the Latino Community from the Philadelphia Metropolitan Area.

    August 30, 2011 - The Philadelphia Area Office Compliance Assistance Specialist (CAS) and a two bi-lingual Compliance Safety & Health Officers (CSHO) participated in the Mexican Consulate of Philadelphia "Labor Rights Week" event, The OSHA representatives provided training for Mexican Nationals on Heat Stress and Workers Rights in small “Information Sessions” There were two small group training (10-15 people) session

    October 12, 2011- The Philadelphia Area Office Compliance Assistance Specialist and a bi-lingual Compliance Safety & Health Officers (CSHO) participated in the Mexican Consulate of Philadelphia "Labor Rights Week" event.     Events

    October 1, 2011 - OSHA's Philadelphia Area Office Director and Compliance Assistance Specialist attended the Mexican Consulate of Philadelphia Alliance Bi-National Health Week Kick-off event. The OSHA representatives discussed the benefits of working collaboratively with the Consulate with the 25 attendees of the event.

    October 15, 2011 - An OSHA Philadelphia Area Office bi-lingual Compliance Safety & Health Officer (CSHO) attended the Consulate of Philadelphia Alliance- Bi-National Health Week Community Fair. The CSHO provided information in English and Spanish on Worker's Rights and the Complaint Process as well as other safety and health issues to the approximately 50 attendees.

    November 1, 2011 - Representatives for the Consulate of Mexico in Philadelphia participated in an OSHA Latino Community Stakeholder Meeting with Assistant Secretary of Labor for OSHAs Dr. David Michaels. The meeting was held to discuss any specific concern generated by the Latino Community concerning OSHA policy and procedure. The meeting was attended by approximately 20 representatives from the Philadelphia Latino Community

    Mobile Consulates:

    April 30, 2011 - OSHA Regional III Compliance Assistance Specialist attended the Consulate's mobile consulate in Avondale PA and provided information for approximately 300 attendees on OSHA safety & health, how to make a complaint. Additionally, OSHA publications on heat stress and top four hazards in construction to workers were provided.

    May 5, 2011 - OSHA Philadelphia Area Office bi-lingual Compliance Safety & Health Officer (CSHO) participated in the Consulate's mobile consulate held in Reading, PA. The CSHO handed out literature in Spanish covering worker's rights and the complaint procedure to the approximately 300 attendees. CSHO also answered general safety and health questions and promoted OSHA's national heat stress campaign.

    May 14, 2011 - Harrisburg Area Office Compliance Assistance Specialist as well as a representative for DOL Wage & Hour Division provided a variety of Labor information for the approximately 300 attendees at a Consulate of Mexico mobile consulate held in Gettysburg, PA.

    June 18, 2011 - Erie Area Office Compliance Assistance Specialist as provided a variety of Labor information for the approximately 300 attendees at a Consulate of Mexico mobile consulate held in Erie, PA. OSHA publications in English and Spanish were provided (Heat stress prevention campaign).

    July 9, 2011 - Philadelphia Area Office CSHO Mexican Consulate of Philadelphia- Bi-lingual CSHO provided outreach at Mobile Consulate held in Norristown, PA. Information was provided for the approximately 200 attendees on employee's rights, safety in construction, and the OSHA Heat Stress Campaign. OSHA publications in English and Spanish were provided.

    July 23, 2011 - Wilmington DE Area Office CSHO as well as representatives for the Department of Labor Wage & Hour Division attended the Consulate of Philadelphia mobile consulate in Dagsboro, Delaware. The CSHO participated in this intervention, providing guidance, verbal information as well as printed literature for the approximately 500 attendees.

    October 29, 2011 - Wilmington DE Area Office CSHO as well as representatives for the Department of Labor (DOL) Wage & Hour Division attended the Consulate of Philadelphia mobile consulate held in Dover, DE. The CSHO provided bilingual OSHA literature, and addressed multiple groups on OSHA's mission, employee rights, information regarding complaint process, and the fact that OSHA covers employees regardless of their immigration status. The event was attended by approximately 300 people.

    April 14, 2012 - Philadelphia Area Office CSHO Mexican Consulate of Philadelphia- Bi-lingual CSHO provided outreach at Mobile Consulate held in Pittsburg PA. The OSHA representative information was provided for the approximately 400 attendees on employee's rights and the OSHA Heat Stress Campaign.
     
    • Promoting the National Dialogue on Safety and Health
    July 5, 2011 - OSHA's Philadelphia Area Office bi-lingual CHSO appeared on the Mexican Consulate's weekly radio broadcast (Radio Uni-K 1680 AM) to promote the NO Heat Stress Campaign.

    June 12, 2011, Philadelphia Area Office bi-lingual CSHO participated in a live interviewed for Radio Station WERG FM in Erie PA on a Spanish program called Potencia Latina. The interview covered worker's rights and the complaint procedure as well as general OSHA requirements and the inspection process. CSHO also promoted the Mobile Mexican Consulate which was held on June 18, 2011 in Erie, PA

    OSHA's Philadelphia Area Office and the Mexican Consulate of Philadelphia worked jointly throughout the year to promote OSHA's National Office Heat Stress Campaign as well as focusing in worker's rights. The Consulate display the Heat Stress Campaign Posters in their waiting rooms and the Consulate's web-site has links to the OSHA campaign website.

    Alliance Products.

    There were no Alliance specific products developed during this evaluation time frame.

  4. Results
     
    1. The Alliance had a very effective first year. The entities work closely together to reach the Mexican Community though a variety of different venues. The Alliance has strengthened an already healthy relationship between the parties and will be utilized as a model for future Philadelphia Area Office Alliance Agreements.

  5. Upcoming Milestones

    Emphasis of the second year of the Alliance will be placed on providing the Mexican Consulate of Philadelphia representatives with general training on both OSHA and Wage & Hour requirements with focus on worker's rights. The Consulate will be providing OSHA with assistance in making contacts within the Hispanic business community to assist this community in understanding the role of OSHA. OSHA will also continue to provide representatives for the Consulate's mobile consulates as this has been determined to a successful means to engage the Mexican community concerning labor issues.

THE U.S. DEPARTMENT OF LABOR'S
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
PHILADELPHIA REGIONAL OFFICE
AND
THE CONSULATE OF MEXICO IN PHILADELPHIA, PENNSYLVANIA

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Philadelphia Regional Office and the Consulate of Mexico in Philadelphia, Pennsylvania (the Consulate), hereinafter referred to collectively as “the Participants”;

RECOGNIZING the joint commitment to protect workers’ rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the Department of Labor of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, concerning Workplace Safety and Health Protections Applicable to Mexican Workers in the United States, signed at Washington, D.C., on November 6, 2014; and

RECOGNIZING that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican nationals in Pennsylvania and Delaware, and others information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in Pennsylvania and Delaware regarding workplace safety and health.
  • To develop training and education programs for Mexican workers and Mexican employers in Pennsylvania and Delaware to promote understanding of workers’ rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA’s Web site from the Consulate Web site) to Mexican nationals working in Pennsylvania and Delaware and their employers.
  • To speak, exhibit, or appear at the Participants’ conferences, local meetings, or other events.
  • To participate in “Mobile Consulate” activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers’ rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican nationals working in Pennsylvania and Delaware to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers’ rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

    Alliance Activity

    April 25, 2013 - Member company representatives attended the annual Mid-Atlantic Safety and Health Alliance (MASHA) Safety and health Conference. AD presented an OSHA update. AD and CAS met with representatives and discussed safety and health issues and concerns.

    May 31, 2013 - CAS met with Ironworkers Local #3 Apprenticeship Coordinator and instructors. Information on heat stress, fall protection and local fatality statistics were provided. In addition, safety and health issues and concerns were discussed.

    June 27, 2013 - A pre-construction meeting was conducted via a conference call with member company representative and union representative relating to structural steel fall protection interpretations.

    August 9, 2013 - CAS met with Executive Director and provided information on the upcoming GHS requirements, web resources and implementation dates. In addition, the fall protection and heat protection campaigns were discussed. In addition, upcoming construction projects in the area were reviewed.

    January 7, 2014 - A pre-construction meeting was conducted via a conference call with a member company relating to fall protection interpretations relating to Subpart M and their application on a particular jobsite.

    January 10, 2014 - The Executive Director and CAS participated in reviewing packets of a variety of construction jobs that had been submitted for upcoming safety awards. This effort assisted in the recognition of companies and employees that have maintained safety excellence at particular jobsites. In addition, this activity enables OSHA to obtain "Best Practice" information on steel erection construction jobsites.

    February 6, 2014 - AD and CAS presented an OSHA update at an OSHA 30 hour course held at the Ironworker Local #3 Apprenticeship School.

    Throughout this evaluation period, the CAS has e-mailed safety alerts on product defects relating to Guardian Protection self retracting lifelines, MSA fall protection products with Yoke snaphooks, and a Genie Boom Lift series.

    The Ironworkers Employers’ Association of Western Pennsylvania has periodic Safety and Risk Committee meetings throughout the year. These meetings not only work on planning future events, they act as a forum to exchange safety and health technical information and best practices. In addition, IWEA provides safety educational opportunities throughout the year for members on related industry practices.

    The Ironworkers Employers’ Association of Western Pennsylvania is represented on the union joint apprenticeship and journeymen upgrade committee of the Ironworkers Local #3. The Association accomplishes this by appointing contractor members and the Executive Director to the committee. This committee is responsible for providing skilled construction workers through apprenticeship and training programs. Safety and Health information is promoted, supported and conveyed through these programs. The committee also reviews funding, liability, disciplinary and other joint management/labor functions.

    Billl Ligetti, IWEA Executive Director, and member company representatives have called throughout the year for general discussions on OSHA standards/ policy/interpretations and requests for OSHA handouts/publications.

    Alliance Products

    The IWEA’s website posted information and links to safety alerts, and OSHA’s heat stress, fall protection, and GHS webpages. The IWEA website has a safety section, referencing the alliance. The website also posts and maintains various past safety and health information (i.e. OSHA news releases, safety bulletins, product recalls, etc.) as resource material for its members. The website lists electronic links to various government, labor organizations, and contractor associations.

  4. Results

    The activities and information provided were well received. The Bill Ligetti, Executive Director, and member representatives of the safety and health outreach activities/communications found the information valuable in assisting them in promoting and improving their safety and health efforts. In addition, OSHA representatives found the shared information valuable in expanding their knowledge base on the implementation of good safety practices on steel erection construction jobsites.

June 18, 2015 - Laborers District Council of Western PA - CAS met with the Apprenticeship School Training Director/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, silica, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 53 apprentices and 8000 members).

June 19, 2015 – Keystone+Mountain+Lake Regional Council of Carpenters - CAS met with the Apprenticeship Coordinator and Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, silica, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 1100 apprentices and 14000 members).

June 19, 2015 - Steamfitters Local 449 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 300 apprentices and 1600 members).

June 29, 2015 - IBEW Local #5 - CAS met with the Apprenticeship Coordinator and Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, GHS, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 350 apprentices and 3000 members).

June 30, 2015 - Plumbers Local # 27 - CAS met with the Apprenticeship Coordinator/Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 93 apprentices and 500 members).

June 30, 2015 - Asbestos Workers Local # 2 - CAS met with the Apprenticeship Coordinator and Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 75 apprentices and 450 members).

July 2, 2015 - Operating Engineers Local #2 - CAS and AD met with the Apprenticeship Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. Safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed. In addition, the CAS and AD presented local fatality stats and frequently cited standards to a safety apprenticeship class. (Approximately 300 apprentices and 7000 members).

July 7, 2015 – Sheet Metal Workers Local #12 - CAS met with the Apprenticeship Coordinator and Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 112 apprentices and 850 members).

July 7, 2015 - Sprinkler Fitters Local #542 - CAS met with the Business Agent/Apprenticeship Coordinator and Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 32 apprentices and 123 members).

July 9, 2015 - IUPAT District Council #57 - CAS met with the Apprenticeship Coordinator/Business Manager. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 172 apprentices and 2000 members).

July 9, 2015 - Elevator Constructors Local #6 - CAS met with the Apprenticeship Coordinator and Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 70 apprentices and 305 members).

July 10, 2015 - Bricklayers and Allied Craftworkers Local #9 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 110 apprentices and 1500 members).

July 14, 2015 - Boilermakers Local #154 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 300 apprentices and 1700 members).

July 16, 2015 - United Union of Roofers, Waterproofers and Allied Workers Local #37 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 54 apprentices and 300 members).

July 16, 2015 - Ironworkers Local #3 - CAS met with the Apprenticeship Coordinator/Instructors. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 168 apprentices and 1400 members).

July 20, 2015 - Cement Masons Local #526 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 42 apprentices and 458 members).

July 20, 2015 - Plasterers Local #31 - CAS met with the Apprenticeship Coordinator/Instructor. CAS presented/discussed OSHA update information to include but not limited to heat stress, fall protection, worker rights, confined space, frequently cited standards, and local fatality stats. In addition, safety and health issues/concerns relating to OSHA standards/regulatory agenda and OSHA inspection activities and initiatives were discussed (Approximately 35 apprentices and 200 members).

July 23, 2015 – Ironworkers Local #3 - The CAS and AD participated in a meeting with the Ironworkers Employers Association of Western Pennsylvania’s Executive Director, two representatives from a member company, and the President of Ironworkers Local #3. Topics discussed were the alliance agreements, OSHA standards/policies relating to structural steel erection, and jobsite safety and health expectations of both OSHA and the Union.

October 16, 2015 - CAS and AD had meeting with the Business Manager to discuss pledging support for an upcoming Construction Partnership project at Carnegie Mellon University. Construction projects in the coming year and member issues/concerns were discussed. In addition, past cross-training and future training opportunities at the various apprenticeship schools were discussed.

November 2, 2015 -- A signing Ceremony was conducted for the new Partnership with OSHA and PJ Dick for the Tepper Quad Building Project on the campus of Carnegie Mellon University. Representatives from OSHA, PJ Dick, Pittsburgh Regional Building Trades, and CMU were present supporting the Partnership.

December 9, 2015 - The CAS attended and discussed construction safety at a career fair for vulnerable workers (most attendees came from the USW training program designed to "break the chains of poverty") at the Energy Innovation Center. The CAWP had an information booth and presented information through virtual computer training programs. In addition, the local union trades involved in heavy and highway construction had information booths and presented on apprenticeship opportunities. This was a joint effort between the CAWP and signatory unions, thus involving two local OSHA Alliances (CAWP and The Pittsburgh Regional Building & Construction Trades Council).

February 18, 2016 - Apprenticeship Information Committee meeting - CAS participated and presented information on the fall stand down, regulatory agenda, penalty increases, partnership sites and future cross-training. In addition, CAS answered concerns and issues relating to the OSHA 10 and 30 hour training.

February 25, 2016 - The Operator Engineers Local 66 Apprenticeship School in conjunction with CAWP hosted a "Highway Work Zone Training" conducted by AGC of America trainers through the support of a Susan Hardwood Grant. The audience being trained included company representatives, union representatives and Pgh AO reps (AAD & CSHOs). The event was well received and gave the local OSHA representatives an opportunity to increase their knowledge base and interact in a positive environment with stakeholders.

March 23, 2016 - CAS met with Constructors Association of Western Pennsylvania’s Director of Industry Relations and the Laborer's Union Apprenticeship School Director of Training/Instructor to discuss upcoming Fall Stand Down activities and opportunities for future cross-training. In addition, the new Silica standard was discussed.

April 28, 2016 – Workers’ Memorial Day - Allegheny County Labor Council, AFL-CIO – The representatives from the Pittsburgh Area Office attended the Workers' Memorial Day Service held in Market Square, Pittsburgh PA. Business Manager of the Pittsburgh Regional Building and Construction Trades Council along with representatives from the Trades’ Unions presented and were in attendance. The AD from the Pittsburgh Area Office was the Keynote Speaker. (Approximately 150 participants)

April, 29, 2016 - Ironworkers Local 3 & IWEA – The CAS attended the Annual Outstanding Ironworkers Apprentice Competition and Contractor/Construction Professionals Open House. The CAS provided updated OSHA information and answered numerous questions relating to OSHA policies/procedures/standards throughout the day event. Information on the fall stand down and heat stress were discussed. (Approximately 150 participants)

May 2, 2016 – As part of the fall protection stand down, a tool box training session was conducted by a fall protection consultant on the proper use of a variety of fall protection equipment at the CMU Tepper Quad construction project. The site is an OSHA/P.J. Dick Corporation Partnership with pledge support from the Pittsburgh Regional Building and Construction Trades Council. The CAS presented information on fall protection talking points and local fatality statistics. (Approximately 40 site employees participated)

May 3, 2016 – Laborers District Council of Western Pennsylvania – As part of the fall stand down, the CAS and Director of Industry Relations for CAWP, presented information to apprentices and journeymen taking a safety class at the Apprenticeship school. The CAS presented information on fall protection talking points and local fatality statistics. The Director for Industry Relation for CAWP presented information associated with a free app used for fall protection training. (Approximately 20 attendees)

May 4, 2016 – As part of the fall protection stand down, the CAS and AAD presented fall protection talking points and updated fatality statistics to three apprenticeship classes at the Ironworkers Local #3 apprenticeship school. The students ranged from first year to third year apprentices. In addition, all classes met as a group in the structural steel building assembly training area where an instructor, CAS, and AAD provided and discussed a hands-on review of fall protection relating to structural steel erection. (The training reached approximately 45 attendees.)

May 12, 2016 - Ironworkers Local #3 – CAS and AD presented an OSHA update at the Ironworkers Apprenticeship School as part of an OSHA 30 hour. All current and national and local initiatives were addressed along with worker rights and local fatality statistics.

May 13, 2016 – Keystone + Mountain + Lakes Regional Council of Carpenters - CAS and AD attended the Annual Design Build & Carpenter Competition Open House Expo at the Carpenters Apprenticeship School. CAS and AD provided updated OSHA information and answered numerous questions relating to OSHA construction standards/policies/procedures throughout the day event. The attendees at the event were construction safety and health professionals, construction company owners and managers, safety equipment venders, journeymen, apprentices, students from Vo-Tech schools, state and local politicians, and family members. (Approximately 850 were in attendance)

May 25, 2016 – New RA stakeholder meeting was held with representatives from the Pittsburgh Regional Building and Construction Trades Council, Ironworkers Local #3, and the Ironworkers Employers Association of Western PA (IWEA). The Pittsburgh Regional Building and Construction Trades Council signed an Alliance Renewal. This meeting was held at the Ironworkers Local #3 Apprenticeship School.

Throughout this evaluation period, the CAS has e-mailed the safety alerts on product defects/recalls relating to a specific manufacturer’s self-retracting lanyard and a truck with a missing roll pin on the steering shaft.

Various Business Agents/Field Representatives and Apprenticeship Coordinators/Instructors call monthly for discussion and guidance on construction standards and OSHA policy/procedure information.

IV. Results

The training and outreach communication information provided was well received. The member union representatives of the council found the information to be valuable in assisting them in their efforts of promoting and providing safety and health training to their members in reducing and preventing exposure to the various hazards associated with the construction industry.

Apprenticeship Coordinators, Instructors, Business Agents and members who have called throughout the year indicated the information received from the Pittsburgh Area Office was very helpful in interpreting OSHA’s policies and standards as they related to their current construction activities. The Council represents approximately 21,000 members. The information exchanged with the Building Trades Council would eventually have the potential to affect the entire membership, that being approximately 21,000 members. The working relationship between the Alliance Signatories and the feedback on the Alliance has been extremely positive. As a result of the positive feedback, an Alliance Renewal Agreement was signed on May 25, 2016.

November 2, 2015 -- A signing Ceremony was conducted for the new Partnership with OSHA and PJ Dick for the Tepper Quad Building Project on the campus of Carnegie Mellon University. Representatives from OSHA, PJ Dick, Pittsburgh Regional Building Trades, and CMU were present supporting the Partnership.

December 9, 2015 - The CAS attended and discussed construction safety at a career fair for vulnerable workers (most attendees came from the USW training program designed to "break the chains of poverty") at the Energy Innovation Center. The CAWP had an information booth and presented information through virtual computer training programs. In addition, the local union trades involved in heavy and highway construction had information booths and presented on apprenticeship opportunities. This was a joint effort between the CAWP and signatory unions, thus involving two local OSHA Alliances (CAWP and The Pittsburgh Regional Building & Construction Trades Council).

February 18, 2016 - Apprenticeship Information Committee meeting - CAS participated and presented information on the fall stand down, regulatory agenda, penalty increases, partnership sites and future cross-training. In addition, CAS answered concerns and issues relating to the OSHA 10 and 30 hour training.

February 25, 2016 - The Operator Engineers Local 66 Apprenticeship School in conjunction with CAWP hosted a "Highway Work Zone Training" conducted by AGC of America trainers through the support of a Susan Hardwood Grant. The audience being trained included company representatives, union representatives and Pgh AO reps (AAD & CSHOs). The event was well received and gave the local OSHA representatives an opportunity to increase their knowledge base and interact in a positive environment with stakeholders.

April 28, 2016 – Workers’ Memorial Day - Allegheny County Labor Council, AFL-CIO – The representatives from the Pittsburgh Area Office attended the Workers' Memorial Day Service held in Market Square, Pittsburgh PA. Business Manager of the Pittsburgh Regional Building and Construction Trades Council along with representatives from the Trades’ Unions presented and were in attendance. The AD from the Pittsburgh Area Office was the Keynote Speaker.

April, 29, 2016 - Ironworkers Local 3 & IWEA – The CAS attended the Annual Outstanding Ironworkers Apprentice Competition and Contractor/Construction Professionals Open House. The CAS provided updated OSHA information and answered numerous questions relating to OSHA policies/procedures/standards throughout the day event. Information on the fall stand down and heat stress were discussed.

May 2, 2016 – As part of the fall protection stand down, a tool box training session was conducted by a fall protection consultant on the proper use of a variety of fall protection equipment at the CMU Tepper Quad construction project. The site is an OSHA/P.J. Dick Corporation Partnership with pledge support from the Pittsburgh Regional Building and Construction Trades Council. The CAS presented information on fall protection talking points and local fatality statistics.

May 3, 2016 – Laborers District Council of Western Pennsylvania – As part of the fall stand down, the CAS and Director of Industry Relations for CAWP, presented information to apprentices and journeymen taking a safety class at the Apprenticeship school. The CAS presented information on fall protection talking points and local fatality statistics. The Director for Industry Relation for CAWP presented information associated with a free app used for fall protection training.

May 4, 2016 – As part of the fall protection stand down, the CAS and AAD presented fall protection talking points and updated fatality statistics to three apprenticeship classes at the Ironworkers Local #3 apprenticeship school. The students ranged from first year to third year apprentices. In addition, all classes met as a group in the structural steel building assembly training area where an instructor, CAS, and AAD provided and discussed a hands-on review of fall protection relating to structural steel erection.

May 12, 2016 - Ironworkers Local #3 – CAS and AD presented an OSHA update at the Ironworkers Apprenticeship School as part of an OSHA 30 hour. All current and national and local initiatives were addressed along with worker rights and local fatality statistics.

May 25, 2016 – New RA stakeholder meeting was held with representatives from the Pittsburgh Regional Building and Construction Trades Council, Ironworkers Local #3, and the Ironworkers Employers Association of Western PA (IWEA). The Pittsburgh Regional Building and Construction Trades Council signed an Alliance Renewal. This meeting was held at the Ironworkers Local #3 Apprenticeship School.

Throughout this evaluation period, the CAS has e-mailed the safety alerts on product defects/recalls relating to a specific manufacturer’s self-retracting lanyard and a truck with a missing roll pin on the steering shaft.

    Alliance Overview: OSHA and the Mexican Consulate of Philadelphia (Consulate) formed an Alliance to establish a collaborative relationship to provide Mexican Nationals and other Hispanic workers in the Philadelphia Metropolitan Area information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational health and safety, particularly with regards to hazards associated with the Construction, Restaurant and Migrant Farming Industries such as fall hazards, struck-by hazards, amputations, and electrical hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSHA Act).

    April 24, 2012 - Greater Philadelphia Hispanic Chamber of Commerce - OSHA's Philadelphia Area Office Compliance Specialist and a bi-lingual Compliance Officer provided the participants with a two hour comprehensive safety seminar which focused on the OSHA general industry regulations as well as Safety and Health Management Systems for a cross-section of representative from various Hispanic owned small businesses.

    June 10, 2012 - The staff of the Mexican Consulate of Philadelphia participated in the OSHA Region III Summit for Latino/Immigrant Workers conducted in Seaford DE. At the event the Consulate provided a resource table as well as speaker who discussed the Alliance and the benefits of working cooperatively with OSHA. Leading up to the Summit the Consul promoted the event through their weekly radio show.

    Formal Training Consulate Staff- January 29, 2013- Department of Labor OSHA (DOL) and Wage & Hour Division "Get To Know the DOL- Worker's Rights Training Session" was conducted for 18 members of the Mexican Consulate's staff members. The training focused on employee rights, filing complaints as well as defining the functions and limitations of the two DOL agencies.

    Mobile Consulates: Throughout the second year second year of the agreement OSHA provided support at five "Mobile Consulates" conducted in various locations throughout Pennsylvania and Delaware. At these events OSHA as well as Department of Labor's Wage and Hour Division provided bi-lingual representatives to answer to questions posed concerning safety and health and wage related issues. Informational resource tables were provided with publication provided in both English and Spanish. OSHA also used these events to promote employment rights and the OSHA inspection, complaint, whistleblower procedures and placed special emphasis on their current Heat and Fall Protection Campaigns

    • Promoting the National Dialogue on Safety and Health
    May 23, 2012- The Mexican Consulate of Philadelphia invited a bi-lingual PHAO representative to broadcast a live interview performed on their community based weekly radio program (Radio Uni-K 1680 AM a.k.a. Radio México Para la). The interview was used to discuss OSHA's National Office Heat Stress and Fall Campaigns as well as promoting the Region III Latino Summit which was held in June in Seaford, DE

    August 27, 2012: Mexican Consulate National Labor Rights Week Events- OSHA Philadelphia Area Director, accompanied by Region III Labor Liaison and Compliance Officer attended the Labor Rights Week "Kick Off" event at the Consulate. AD D'Imperio was formally introduced and provided a briefing on the achievements of the ongoing PHAO/Mexican Consulate Alliance. OSHA provided a resource table with emphasis on Employee Rights in the Workplace.

    August 28, 2012: Mexican Consulate Labor Rights Week. Philadelphia Area Office Compliance Assistance Specialist and a bi-lingual Compliance Officer provided a joint Small Group Presentation with Philaposh which was conducted for approximately 25 Mexican Nationals. The focus of the training was on "Understanding Your Legal Rights under the OSHAct.

    September 16, 2012 Mexican Independence Day Penn's Landing in Philadelphia. OSHA's Regional CAS and PHAO Area Director joined the Mexican Consulate for the Independence Day Event and provided a resource table with emphasis on Employee Rights in the Workplace as well as OSHA's Heat and Fall Protection Campaigns.

    October 1, 2012 - Representatives from the Occupational Safety and Health Administration participated in the 12th Annual Bi-National Health Week event sponsored by the Mexican Consulate in Philadelphia. During the event, OSHA Area Director Albert D'Imperio spoke to more than 60 workers about OSHA's commitment to lowering the fatality rate for the Hispanic community and ensuring the health and safety of all workers.

    October 4, 2012 - 12th Annual Bi-National Health Week- OSHA Regional Compliance Assistance Specialist Isabel DeOliveira provided a resource table at the Consulate and answered questions and distributed information on employee rights as well as other OSHA initiatives.

    October 14, 2012 - 12th Annual Bi-National Health Week Pennsauken Health Fair - Representatives for OSHA's Region II provided staffing and a resource table for this event held in Pennsauken NJ.

    OSHA's Philadelphia Area Office and the Mexican Consulate of Philadelphia continued to work jointly throughout the year to promote OSHA's National Office Heat Stress Campaign as well as focusing on worker's rights. The Consulate displays the Heat Stress Campaign Posters in their waiting rooms and the Consulate's web-site has links to the OSHA campaign website.

    1. The Alliance had a very effective second year. The entities continue to work closely together to reach the Mexican Community though a variety of different venues. The Alliance has strengthened an already healthy relationship between the parties and will be utilized as a model for future Philadelphia Area Office Alliance Agreements.

  5. Upcoming Milestones

    The parties are seeking to expand the Area Office Alliance into a Regional agreement between the parties. The goal is to expand the effects of the cooperative programs on a larger geographical area. The Consulate will continue to provide OSHA with assistance in making contacts within the Hispanic business community in an effort to heighten the understanding of the role of OSHA. OSHA will also continue to provide representatives for the Consulate's "Mobile Consulates" as this has been determined to be a successful means to engage the Mexican community concerning labor issues. OSHA will also continue to coordinate with DOL's Wage & Hour Division to ensure their participation in Alliance sponsored training and events.

      April 17, 2009 – CAS attended the “Ironworkers Outstanding Apprentice Competition and Annual Contractors/Construction Professionals Open House”. The CAS received cross training in Ironworker construction activity. In addition, the CAS provided updated OSHA information and answered numerous questions relating to the construction standards from a variety of construction contractors/professionals throughout the day event.

      May 19, 2009 – A construction information meeting on crane safety was conducted with representatives of two member companies relating to a current construction job that was in the beginning stages of steel erection.

      June 25, 2009 – A safety bulletin on Miller Back Biter Lanyards was posted on the Association website under IWEA + OSHA section of the website.

      July 21, 2009 – Pre-construction conference was held with the Executive Director on behalf of a member company to review concerns relating to OSHA’s hexavalent chromium standard.
      October 1, 2009 – An OSHA news release “OSHA revises enforcement policy for fall protection during steel erection” was posted on the Association website under the IWEA + OSHA section of the website.

      January 12, 2010 – The Executive Director and CAS participated in reviewing packets of a variety of construction jobs that had been submitted for upcoming safety awards. This effort assisted in the recognition of companies and employees that have maintained safety excellence at particular jobsites. In addition, this activity enables OSHA to obtain “Best Practice” information on steel erection construction jobsites.

      Billl Ligetti, IWEA Executive Director, and member company representatives have called throughout the year for general discussions on OSHA standards/ policy and requests for OSHA handouts/publications.

      The IWEA’s website has a section “IWEA + OSHA” were various safety and health information is posted (i.e. OSHA news releases, safety bulletins, product recalls, etc.). The website lists electronic links to DOL, OSHA, and OSHRC.

    The activities and information provided were well received. The Bill Ligetti, Executive Director, and member representatives of the safety and health outreach activities/communications found the information valuable in assisting them in promoting and improving their safety and health efforts. In addition, OSHA representatives found the shared information valuable in expanding their knowledge base on the implementation of good safety practices on steel erection construction jobsites.

    Overview

    The Pennsylvania Chamber is the largest broad-based business association in Pennsylvania and the second largest state Chamber in the United States. The Chamber has over 10,000 members; 82% being considered small employers with less than 100 employees and 1/3 of their members having less than 10 employees. By combining OSHA’s safety expertise with the broad base of employers who belong to the PA Chamber, OSHA’s resources can be leveraged more effectively. Our common goal is to help employers through outreach, training and educational safety programs that they can take back to and implement at their individual work places.

    The Alliance between OSHA and the PA Chamber provides a platform to reach small employers and provide necessary information, guidance, access to training on a variety of safety regulations, and best practices from the OSHA website. These are all resources that companies may not realize exist without these OSHA sessions which are organized and facilitated by the PA Chamber. Each year the alliance conducts 3 Roundtable sessions to help employers, their safety managers and employees with professional and business development. A true win-win for all parties, while meeting OSHA’s objective, to furnish to each of his employees employment and a place of employment which are free from recognized hazards.

    August 2008 through August 2009 – Numerous contacts (telephone conference calls and e-mail exchanges) were made to prepare for each of the three Roundtable sessions. The more notable include:

September, 30 2008: Meeting between Mr. Bryan Seal, the new Area Director for the Harrisburg Area Office and the PA Chamber to meet and discuss ways we can support and help each other achieve OSHA’s goals and objectives. The Chamber discussed plans to broaden their OSHA base from the Harrisburg area and extend it into other locations in the state.

September 9, 2008, Fall Half Day OSHA Roundtable: The Harrisburg Area Office (HAO) CAS provided opening remarks and an OSHA Update for members of the PA Chamber of Business and Industry’s, "Ask OSHA Roundtable" in Harrisburg, PA. The session was also attended by HAO Assistant Area Director (AAD), Mr. Matt Bole who presented information on "Prevention of Combustible Dust Explosions". Doctor Timothy Allen, M.D., from Concentra, presented "Complying with OSHA’s Bloodborne Pathogens Standard" and "Value and Timing of Flue Shot Programs". There were 90 attendees at the roundtable.

      4. March 19, 2009, Spring Half Day OSHA Roundtable: Opening comments were provided by Mr. Bryan Seal, new Area Director for the Harrisburg Area Office. Two other sessions were conducted, "Complying with the Confined Space Entry Standard" as presented by Mr. Charles Baker from Compliance Management International (CMI) and "Complying with the Trenching and Excavating Standard" as presented by Mr. Joe Boslet from Inservco Insurance Services. 48 people were in attendance. The PA Chamber went beyond the scope of our Alliance and presented similar sessions through out the Commonwealth giving business an opportunity to meet their local Area Directors from throughout the state. Sessions were held in Pittsburgh, 30 were in attendance, Scranton, 30 were in attendance and in Valley Forge where 50 were in attendance. Overall the Chamber was able to help us reach 158 companies on these topics.

      7. May 19, 2009, Full Day OSHA Roundtable: Opening comments and an update on Personal Protective Equipment requirements were provided by Dale Glacken. Additional presentations included: "Preventing Arc Flash and Electrical Injuries" as presented by Mr. Jack Creamer from Pennsylvania Power and Light (PPL) Corporation, "Complying with the Lockout/Tagout Standard" as presented by Walt Siegfried, Senior Program Manager, ATL International, Inc., "Complying with the HAZCOM Standard" as presented by Jeffrey Lee, Director of Safety, Brubacher Excavating, Inc, "Dust Explosion Hazard Assessment" as presented by Dr. Vahid Ebadat, CEO of Chilworth Technology and "Surviving OSHA Inspections" as presented by Steve High, Consultant, High Safety Services, Ltd. 92 members of the Chamber were present for this event.

      On August 20, 2008 the PA Chamber interviewed the Compliance Assistance Specialist (CAS) from the Harrisburg Area Office for an article to appear in the PA Chambers magazine, the "Advocate". The article focused on publicizing efforts OSHA has taken to help employers with their safety and health programs.

      Each quarter the PA Chamber sends 5000 of its members the "PA Chamber Expert" a newsletter giving members safety information, some from the OSHA website and links to safety information. The bottom of the page provides members with "Helpful Resources"; the first link listed is the OSHA webpage. Over the last year the Pa Chamber has included articles on many safety topics in the "PA Chamber Expert", such as:

    The fifth year of the Alliance has been devoted to presenting information to the Chamber’s members at three different "Ask OSHA Roundtable" sessions. Similar activities are planned for the sixth year of the Alliance. During this last year the Chamber expanded their efforts and offered additional Half Day Round Tables in Pittsburgh, Scranton and Valley Forge.

  5. Upcoming Milestones

    1. Two half day Roundtables will be conducted this coming year with a full day OSHA/Chamber Roundtable.
       
    2. Planning has already begun for the first Half Day Roundtable to be held on September 10, 2009. We will present an OSHA Update, review fall protection requirements, Respirator Protection requirements and Complying with the Powered Industrial Truck Standard (Forklifts). We will continue to have meetings with the Chamber to work out the details for each.
       
    3. We have plans to help the Chamber update one of their publications, "OSHA Handbook" for their members.

AND
THE CONSULATE OF MEXICO IN PHILADELPHIA, PENNSYLVANIA

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Philadelphia Regional Office and the Consulate of Mexico in Philadelphia, Pennsylvania (the Consulate), hereinafter referred to collectively as “the Participants”;

RECOGNIZING the joint commitment to protect workers’ rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the Department of Labor of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, concerning Workplace Safety and Health Protections Applicable to Mexican Workers in the United States, signed at Washington, D.C., on November 6, 2014; and

RECOGNIZING that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican nationals in Pennsylvania and Delaware, and others information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in Pennsylvania and Delaware regarding workplace safety and health
  • To develop training and education programs for Mexican workers and Mexican employers in Pennsylvania and Delaware to promote understanding of workers’ rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and links to OSHA’s Web site from the Consulate Web site) to Mexican nationals working in Pennsylvania and Delaware and their employers.
  • To speak, exhibit, or appear at the Participants’ conferences, local meetings, or other events.
  • To participate in “Mobile Consulate” activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goals related to promoting a joint dialogue on workplace safety and health:

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers’ rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican nationals working in Pennsylvania and Delaware to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers’ rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement may continue for two (2) years from the date of signing. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

RENEWAL AGREEMENT ESTABLISHING AN ALLIANCE

U.S. DEPARTMENT OF LABOR

THE IRONWORKER EMPLOYERS ASSOCIATION OF WESTERN PENNSYLVANIA, INC.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Pittsburgh Area Office and the Ironworkers Employers Association of Western Pennsylvania Inc. (IWEA-WP), hereinafter referred to collectively as "the Participants", recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, the Participants hereby renew the Alliance originally signed on March 11, 2003 to provide the IWEA-WP members and others with information, guidance, and access to training resources that will help them to protect the health and safety of workers, particularly by reducing and preventing exposure to the various hazards associated with the construction industry, and to understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, the Participants recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives, when resources permit:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction activities of member companies to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by working with the Ironworkers Union Local #3 Apprenticeship School Coordinator and instructors to promote workplace safety throughout the apprentice and journeymen upgrade training.

Training and Education

The Participants intend to work together to achieve the following training and education goal, when resources permit:

  • Assist in the development of effective training and education programs to produce skilled and safety conscious workers in the ironworker industry by working with the Ironworkers Union Local #3 Apprenticeship School Coordinator and instructors to address apprentice and journeymen needs.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals, when resources permit:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the IWEA-WP Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or IWEA-WP conferences, local meetings, or other applicable events.
  • To share information among OSHA personnel and industry safety and health professionals regarding IWEA-WP good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Pittsburgh Area OSHA office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

      1. Sept 15, 2005: Half day, "Ask OSHA roundtable", session 1 was presented to 110 Chamber members. During the session AD and CAS provided participants with an OSHA update, details of the recordkeeping standard and the HAZCOM standard. Session ended with a question and answer session.
      2. Nov 9, 2005: A repeat of the first session previously presented Sept 15, 2006. There were 85 participants at this event.
      3. Mar 14, 2006: Half day, "Ask OSHA Roundtable", AD, Technical Support from the RO and the CAS provided an OSHA update followed by a presentation describing fall protection requirements, exit routes, emergency action plans, fire prevention plans and a question and answer period. There were 152 participants present.
      4. May 23, 2006: A full day Annual meeting, "Ask OSHA roundtable" was presented to 130 members. Five Topics were presented by the AD, RO, CAS and speakers: Mr. Joseph Boslet and Mr. Jeffrey Lee:
        • General OSHA Update,
        • Details of the Pennsylvania Workers Compensation system and Recordkeeping,
        • Requirements for outside vendors and OSHA's Multi-employer Worksite policy,
        • Lockout/Tagout (LO/TO) and Electrical Compliance Standards,
        • Forklift, man lift, aerial lift, crane, hoist and pallet jack compliance
      Products

      The Chamber prepared a "Workplace Safety Manual", 2007/2008 Edition for their members with input from OSHA as part of this Alliance. The document is 333 pages in length, has 15 chapters and covers a range of safety topics starting with Safety Policy Statements and ending with a number of Standard Operating Procedures.
