The Occupational Safety and Health Administration (OSHA) and Lehigh Construction Group, Inc. (Lehigh) hereby renew the Alliance agreement originally signed on May 15, 2003 and renewed on November 2, 2004. OSHA and Lehigh continue to recognize the value of collaborative efforts to achieve workplace safety. OSHA and Lehigh remain committed to cooperative and proactive efforts to advance workplace safety and health. In renewing this Alliance, OSHA and Lehigh recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

In addition, the implementation team will continue to meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

    Overview

    To provide the Rio Piedras Campus of the UPR, through Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym), the Environmental Protection and Occupational Safety Office (OPASO for its Spanish acronym) and the Institute of Labor Relations from the Faculty of Social Sciences (IRT for its Spanish acronym) with information, guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to occupational health and safety hazards. This to be achieved through training and educational, outreach and communication, and promoting the national dialogue on workplace safety and health goals.

    Note: During calendar year 2017, there were two major events that impacted the projected activities of this Alliance: from March 28 until June 5, 2017, a student strike at all UPR campuses, and on September 5 and September 20, 2017, the pass through Puerto Rico of Hurricanes Irma and María, respectively.

    Raising Awareness of OSHA’S Rulemaking and Enforcement Initiatives

    • Events

      Goal 1: To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

      • The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures at the Institute of Labor Relations:
        • Institute of Labor Relations –During the year 2017, two courses were offered as part of ongoing Course # RELA3131: Occupational Health and Safety. A total of twenty nine (29) undergraduate students attended the class.
      • Federal OSHA, offered an OSHA Update on May 4, 2017 to 46 attendees.

      Goal 2: To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including the psychosocial hazards such workplace violence, as well as emergency managements issues, and legal aspect focused on employees' right under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      • On May 4 and 5, 2017, participated in the Puerto Rico Manufacturing Association (PRMA) Safety and Occupational Health Summit. Over 115 participants attended this activity.
        • Coordinated for PRMA:
          • OSHA Regulatory Update to 46 participants.
          • Changes to the Silica Standard for the General Industry and Construction presentation to 33 participants.
          • Changes to Recording and reporting Occupational Injuries and Illness presentation to 36 participants.

    Training and Education

    • Events

      Goal 1: To develop effective training and education program for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.

      • A 3-hour seminar on Laboratory Safety, including "The Hazard Communication Standard: Globally Harmonized System of Classification and Labelling of Chemicals and Bloods Borne Pathogens", was offered to employees of US Forest Service and US Food and Drug Administration on May 26, 2017. A total of 18 participants attended the seminar.

      Goal 2: To develop effective training and education program for construction, general, and maritime employees and employers to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

      • Coordinated and planned a 10 and 30 hour OSHA General Industry and Construction Industry courses for the employees of the University of Puerto Rico, Rio Piedras and Mayaguez Campuses and the Iron Workers labor union. Hurricanes Maria's and Irma's pass through Puerto Rico caused the postponement of these courses.

      Goal 3: To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

      • Prepared the academic offerings for the Certificate in Occupational Health and Safety of DECEP courses to be offered during 2017-2018.

    Outreach and Communication

    • Events

      Goal 1: To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's, PR OSHA's and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.

      Note: Due to the UPR Rio Piedras Campus students' strike, the planned event for the Workers' Memorial Day Commemoration was not held.

      • Prior to the Workers' Memorial Day commemoration, a communication is prepared and sent to approximately 5,000 e-mail recipients throughout the Island to provide information on the importance and significance of this commemoration. Recipients are people from the academic community, stakeholders, and workers/employees from the general, construction, and maritime industries.

      Goal 2: To speak, exhibit, or appear at OSHA's, PR OSHA's or the Río Piedras Campus of the University of Puerto Rico conferences, local meetings, or other educational events.

      • On May 4 and 5, 2017, participated in the PRMA Safety and Occupational Health Summit; 115 participants attended this activity.

      Goal 3: To share information among OSHA and PR OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico's good practices or effective approaches through training programs, workshop, seminars, and lectures developed by the participants.

      • No products or resources have been developed to meet this Alliance goal.

      Goal 4: To work with other Alliance participants on specific issues and projects on construction, general and maritime industries, that are addressed and developed through the Alliance Program.

      • Coordinated and planned the "8th Annual Conference on Safety, Occupational Health and Environment of Puerto Rico." The Conference would take place on October 19 and 20, 2017, at the Río Piedras Campus of the University of Puerto Rico. Hurricanes Irma's and Maria's pass through Puerto Rico caused the postponement of the conference.
  4. Results

    The UPR-Río Piedras Campus continues to be instrumental in promoting awareness and prevention of hazards associated with the construction, general and maritime industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues. The integration of the Institute of Labor Relations has been of great help to reach union and hard-to-reach workers.

    Overview
    To provide the Rio Piedras Campus of the UPR, through Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym), the Environmental Protection and Occupational Safety Office (OPASO for its Spanish acronym) and the Institute of Labor Relationships from the Faculty of Social Sciences (IRT for its Spanish acronym) with information, guidance and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to occupational health and safety hazards. This to be achieved through training and educational, outreach and communication, and promoting the national dialogue on workplace safety and health goals.

    • Events

      Goal 1: Work with OSHA to provide expertise to develop training and education programs on various safety and health issues and targeted to general, construction and maritime industries, employees, students and the general community.
       
      • One training session was offered to 12 participants of Emergency Management Office (OME) in Bayamon, in HAZWOPER Refresher.
         
      • A seminar was developed and offered by UPR-OPASO to 162 craftspeople under a proposal submitted by UPR-OPASO to the Puerto Rico Industrial Development Company (PRIDCO).
         
      • A seminar was offered by UPR-OPASO to 30 craftspeople under a proposal submitted by UPR-OPASO to the Instituto de Cultura Puertorriqueña.
      Goal 2: Deliver or arrange for the delivery of occupational health and safety courses.
       
      • Two separate training sessions were offered to 46 and 30 participants, respectively, on OSHA standards for General and Construction Industries.
         
      • Another training session was offered to 30 participants of the Institute of Labor Relationships (IRT, in Spanish) on OSHA standards for General Industry.
      Goal 3: Work with OSHA to provide expertise to develop workplace safety and health curricula through the Certificate in Occupational Health and Safety of DECEP.
       
      • April 2008-2009: Certificate in Occupational Safety and Health - DECEP, offered every trimester, consists of 7 requisite courses of 156 contact hours and 2 elective courses of between 36 to 51 contact hours, for a total between 192 to 207 contact hours equivalent to 19 to 21 units/credits. OSHA publications are used in some of the courses as they relate to the different applicable industries and the impact on the employers and employees for non-compliance with OSHA’ standards and regulations. During this evaluation period, twelve students completed this certificate.
    Outreach and Communication
     
    • Events

      Goal 1: Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic tools and OSHA’s and the Río Piedras Campus of the University of Puerto Rico Web sites) to employers and employees in the industry.
       
      • A checklist for the identification of hazards in the food industry was developed as part of a Susan Harwood Grant given to the UPR on 2007. This tool will be available to the general public as part of the DECEP OHS Certificate.
      Goal 2: Speak, exhibit, or appear at the Río Piedras Campus of the University of Puerto Rico conferences, courses, workshops, local meetings, or other educational events.
       
      • No event was conducted under this objective during the evaluation period.
      Goal 3: Promote and encourage the Río Piedras Campus of the University of Puerto Rico employees and students participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.
       
      • As part of the Certificate in Occupational Safety and Health, the instructors discuss and promote the participation of the students (safety and health professionals) and their respective companies in OSHA’s Cooperative Programs.
      Goal 4: Share information among OSHA personnel and industry safety and health professional regarding the Río Piedras Campus of the University of Puerto Rico best practices or effective approaches and publicize the results through outreach by the Río Piedras Campus of the University of Puerto Rico and through OSHA or the Río Piedras Campus of the University of Puerto Rico developed materials, training, programs, workshop, seminars, and lectures.
       
      • A curriculum on safety and health for preschool children has been developed by José J Colón González, PhD candidate for Preschool Education and revised by Prof. Jorge Ramos, Director of OPASO. Mr. Colón is the Director of the Preschool Center for the PR Election Commission. A pilot program is intended to be conducted in one private and one public (UPR Rio Piedras campus) preschool centers, to eventually develop it as a standard guide for preschool centers around the island.
      Goal 5: Work with other Alliance participants on specific issues and projects on occupational health and safety issues that are addressed and developed through the Alliance Program.
       
      • The first official activity of this “mega alliance” is scheduled for April 24, 2009 and will consist of an open forum on the changes to the electrical standard, NFPA 2004 and 2009 as well as the proper selection of applicable PPE. At the time of this report, there are over 200 people registered to attend this 3hrs seminar.
      Goal 6: Encourage OPASO, DECEP and IRT of the Río Piedras Campus of the University of Puerto Rico to build relationships with OSHA’s Regional and Area Offices to address health and safety issues.
       
      • Conversations were established with the VIDOSH office personnel to identify possible safety courses to be held between the agency and the UPR DECEP.
    Promoting the National Dialogue on Workplace Safety and Health
     
    • Events

      Goal 1: Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the Río Piedras Campus of the University of Puerto Rico safety and health leaders and professors address groups.
       
      • An UPR –Rio Piedras OSH Certificate professor participated in the Annual Chemists’ Convention held in August 2008, where he discussed the respiratory protection standard.
         
      • The UPR is being instrumental in coordinating the accrediting of contact hours for safety and health educational events for several professional associations. This service is an added benefit to persons participating in such events and demonstrates UPR commitment to the dissemination of workplace safety information.
      Goal 2: Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
       
      • An employee from the PR Environmental Quality Board (EQB) identified the OHS Certificate courses as a tool to further enhance the EQB personnel skills when attending an environmental emergency. The case was discussed with the EQB Director for the section of environmental emergencies and approval was granted for the completion of the certificate for three officials. These officials service two of the most industrialized areas within the island and have been able to put in practice the knowledge skills obtained through the OHS Certificate. In the most recent graduation ceremony, the EQB Director for the Environmental Emergencies Section spoke to attendees, stating the value added to the services offered by the Section to the Island.
      Goal 3: Convene or participate in forums, round table discussions, or stakeholder meetings on occupational health and safety issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
       
      • David Johns, from EPA, was the speaker for the Safety and Health Certificate Graduation Ceremony.
         
      • Beginning November 2008, the UPR joined the Puerto Rico Manufacturers Association (PRMA) Safety and Occupational Health team. The goal of this team is to actively engage in safety and health issues affecting workplaces in the manufacturing sector, and to maximize utilization of available resources in this field.
  4. Results

    Through this alliance the UPR-Río Piedras Campus has been instrumental in promoting awareness and prevention of hazards associated with the construction and general industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues.

The Occupational Safety and Health Administration (OSHA) and Lehigh Construction Group, Inc. (Lehigh) hereby renew the Alliance agreement signed on May 15, 2003. OSHA and Lehigh continue to recognize the value of collaborative efforts to achieve workplace safety. OSHA and Lehigh remain committed to cooperative and proactive efforts to advance workplace safety and health. In renewing this Alliance, OSHA and Lehigh recognize that OSHA's State Plan and Consultation Project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

In addition, the implementation team will continue to meet on a regular schedule to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state Consultation Projects to participate as well.

This agreement will remain in effect for two years from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Buffalo Area Office and Lehigh Construction Group, Inc. (Lehigh) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and Lehigh Construction Group, Inc. hereby form an Alliance to provide Lehigh's groups and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to falls, struck by, caught-in and electrical hazards and addressing issues with young, inexperienced workers, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA and Lehigh Construction Group, Inc. recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

The Participants (OSHA, Lehigh management and employees of Lehigh) intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA’s National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

Training and Education

The Participants (OSHA, Lehigh management and employees of Lehigh) intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for young and inexperienced workers and students in high school and at the collegiate level regarding the hazards they are likely to encounter on construction sites with particular attention to the focus four hazards: falls, struck-by, caught-in and electrical hazards, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for young and inexperienced workers and students in high school and at the collegiate level to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

Outreach and Communication

The Participants (OSHA, Lehigh management and employees of Lehigh) intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and Lehigh Construction Group lnc.'s Web sites) to employers and workers in the industry.
  • Speak, exhibit, or appear at OSHA's or Lehigh Construction Group lnc.'s conferences, local meetings, or other events.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. OSHA team members will include representatives of the Buffalo Area Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

      Goal 2: To convene or participate in forums, roundtable discussions, or stakeholder meetings on construction, general and maritime industry hazards, including the psychosocial hazards such workplace violence, as well as emergency managements issues, and legal aspect focused on employees’ right under the OSH Act, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      • In June 21 and 22, 2012, participated in the PRMA Safety and Occupational Health Summit. A seminar on “Combustible dust hazards” was offered to a total of 38 participants.


    Training and Education


    Goal 1: To develop effective training and education program for employees, students and the general community regarding construction, general and maritime industry related hazards, and to communicate such information to constituent employers and workers.


    Goal 2: To develop effective training and education program for construction, general, and maritime employees and employers to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

    Goal 3: To deliver or arrange for the delivery of the safety and health courses through the Certificate in Occupational Health and Safety of DECEP.

    • Events
      • Two 8hrs HAZWOPER refresher to a total of thirty-three people two sessions: (24 - April 29, 2013; nine people - November 20, 2013) were offered to personnel from the Emergency Management Office-Bayamon Municipality.
      • The University of Puerto Rico - Rio Piedras Campus provided health and safety topics courses/lectures at the Faculty of Natural Sciences and Institute of Labor Relations:
        • Faculty of Natural Sciences - during the second semester of the 2012-2013 academic year, as part of ongoing Course #CINA4995: Environmental Permitting Regulations and emergency response. A total of 40 undergraduate students attended the class.
        • Institute of Labor Relations –During the academic year 2012-2013, as part of ongoing Course # RELA3131: Occupational Health and Safety. A total of seventy-three (73) undergraduate students attended the class.
      • A 10hr General Industry course was offered to University of Puerto Rico, Rio Piedras Campus employee (HEEND) on May 2013. A total of 28 participants attended the course.
      • All About OSHA Seminar was offered to University of Puerto Rico, Rio Piedras Campus (Warehouse office) employee on September 2013. A total of 28 participants attended the seminar.
      • A Continuity of Operations (COOP) & Emergency Management Seminar was offered to University of Puerto Rico, Rio Piedras Campus employee (51 employees) and general community (20 participants: private industries and government offices) on April 29, 2013. A total of 71participants attended the seminar.
      • One 10hrs General Industry course, attended by eight participants (continued education students) was offered in February 2013.
    • Events
      • During the commemoration of the Worker Memorial Day, a communication is prepared and sent to participants of the Alliance for distribution in the courses and seminars, as well as employees of the institution. To inform the community and the workforce from around the island 1621 e-mails were sent.
      • In June 20 and 21, 2013, participated in the PRMA Safety and Occupational Health Summit. A seminar on “New changes in the Hazard Communication Standard: Globally Harmonized System of Classification and Labelling of Chemicals” was offered to a total of 25 participants.
      • No products or resources have been developed to meet this Alliance goal.
      • The 4th Annual Safety and Health Conference of Puerto Rico coordinated by APPA offered two days conferences: “Safe and Healthy Environment: Rights for All”. The Conference took place October 25 and 26, 2012, at Camildas Convention Center, Yabucoa, PR. A total of 186 participants attended this activity.
  4. Results

    The UPR-Río Piedras Campus continues to be instrumental in promoting awareness and prevention of hazards associated with the construction, general and maritime industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues.

  5. Upcoming Milestones

    • To hold the 5th Annual Safety and Health Conference of Puerto Rico (two-day event) in October 2014.
    • To address musculoskeletal health concerns in the office environment, will prepare a flyer or quick card on basic ergonomic concepts to be distributed among at least 50% of UPR employees by September 2014 (which would initially consists of approximately 2000 employees). This initiative could be extended to the University community as a whole, in the near future.
    • To renew alliance in December 2014.

OSHA and the Río Piedras Campus of the University of Puerto Rico, through the Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym) and the Environmental Protection and Occupational Safety Office (OPASO for its Spanish acronym) will work together to achieve the following training and educational goals:

  • Develop training and education programs on various safety and health issues and targeted to general, construction and maritime industries, employees, students and the general community.
     
  • Deliver or arrange for the delivery of occupational health and safety courses.
     
  • Develop workplace safety and health curricula through the Certificate in Occupational Health and Safety of DECEP.

OSHA and the Río Piedras Campus of the University of Puerto Rico will work together to achieve the following outreach and communication goals:

  • Develop and disseminate information through print and electronic media, including electronic tools and links from OSHA's and the Río Piedras Campus of the University of Puerto Rico Web sites.
     
  • Speak, exhibit, or appear at the Río Piedras Campus of the University of Puerto Rico conferences, courses, workshops, local meetings, or other educational events.
     
  • Cross-train OSHA personnel and industry safety and health professionals in the Río Piedras Campus of the University of Puerto Rico best practices or effective approaches, as jointly determined by OSHA and the Río Piedras Campus of the University of Puerto Rico.
     
  • Promote and encourage the Río Piedras Campus of the University of Puerto Rico employees and students participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.
     
  • Share information on best practices, as jointly determined by OSHA and the Río Piedras Campus of the University of Puerto Rico, of the Río Piedras Campus of the University of Puerto Rico worksites with others in the industry and publicize the results through outreach by the Río Piedras Campus of the University of Puerto Rico and through OSHA or the Río Piedras Campus of the University of Puerto Rico developed training, educational programs and materials.
     
  • Work with other Alliance participants on specific issues and projects on occupational health and safety issues that are addressed and developed through the Alliance Program.
     
  • Encourage OPASO and DECEP of the Río Piedras Campus of the University of Puerto Rico to build relationships with OSHA's Regional and Area Offices to address health and safety issues.

OSHA and the Río Piedras Campus of the University of Puerto Rico will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever the Río Piedras Campus of the University of Puerto Rico safety and health leaders and professors address groups.
     
  • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on occupational health and safety issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

As part of this Agreement, both parties agree to comply with the following:

  • No employee and/or functionary of the University of Puerto Rico have direct or indirect pecuniary interest in the subscription of this agreement according to Law no. 12, of July 4, 1985, known as the Commonwealth of Puerto Rico Government Ethics Act. In the same way, the functionary who represents the precinct in this act does not have any kind of pecuniary interest in realizing the same.
     
  • The University of Puerto Rico – Río Piedras Campus agree to keep reports, working assistance sheets, and other documents related with services object of this agreement, so they can be audited or copied by the Office of Internal Auditors of the University of Puerto Rico, by an external audit firm hired by the University of Puerto Rico, or by the Office of the Comptroller of Puerto Rico in their auditing procedures of the University of Puerto Rico. The audits will be made in reasonable dates during the course of the services or after rendering the same according to practices of audit generally known. Such documents will be kept for a period, no less than six (6) years or until an investigation by the Office of the Comptroller of Puerto Rico is made, whichever come first.
     
  • OSHA and the University of Puerto Rico - Río Piedras Campus agree to comply with otherwise applicable Federal equal opportunity laws.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives from the Puerto Rico Area Office; the ARA for Region 2 Training, Outreach and Partnerships (TOPS); the Director of the Education and Promotion Division of the PR Occupational Safety and Health Office (OSHO); and the R
ío Piedras Campus of the University of Puerto Rico, through DECEP and OPASO).

This agreement will remain in effect for two years, from the date of its subscription. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

Training and Education

  • Events

    Goal 1: Develop training and education programs on various safety and health issues and targeted to general, construction and maritime industries, employees, students and the general community.
     
    • Training was offered in three separate sections to 46 and 30 participants, respectively, in OSHA standards for general and construction industries.
    Goal 2: Deliver or arrange for the delivery of occupational health and safety courses.
     
    • Following a hazard evaluation of their workplaces, one seminar session was offered to 20 employees of the San Juan Municipality, this in topics such as hazards identification and hazard communication.
    Goal 3: Develop workplace safety and health curricula through the Certificate in Occupational Health and Safety of DECEP.
     
    • April 2007-2008: Certificate in Occupational Safety and Health - DECEP, offered every trimester, consists of 7 requisite courses of 156 contact hours and 2 elective courses of between 36 to 51 contact hours, for a total between 192 to 207 contact hours equivalent to 19 to 21 units/credits. OSHA publications are used in some of the courses as they relate to the different applicable industries and the impact on the employers and employees for non-compliance with OSHA's standards and regulations. During this evaluation period, eight students completed this certificate.

Outreach and Communication

  • Events

    Goal 1: Develop and disseminate information through print and electronic media, including electronic tools and links from OSHA's and the Río Piedras Campus of the University of Puerto Rico Web sites.

    Goal 2: Speak, exhibit, or appear at the Río Piedras Campus of the University of Puerto Rico conferences, courses, workshops, local meetings, or other educational events.
     
    • A two-part seminar was developed and offered by UPR-OPASO to 126 craftspeople under a proposal submitted by UPR-OPASO to the Puerto Rico Industrial Development Company (PRIDCO).
    Goal 3: Cross-train OSHA personnel and industry safety and health professionals in the Río Piedras Campus of the University of Puerto Rico best practices or effective approaches, as jointly determined by OSHA and the Río Piedras Campus of the University of Puerto Rico.
     
    • No products or resources have been developed to meet this Alliance goal.
    Goal 4: Promote and encourage the Río Piedras Campus of the University of Puerto Rico employees and students participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.
     
    • As part of the Certificate in Occupational Safety and Health, the instructors discuss and promote the participation of the students (safety and health professionals) and their respective companies in OSHA's Cooperative Programs.
    Goal 5: Share information on best practices, as jointly determined by OSHA and the Río Piedras Campus of the University of Puerto Rico, of the Río Piedras Campus of the University of Puerto Rico worksites with others in the industry and publicize the results through outreach by the Río Piedras Campus of the University of Puerto Rico and through OSHA or the Río Piedras Campus of the University of Puerto Rico developed training, educational programs and materials.
     
    • No products or resources have been developed to meet this Alliance goal.
    Goal 6: Work with other Alliance participants on specific issues and projects on occupational health and safety issues that are addressed and developed through the Alliance Program.
     
    • An initiative was started to promote an alliance of alliances/ partnerships located in the island. Two meetings have been held on this particular and a third meeting is scheduled some time near August 2008. The main goal of this "mega alliance" is to maximize the resources and outreach capacity for the dissemination of safety and health education within the island.
    Goal 7: Encourage OPASO and DECEP of the Río Piedras Campus of the University of Puerto Rico to build relationships with OSHA's Regional and Area Offices to address health and safety issues.
     
    • Conversations were established with the VIDOSH office personnel to identify possible safety courses to be held between the agency and the UPR DECEP.

Promoting the National Dialogue on Workplace Safety and Health

  • Events

    Goal 1: Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever the Río Piedras Campus of the University of Puerto Rico safety and health leaders and professors address groups.

    Goal 2: Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
     
    • No products or resources have been developed to meet this Alliance goal.
    Goal 3: Convene or participate in forums, round table discussions, or stakeholder meetings on occupational health and safety issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
     
    • Invited Dr. Seiko Matsuzawa from China as guest speaker to the Certificate in Safety and Health's Legal Aspects course, to discuss the main issues related to Chinese safety and environmental laws.

IV. Results

Through this alliance the UPR-Río Piedras Campus has been instrumental in promoting awareness and prevention of hazards associated with the construction and general industries. Through OPASO, it has also been actively involved in reaching out to safety and health professionals in an effort to advance their knowledge and academic preparation in occupational safety and health issues.

V. Upcoming Milestones

  • To develop a Safety and Health Committee intervention protocol based on the recently amended PR OSH Act, which promotes the creation of S&H committees in all industries.
  • Continue to develop the video in Spanish on Accident Prevention in Construction.
  • Develop and promote a series of 30 sec radio PSAs on general safety and health issues/concerns.

The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and CIAPR recognize that OSHA's State Plan and Onsite Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.
